CCRD Septic and Recirculation Tanks Pumping and Cleaning Services

CENTRAL COAST RANGER DISTRICT (CCRD) SEPTIC AND

RECIRCULATION TANKS SERVICES

STATEMENT OF WORK

I. Project Summary

A. This project consists of mixing (agitating), pumping and cleaning of 22,200 gallons of sewage from one septic (14,200 gallons of sewage) and one recirculation (8,000 gallons of sewage) tanks at Cape Perpetua campground on the Central Coast Ranger District (CCRD) of the Siuslaw National Forest.

B. The septic and recirculation tanks serve restrooms and visitor center that are open year-round, and the Contractor shall complete the work without interrupting sewer service to any of the restrooms or visitor centers. This may require the Contractor to perform the work by coordinating with the government wastewater operators to avoid times of high influx incoming wastewater flows from the restrooms or visitor centers, if applicable.

C. The Contractor shall provide all labor; materials; and equipment necessary to complete the work as described in this Statement of Work (SOW). Access road to the tanks exists and the Contractor shall be able to park their vehicles for the purpose of performing the work within 10-20ft of both tanks. After in person assessment of the access road, if the Contractor requires any special accommodations on the part of the Forest Service, they shall make a detailed note of such requirement(s) in their Bid.

II. Project Locations

A. The septic and recirculation tanks are located inside a wastewater treatment plant within recreation sites managed by the Siuslaw National Forest directly adjacent to Highway 101 along the Oregon Coast. The tanks serve the Visitor Center and Devil’s Churn rest stop at the Cape Perpetua Campground.

B. Cape Perpetua Campground is located approximately 2.5 miles south of Yachats, OR. The campground is on the east side of Highway 101, and the septic and recirculation tanks are located inside the wastewater treatment center which is accessed by a dirt road approximately 1/4mile into the campground.

III. General Information

A. The septic tank is made of fiberglass and measures 38 feet in length and 10.5 feet internal diameter. It has a total volume of 20,000 gallons, but it only holds about 14,200 gallons of sewage volume, which includes the sludge, scum, and effluent. A probe that was completed in March of 2023 has revealed that there is an average of 2ft thick sludge and 1ft of scum inside the septic tank, spanning the length of the tank.

B. The recirculation tank measures 32ft in length and 8.25ft internal diameter, with a total volume of 10,000 gallons. It is also made of fiberglass and can hold around 8,000 gallons of sewage volume, including the sludge, scum, and effluent. The tank has recirculating splitter valve and dosing pump hanging directly from two separate PVC risers. A probe that was completed in March of 2023 revealed an average of 2ft thick sludge and 1ft of scum inside the recirculation tank across its length.

C. Interested parties are strongly encouraged to visit the sites to verify the site conditions, accessibility, etc. To arrange a site visit, contact Alex Yetayew at: (541) 758-8856 or alemayehu.yetayew@usda.gov at least three government working days in advance of the planned visit.

D. Estimated start work date on this Contract is October 03, 2023. Work shall be completed by October 31st. Contractors shall note in their Bids when they propose to start and complete the work, including any substantial scheduling restrictions.

All work shall be completed within 10 calendar days after the effective date of the Notice to Proceed.

E. All work and materials provided shall be done in accordance with applicable Oregon Department of Environmental Quality (DEQ) regulations, Occupational Safety and Health Administration (OSHA) standards, American Water Works Association (AWWA) standards, National Sanitation Foundation (NSF) standards, industry standards, and this Statement of Work (SOW).

F. Contractor shall protect all vegetation, utilities, structures, and other improvements to avoid damage during the work of this project. If clearing of vegetation is needed, the Contractor shall specify in their bid, as noted in Part I, C of this SOW. In the event of damage to existing structures, vegetation, or utilities, stop all work associated with the damage, and immediately notify the Contracting Officer (CO). Repair the damage as directed by the CO, at the Contractor’s expense.

G. Contractor shall take all precautions needed to maintain a safe working environment for their employees, the public, and Forest Service employees, in accordance with OSHA standards for similar activities. This includes, but is not limited to, setting up safety cones and/or barricades around vehicles and equipment that are temporarily obstructing driving lanes, as well as in the immediate vicinity of the septic tanks while work is being performed.

H. Contractor shall maintain a clean and orderly work environment. Dispose of all debris generated by the work of this project legally off Forest Service land.

mailto:alemayehu.yetayew@usda.gov

IV. Project Details

A. The sewer flow coming into the wastewater treatment plant shall not be disrupted at any time while performing the work.

B. Both tanks are located inside the wastewater treatment plant, and the government assumes both tanks are conveniently accessible for the Contractor’s vehicles and personnel. Upon entering the fenced area of the wastewater treatment plant, the Contractor’s work vehicles will be able to access the two tanks and approach them as closely as 10-20ft. To access the inside of the tanks, the Contractor shall utilize the gasketed fiberglass lid PVC risers. Refer to photos attached in this SOW for clear understanding of access to the tanks. It will be the Contractor’s responsibility to transport all equipment and materials needed to complete the work to the wastewater treatment plant where the two tanks are located.

C. Contractor shall comply with all OSHA safety requirements for entering a confined space, as applicable.

D. Contractor shall remove all the effluent, and the sludge and scum from the tanks that has settled at the bottom and floating on surface of the effluent respectively. A probe that was completed in March 2023 indicated an average of 2ft thick sludge and 1ft of scum inside the septic and recirculation tanks across their length respectively. The Contractor may connect a hose to the water faucet located on the side of the utility building within the wastewater treatment plant for using water to clean the tanks or address any related requirements, without incurring any costs.

Contractor is responsible for providing/ensuring required backflow prevention.

E. If the Contractor encounters unforeseen conditions that significantly affect the cost of completing the work, the Contractor shall immediately stop all work associated with the unforeseen condition and notify the CO of the issue. Contractor shall provide the CO with documentation of the issue, and a cost proposal for an equitable adjustment to the Contract price, if needed.

F. Contractor shall immediately notify the CO of any urgent repairs needed to the tank(s) or their appurtenances, along with documentation of the issue(s) that will allow the Forest Service to resolve the issue(s) as soon as possible.

G. As soon as possible, upon completion of the work on each tank, the Contractor shall notify the CO that the tank is clean of sludge and scum. A government representative shall probate the sludge, scum, and effluent levels at each tank for acceptance of the work.

H. At the completion of the project, the Contractor shall provide the Contracting Officer with a written report indicating the total volume of sewage pumped out of the septic and recirculation tanks respectively. The contractor is required to provide a ONE-liter composite sample of the sewage pumped out from each tank for every truckload leaving the site. Samples shall be collected at the beginning, mid and end of the sewage pumping for each truckload. This sample will be used by the government to conduct a lab analysis to determine the percentage of total solids, which is required for an annual biosolids report to the DEQ, the Contractor is responsible for providing this sample at no extra cost to the government. In addition, the contractor shall provide information where the damping of the sewage will take place as part of the report for the DEQ.

I.

V. Measurement and Payment A. Measurement will be of the completed and accepted units of work. The method of measurement is design quantity per gallons of sewage pumped out of the two tanks.

B. DESIGNED QUANTITIES (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:

a. As a result of changes in the work authorized by the CO.

b. As a result of the CO determining that errors exist in the original design that causes a pay item quantity to change by 15 percent or more.

c. As a result of the Contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
