(vi) Description of Requirement (including a list of any attachments)

1.01 Purpose

The work of this Contract includes all labor and materials required to install a new vault toilet at the Marion Forks Guard Station site.

1.02 Project location

The project is located Southeast of Detroit, OR and East, Southeast of Salem, OR at the Marion

Forks Guard Station; 34970 OR-22, Idanha, OR 97350. Project site is located directly across from Marion Forks Fish Hatchery and just south of Marion Creek Bridge. Project coordinates are

44.614237, -121.949379.

From the Detroit Ranger Station, travel east on OR-22E for approximately 18 miles then turn right. Project site is located directly across from Marion Forks Fish Hatchery.

1.03 Current Conditions

Project site is a multi-acre site with a National Register of Historic Places registered CCC era guard station (GS), associated garage, and pit toilet. The existing pit toilet is to remain with no work to be done. To be able to open this site as a rentable recreation asset, a new vault toilet will be installed. The new vault toilet is proposed to be installed to the northwest of the garage.

Marion Creek, Horn Creek, and the North Santiam River bound the site on the Northern, Western, and Southern edges and Highway 22 bounding the site on the Eastern edge.

Soils are typical of area. Refer to USDA National Cooperative Soil Survey (NCSS) for soil survey information online: https://websoilsurvey.nrcs.usda.gov/. No site specific geotechnical reports are available.

The Contractor shall be responsible for protecting existing structures, trees, and utilities that are not designated for disturbance during installation operations. In the event of damage to existing structures, trees, or utilities, stop all work associated with the damage and immediately notify the

Contracting Officer (CO). Repair the damages as directed by the CO at the Contractor’s expense.

Fire Restrictions. Check (daily) current fire danger level with the USFS Detroit Ranger Station.

Comply with any work activities restrictions and provide firefighting tools and equipment (as required).

The following photos show the general project site conditions. These are provided as reference only and contractor is responsible to confirm site conditions:

1.04 Site protection

If cultural resources are encountered during this project, earth-disturbing activities in the vicinity of the find will be suspended, in accordance with Federal regulation and the District

Archaeologist or Forest Heritage Program Manager will be notified to evaluate the discovery and recommend subsequent courses of action.

Vehicles shall remain on roadways for travel. Any operation that will result in soil disturbance that can contribute to the introduction and spread of invasive plants is prohibited. Mitigations

(Executive Order 13112) to reduce this risk include:

Reduce ground disturbance to the minimum necessary to complete the project.

All heavy equipment (excluding passenger vehicles) shall be clean and free of soil, vegetativematter, or other debris that may contain or hold weed seeds prior to entering. National

Forest System Lands (WO-B/BT 6.36)

No construction activities are allowed within 100 feet of riparian reserves or fish spawning streams. Horn Creek contains ESA listed fish. Backfilling of the pit toilet is the only activity that will be allowed within this buffer.

A ten meter buffer must be placed on all perennial wet areas to protect select wildlife species.

Part 2 – Technical requirements

2.01 Site preparation, Backfill, and soil Management

Excavation - Prepare the site for the install of the vault toilet. Excavated soil shall be piled such that the stratigraphic order of the natural soil of the site is maintained to ensure that it can be used as backfill. Piled soil must be surrounded by soil erosion control measures.

Backfill - Fill soil to be used must be excavated from the new vault toilet site.

Backfill soil in the same natural stratigraphic order of the natural soil horizon, if applicable.

“Topsoil” (Mineral A and/or organic O horizon material) should be surface applied and utilized to the greatest extent practicable for re-vegetation and site naturalization purposes.

Soil Management - Erosion control is needed around any ground disturbance areas and material stockpiles to reduce impacts to nearby waterways.

Excess waste soil material such as subsoil (soil “B” and “C” horizons) to be removed from site to an area within 25 miles. Coordinate with CO for location.

2.02 Vault toilet

Furnish one single-user vault toilet. This restroom must have finishes (i.e., siding style, color, roof shape, roof slope, and overall aesthetics) that conform to the existing aesthetics of the surrounding structures. Vault toilet must be required features:

1. Must be ADA accessible

2. Interior dimension minimum of 6’-2” x 6’-8”

3. Minimum 1,000 gallon tank

4. Minimum 4-inch thick floor

5. Minimum 4-inch thick walls

6. Gabled roof with cedar shake roof

7. Exterior finish to match style, color, and aesthetics of existing surrounding structures.

Painted wood slats.

8. One screen (aka partition wall) in front of entry door

9. Steel door with vent and steel frame

10. Stainless steel hardware

11. Provide and install deadbolts to use USFS key

12. Toilet paper roll holder

Final vault toilet model, placement, and configuration must be approved by the CO and the Forest

Heritage Program Manager before purchasing.

2.03 Vault toilet install

A. Install vault per manufacturer requirements

B. When installing the vault toilet, minimize soil disturbance.

C. Final vault toilet placement to be field verified and must be approved in consultation with the Contracting Officer Representative (COR.)

D. The toilet building must be orientated to maximize the airflow through the vent, therefore cutting down on smell. The vault toilet cleanout port must orientate in a way that it is easily accessible. Confirm final placement of vault toilet with CO before starting the installation.

E. Install the vault toilet such that the lip of the vault is 2 to 3 inches above the existing surface elevation.

F. Slope the vault toilet approximately one-half (0.5%) from the wall opposite the door

(higher elevation) towards the wall with the door (lower elevation) to prevent water from running into the toilet building and to provide a positive drainage slope of the toilet building.

G. Use the excavated soil from the vault to berm and slope the soil around the building such that water will drain away from the vault and toilet building.

H. Use a native seed mix as provided by the District Botanist to seed disturbed or bare soil.

I. Regrade and restore all areas of ground disturbance to approximately match conditions in the immediate vicinity.

J. Use a native seed mix as provided by the District Botanist to seed disturbed or bare soil.

K. Dispose of all construction debris legally off Forest Service land.

Part 3 – deliverable / schedule

Work Schedule

Submit a proposed work schedule detailing the work in sufficient detail to show the approximate days that significant work items (i.e., prep, installation, testing, programming, and commissioning) for each portion of the project will be conducted.

The Contractor shall allow enough time for review and approval of the schedule at least 7 days in advance of schedule dates (unless otherwise approved) to give Forest Service personnel time to prepare for any potential disruptions. Work must commence within 5 business days from the issuance of the notice to proceed (NTP).

(iv) – Contractor’s key personnel
