Description of Requirement
The services to be covered in this Request for Quotation (RFQ) consist of the contractor furnishing all necessary labor, supervision, equipment, supplies, and incidentals necessary to move, load, haul, and dump refuse from Forest Service provided trash dumpsters for the BCH Ranger District Recreation sites located on the Medicine Bow-Routt National Forest.
Location
The facilities included under this contract are located on Forest Service property on the Brush Creek/Hayden Ranger District within the Medicine Bow-Routt National Forest. Please refer to Attachments for maps and site locations, which are along the Sierra Madre Range (State Highways 70 & 230) near Saratoga, WY.
BCH – Sierra Madre Trash Collection Statement of Work
The Contractor shall provide regular trash collection, at Hog Park Campground (4 dumpsters), Hog Park Boat Dock (1), Hog Park Day Use Area, West End (1), Six Mile Campground (1) and Bottle Creek Campground (1). Bear resistant dumpsters are located at all the proposed sites.
Note: The 8 bear resistant dumpsters will be provided. All dumpsters are designed for rear loading trash trucks, so if front or side loading trucks are to be used then bear proof dumpsters would need to be provided for all sites in this proposal.
Work shall consist of 20 weeks of service each year from May 16th through October 15th. Weather may delay start of performance and/or end performance earlier than anticipated. The COR will monitor conditions and notify the Contracting Office of any changes to the period of performance.
Specific pick-up days will be agreed upon between Forest Service and the Contractor prior to every operating season.
Please refer to the Schedule of Items for details on frequency of trash collection. Trash collected from Bottle Creek Campground will be every two weeks (twice a month) with an exception in July when trash shall be collected every week (4 times a month). Trash collected from Six Mile Campground will be every two weeks or twice per month. Trash collected from Hog Park Campground, Hog Park Boat Dock, and Hog Park Day Use Area-West end will begin June 1st through September 15th each operating season. Trash collected from these locations will be every two weeks (twice a month) with an exception in July when trash shall be collected every week (4 times a month).
The Contractor shall be responsible for making sure dumpsters are in a safe, stable location, and that all bagged trash left next to, or on top of the dumpster is picked up and hauled away.
Emergency trash pick-up may be requested during the 4th of July or other heavy use holiday weeks which may be outside the normal workday constraint. Response time for any emergency will be by mutual agreement between the Government and Contractor. Emergency services may be paid for by the Government Purchase Card, separate from the contract.
The Contractor shall assume all risk, loss, damage, or expense arising out of performance of the work, except as otherwise provided in the contract.
The Contractor shall notify the Forest Service prior to performing the final trash pickup for the season, so that the dumpsters could be locked to prevent further public use.
The facilities included under this contract are located on Forest Service property on the Brush Creek/Hayden Ranger District within the Medicine Bow-Routt National Forests. Please refer to Attachments for maps and site locations.
All trash and garbage collected under this contract shall be disposed of in a sanitary landfill disposal site or such facility which meets the standards established by the Environmental Protection Act (PL- 91-190, January 1, 1970).
DRIVING SAFETY
All drivers shall adhere to all Federal, State, and Local requirements during the course of the performance of work on this contract. Public Safety shall be the first priority. All drivers shall have a valid State driver’s license.
ACCEPTANCE AND REWORK
When the contractor’s inspection results are below the performance standard, based on the Contractor’s quality control inspection and verified by the Government monitoring, acceptance and payment will not be made until the deficiency has been corrected unless the Contracting Officer determines deficiency to be minor or an isolated situation that will not result in any material differences in the requirement.
PERMITS AND RESPONSIBILITIES
The contractor shall be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and Municipal laws, codes, and regulations applicable to the performance of the work. The contractor shall be responsible for all damages to persons or property which occurs as a result of the contractor’s performance or negligence.
FIRE PROTECTION
Contractor's Responsibility for Contractor-Caused Fires. The Contractor, whether or not directed by the Forest Service, shall immediately extinguish, without expense to the Government, all fires on or in the vicinity of the project which are caused by Contractor's employees, whether set directly or indirectly as a result of Contractor operations.
The Contractor may be held liable for all damages and costs of additional labor, subsistence, equipment, supplies, and transportation resulting from fires set or caused by the Contractor's employees or resulting from contract operations.
Fire Tools The Contractor will provide for each employee in the contract area at least one approved handtool of a type appropriate in the contract area, such as shovel, pulaski, or ax. Where additional tools, beyond those required below, are to be provided, the Contractor shall seal such tools in one or more boxes painted red and marked "Tools for Fire Only." All tools required herein shall be kept sharp and in good serviceable condition and maintained at locations to be designated by the Forest Service.
Fire Extinguishers and Tools on Mobile or Stationary Equipment Each unit of powered equipment used in connection with this contract, including automobiles, trucks, tractors, etc., shall be equipped with serviceable tools and fire extinguishers as follows:
a. One - fire extinguisher, dry chemical type of not less than 2-1/2 pound capacity with 4 BC or higher rating.
b. One - shovel, round point #0 or equal.
c. One - ax, 2 pounds or over, 26-inch minimum length, or one pulaski.
d. One - water container (at least 1-gallon capacity), not required with stationary equipment.

Exceptions where the Forest Service may approve mufflers, or other equipment in lieu of spark arresters qualified and rated under Forest Service Standard 5100-1a, are: (a) small multiposition engines, such as chain saws, shall meet Society of Automotive Engineers J335b standards; (b) passenger-carrying vehicles and light trucks may have baffle-type mufflers with tail pipe; (c) heavy-duty trucks may have a vertical stack exhaust system and muffler, provided the exhaust stack extends above the cab of the vehicle. An exhaust-driven turbocharger is considered to be a satisfactory spark arrester. Internal combustion engine exhaust systems, arresters, and other devices must be properly installed and maintained.
Smoking Smoking shall be permitted inside an enclosed vehicle. The exception is on surfaced or dirt roads, and shall never be allowed while working or traveling on foot.
