About this file

This is Amendment 002 to solicitation 1240BK25Q0005 for bat remediation services at the Detroit Ranger District Office, issued by the USDA Forest Service. The amendment provides a recap of a November 20, 2024 site visit attended by four contractors, where serious bat infestation issues were discovered including bat guano, dead bats, and potential bat bugs in multiple areas of the building's attic spaces and above ceiling tiles.

The amendment clarifies that this will be a service contract, even if lobby ceiling demolition becomes necessary. The contractor will be responsible for providing all equipment, supplies, and materials including insulation and ceiling tiles, with no government-furnished property. Key work areas include the east and west employee work areas, conference room, west hallway, and front lobby which has structural concerns requiring special access considerations. While no floor plans or square footage estimates are available, the government indicates weather delays would be considered excusable and additional time would be granted if needed. A future amendment is planned to address front lobby access issues.

Amendment 002 - Solicitation No. 1240BK25Q0005: Bat Remediation - Detroit Ranger District Office

Below is a recap of the Organized Site Visit held November 20, 2024, 10:00 AM to 2:00 PM

The following two Contractors attended the site visit and arrived at about 10:00 am.

1. Joeseph Williams from Whiteshield

2. Michael Schneider from NWFF

Roger Bell briefed the two Contractors above on the history of the ongoing bat remediation issues in the building and then turned them loose to look in the overhead area. They both popped their heads up through several ceiling tiles to observe the damage areas, but did not climb into the attic areas above the interior. It took them about 45 minutes to complete their tour of the spaces.

The following two Contractors attended the site visit and arrived at about 11:00 am.

3. Emanual Navarro from Hi Provac Inc,

4. Jordan Zeller and Mike Dolan from Summit Cleaning and Restoration

They took the initiative to suit up in Tyvek suits and respirators and spent several hours climbing into attic spaces that have not been accessed by anyone so far and their findings were that we have had a serious Bat infestation that has potentially been inside that building for several years.

They found that there is Bat guano and dead bats on top of the drywall ceiling areas on the east and west sides of the front lobby vaulted ceiling that was reconstructed and sealed off.

The front lobby ceiling can’t hold weight, which means no one can walk on that area as they would risk falling through. This week we plan to inspect the lobby ceiling and decide on how best to deal with that area. Work needs may shift to demolish the lobby ceiling entirely or cut holes in the ceiling to gain access.

It was also discovered that there are bat droppings above the East and West Employee work areas that has access for a worker or two to get up there and remove all the blow in insulation and clean the tiles, replace, or clean and disinfect as necessary. The conference room will have all the ceiling tiles removed for ease of access to clean and remove insulation, replace the bad insulation and replace contaminated tiles as necessary. The west hallway near the restrooms and Admin Supply closet has a mess of bat Urine and droppings above it so that area will be cleaned and disinfected as well. All areas must be sprayed for bat bugs as well because it is believed that they may still be up there feeding on over 2 dozen dead bats that were seen.

The following questions were asked by the two contractors mentioned above (Contractor 3 & 4):

Question 1. Is this going to be a service or construction contract now?

Government Response: This will be a service contract. If a pivot in plans is made to demolish the front lobby ceiling completely, that will still be a service contract. Demolishing only work will be considered service.

Question 2. What will the weather do to complicate the timeline to complete this project?

Amendment 002 - Solicitation No. 1240BK25Q0005: Bat Remediation - Detroit Ranger District Office

Government Response: Bad weather could delay getting to the project site. If that is the case, more time would be given without any negative impact on Contractor performance. This would be allowed according to (f) Excusable delays of FAR 212-4 Contract Terms and Conditions— Commercial Products and Commercial Services

Question 3. Can these two contractors bid on this job on their own since they were called by two companies known as Nick Robinson from Topchoice.PM and Leonardo Ruelas from L&J Solutions LLC? Or do they have to be the sub-contractors only?

Government Response: There is nothing in the solicitation that prohibit any small business from bidding on this project.

Question 4. Do the second two contractors have to share their photos and information with the first two earlier contractors that took no initiative to find it on their own?

Government Response: Any photos shared with the Government will not be provided to anyone outside of the Forest Service unless written permission is granted by the Contractor. The photos provided in the current solicitation were purchased as part of an early inspection done by a private Contractor.

The following questions were submitted via email directly to the Contracting Officer.

Question: Several Contractor submitted various questions via email requesting a floor plan for the building or attic and/or an estimated square footage of the space to be remediated.

Government Response: As of today, a floor plan has not been located and will not be provided.

The estimated square footage of space to be remediated is unknown and to not mislead any Quoters it is determined to be in the best interest of the Government to not provide an estimated square footage.

Question: I am writing to seek clarification regarding the Bat Remediation - Detroit Ranger District Office project under Notice ID: 1240BK25Q0005, specifically the requirement for removing and replacing contaminated insulation and ceiling tiles. The work statement mentions that these materials shall be removed and replaced. Could you please confirm if the insulation and ceiling tiles will be provided by your office, or will we be responsible for supplying and installing them as part of the scope of work?

Government Response: Insulation and ceiling tiles will not be provided by the Government.

The Contractor is responsible for obtaining installation and ceiling tiles. The contractor is responsible for providing all equipment, supplies and personnel to complete the work. No Government furnished property of any kind will be provide to the Contractor.

NOTE: Another amendment will likely come out next week to clarify plans regarding access issues mentioned above for the front lobby.
