Project Willamette Composting Toilet Solicitation Number: 1240BK24Q0114
(vi) Description of Requirement
The Purchase Order will be a Fixed Firm Price purchase.
The new composting toilets will replace large capacity cesspool toilets which will soon be decommissioned per EPA requirements. Both new toilets will be placed in remote locations that are either fully or partially inaccessible by vehicle. Since pump trucks cannot reach these sites, traditional vault toilets are not feasible. The new toilets must comply with Forest Service Outdoor
Accessibility Guidelines, Willamette Forest Plan Visual Quality Objectives (VQOs) and support the historical and architectural integrity of the adjacent historic structures. Products with the following salient characteristics will meet the agency’s sanitation needs for these sites while respecting these requirements.
Salient Characteristics:
In general, then new toilet units must be:
1. Composting toilets that compost waste in place (no pumping/hauling bags away etc.,), have a urine diversion mechanism and solid waste conveyance to the back of the building. Urine should divert to a nearby drain field.
2. Maintenance access via a hatch at the back of the building rather than under.
3. Maintainable by district recreation technicians, not requiring specialized contracted maintenance or repairs.
4. Shipped as kits directly to the districts.
5. Able to be assembled by a small recreation crew who has minimal construction experience.
6. Made from lightweight materials and have a modular design for transportation over rough terrain.
7. A single stall.
8. Have windows that allow light to the stall.
9. Accessible (ADA or ABA) including all operable components (handles, hand cranks, riser height, clear space, etc.).
10. Have a shed roof, natural cedar siding, and muted colors for any metal framing to meet historic and scenic needs (colors/stains to be approved by technical POC).
11. Be able to withstand a snow load of up to 375 lbs./sf.
12. Not require any utilities including use of solar for operating lights or fans.
13. Have 24” tall vaults.
(vii) Date(s) and Place(s) of Delivery and Acceptance
