Statement of Requirement

Project: Delivery of two new plot combines

USDA J. Herbert Stone Nursery 2606 Old Stage Rd, Central Point, OR 97502

GENERAL INFORMATION

1.0 Scope of Work: Delivery of two (2) plot combines that are specifically designed for harvesting small plots of grass and forbs for seed amplification.

2.0 Background The J. Herbert Stone Nursery has been producing grass and forb seed for government agencies for over 20 years. There has been a tremendous increase in demand for suitable site-specific native plant materials over the past decade. This trend seems to be increasing exponentially with no end in sight. The increased frequency in large wildfires and the need to quickly rehabilitate severely burned areas has been the major driver for this demand. The need to restore areas quickly after disturbance such as wildfire and timber harvest, not only affects the ecosystem function, but also reduces erosion, decreases sedimentation in waterways, and reduces competition from invasive species that thrive on disturbance. The nursery has been limited to growing an average of 30 acres worth of crops each season, accepting an average of 10 new acres of crops each year. Each year the nursery turns away dozens of seed increase orders due to capacity constraints. The capacity constraints are primarily driven by the small and outdated harvesting equipment owned by the nursery. These outdated combines will be replaced. The new plot combines will be utilized to increase the seed amplification capacity of the nursery to better serve all government agencies west of the Rocky Mountains.

During the harvest season, the plot combines will harvest and clean seeds of dozens of grass and forb species to better serve our clients who restore and rehabilitate public lands.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Specifications

1. General

Vendor must demonstrate prior experience with manufacturing plot combines that meets specifications described below and demonstrate that the plot combine has been successfully used for grass and forb seed harvesting and is a durable and reliable product.

2. Plot combines for grass forbs Dimensions:

• Length with crop dividers: max 21.5 ft.

• Height: max 10 ft.

• Track width center to center: 63”- 72”

• Turning diameter: max 30ft for high maneuverability

• Weight: min/max: 7,700/8,800 lbs.

Engine and Drivetrain:

• Minimum 75 HP diesel engine, water cooled, tier 5 emission standard

• Engine must be installed in the rear of the combine to reduce noise in the cabin

• Engine accessible easily from all 4 sides and top through doors

• Hydrostatic drive, 0-10.5 mph

• 4-wheel drive system

• Hydraulic power steering

• Minimum 26 gallon fuel tank

• Heavy duty construction, rear axle spindles hinged on top and bottom

Cabin Controls and Safety:

• Cabin with curved windows, decoupled mounting and engine mounted on the rear for low noise level below 79.5 db

• Cabin needs to be tip over certified to provide additional operator safety (provide certificate)

• Cabin needs to include: A/C, head lights, height and inclination adjustable steering column

• Dust filtration system

• Spring suspended driver seat and operator seat

• 5” color display monitor in cabin for setting of all combine parameters

• Can bus control system – monitors all threshing and engine parameters (old style relay electrics is not preferred for reliability).

• Easy trouble shooting by self diagnosing system giving comprehensive error messages

• Software updates via USB stick

• Rear view camera integrated into combine color monitor for driver awareness and safety

Threshing and Cleaning System:

• Concave clearance must be hydraulically adjustable

• Easily change concave by pulling it out from the side without tools

• Minimum concave surface area of 3.8 sqft

• Threshing cylinder speed must be adjustable between 240-1680 rpm

• Threshing cylinder with 6 rasp bars and a minimum diameter of 16 in.

• Disc clutch to engage the threshing system

• Automatic throttle down for thresher system engagement

• Beater drum must be smooth square tube style and synchronized with the threshing drum

• Two stage surface shaker consisting of 2 exchangeable sieve sections, minimum surface area of 19 square feet

• Must be able to move the cleaning sieve to the shaker position and vice versa.

• Axial flow cleaning fan blowers, adjustable on the color display and in the rear of the combine

• Pneumatic grain feed system

• Air foil separators for seed separation (cyclones can cause seed damage and therefore not preferred)

• Equipment for threshing grasses

• Caulked rivets and corners and scrapers inside the header and thresher main conveyor belt for small seed retention

• Air compressor for cleaning

Seed Handling and Bagging:

• Minimum 1100 l Grain tank must be installed in the center of the combine for equal weight distribution

• Full width of grain tank floor to open into threshing box for easy clean out

• 15 bu/min unloading speed, unloading entire tank in less than 2 minutes

• Bagging system in cabin, mounted on the rear wall for ergonomic use.

• Electric push button to actuate discharge flap

Header:

• 60” cutting width

• Reel must have at least 4 bats

• Brushes on the reel

• Split intake auger for better visibility of cutter bar and better material flow

• Have grain catcher behind knives to minimize seed loss

• Belt feeding system to ensure seed purity between plots

• Low angle of belt feeder – 25 degrees or less to avoid seed loss

• Cutting height less than 2” from the ground

• Belt speed needs to be adjustable from the cabin

• High pressure pneumatic clean out system for cleaning the header in between plots

• Header with belt feeder dismounting in less than 2 minutes without the use of tools for easy cleaning

Warranty, delivery, and training:

• Bid must include on-site setup and training for the combines

• The machine needs to have at least 12 months warranty

• Factory technicians within 12 hours of driving for emergency service

4.0 Government Furnished: Not applicable.

5.0 Deliverables/Schedule: The plot combines and accessories (as described in the technical requirements specifications above) will be manufactured and shipped by the vendor and received at the USDA J.Herbert Stone Nursery, in Central Point, OR 97502, no later than 120 days after receipt of order or as negotiated.

(viii) FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (SEP 2023) (Provision)

For simplified acquisitions, the word quote or quoter is substituted in provision 52.212-1 for the word offer or offeror.

Addenda to Provision FAR 52.212-1 paragraph (b) Submission of Offers:

1) Offerors must have an active entity registration in the System for Award Management to submit an offer. https://www.sam.gov/SAM/

2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.

a) Technical Proposal – The technical proposal shall address the evaluation factors in 52.212-2. At a minimum technical proposal shall include:

i) Past Performance – provide a list of similar Federal contracts for sales of plot combines completed by your firm over the past three years in the Pacific Northwest, or Western United States. Include a brief description of the project, dollar amount, year completed, and reference contact information (name, phone, and email).

The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors. If there is no past performance information available, the offeror will receive a neutral rating in this factor.

ii) Technical Capability – Maintaining Equipment: Describe your Service, Maintenance, and Warranty options, and capabilities with respect to the geographical location in this contract – delivery point Central Point, Oregon. Identify service center geographical location closest to Central Point, their response times, and parts availability.

Replace (f)(2)(i) with the following:

Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. (ix) FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021) (PROVISION)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Past Performance, Technical capability with emphasis to Service, Maintenance, and Warranty, Price.

Past performance and Technical capability, when combined, are more relevant than price, in accordance with FAR 15.304.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

FAR 52.204-24 REPRESENTATION REGARDING CERTAIN

TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR

EQUIPMENT (NOV 2021) (PROVISION)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at FAR 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at FAR 52.204- 26, or in paragraph (v)(2)(ii) of the provision at FAR 52.212-3.

(a) Definitions. As used in this provision—

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand;

model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment—

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(ii) For covered services—

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand;

model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the PSC of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.
