Emergency services will be performed on a call as needed basis. Occasional emergency pumping may be required outside the normal pumping schedule due to unexpected events such as excessive use or spring runoff.
The Contractor must commence servicing within 72 hours (not including Saturday or Sunday) after the initial notification. Response time for any emergency will be by mutual agreement between the Government and
Contractor if the response time will exceed 72 hours. Emergency services may be paid for by the Government Purchase Card, separate from this contract.
The timing for pumping vaults will vary across Districts and more specific per vault as stated in the frequency above. Contractor will pump during the following timeframes unless otherwise advised by the COR:
- Annually- Vaults needing pumped once per year will be completed prior to the 4th of July.
- Bi-Annually- Vaults being pumped 2 times per year will be completed once prior to the 4th of July and once again in August-September.
The vault service Total Cost per vault location should include all costs for removal of waste, recharge, cleaning, mileage, dump fees, etc. There is a minimum pumping request guarantee – A minimum of 3 vaults will be pumped per call request. Mileage cost should be included in overall Total Cost per vault location. Mileage calculations will be .33 of total miles as the call request will include 3 vaults minimum.
The Contractor shall furnish all vault toilet pumping equipment, tools, approved disinfectant, and any other equipment and supplies necessary to perform the work in accordance with specifications. Hose will be of such size to allow pumping without clogging and long enough to access all vaults to accomplish the required pumping. The tank truck shall be driven no closer than 6 feet to each facility, and only if terrain allows.
The sides and end walls of the vault shall be pressure washed after pumping.
Contractor must have the necessary equipment and be prepared to clean up and remove any spilled waste and debris.
All disinfectants shall be Bio-Based if at all possible approved by the COR.
All equipment shall be in full accordance with any local and State Regulations.
Pumping Procedures When an Outside Manhole is Available
As long as outside pump out access is in excess of 20 inches in diameter, the Contractor shall not be allowed to remove vault contents through the toilet riser.
Debris, as much as possible, shall be removed from the vault before pumping.
ALL DEBRIS FROM THE VAULT SHALL BE PLACED IN A LEAK-PROOF CONTAINER.
If the bottom of the vault is flat, waste shall be removed within 4-5 inches of the bottom. Remove all debris that was not removed during initial debris removal.
Interior walls of the vault shall be pressure washed or cleaned in order to remove any contamination from waste pumping. Any compacted solids on the bottom of the vault shall be broken up, diluted and removed. The 4-5 inches left in the vault shall be liquids.
Flat-bottom vaults shall be pre-charged with enough water to bring the depth of the water up to 10 inches.
If the bottom of the vault is sloped, pump the waste down (at the deep end) to where the hose begins to suck air.
Vault may be washed down from the inside of the building or from the manhole, whichever is easier. Then pump the remaining waste and water until the hose begins to suck too much air to make further pumping practical.
Pre-charge the vault with water so that there is 6 (six) to 10 (ten) inches of water covering the bottom under the toilet riser.
