About this file
This document is a Questions and Answers amendment for a pre-solicitation announcement regarding the Region 1 and Region 2 Architecture and Engineering (A&E) Facilities Services Design IDIQ contract with the U.S. Forest Service (USFS). The anticipated contract ceiling is $25 million over a five-year ordering period, with up to 14 awards expected. The submission deadline is June 15, 2026, and all correspondence must reference "Region 1 and Region 2 AE Facilities Services" as no solicitation number has been issued at this pre-solicitation stage.
Submission requirements specify that contractors must submit the current version of SF330 (not substitutes), which shall not exceed 60 pages combined. Additionally, separate qualification statements not included in the SF330 are limited to 20 pages. Text and font size must be no less than 12 point. Contractors should present no more than five of their most recent projects (within the preceding five years) in Section F and provide resumes for key personnel qualified in the listed disciplines. Past performance documentation counts toward the 20-page supplemental qualification limit and may be submitted in any legible format, including CPARS records, which are acceptable for evaluation. All submissions must be electronically transmitted to gilbert.chonje@usda.gov. Bridge-related services are excluded from the Structural Engineering discipline, as a separate IDIQ for roads and bridges design services is anticipated for future solicitation.
