Description of Requirement
Statement of Objectives
McKenzie River Ranger District Masticate Vegetation Management
1.0 Purpose
The purpose of this contract is to procure services to mow and/or masticate vegetation in two seed orchard sites on the McKenzie River Ranger District of the Willamette National Forest. The primary objective is to cut or masticate non- seed orchard tree vegetation within the enclosed orchard area to reduce fire risk and intensity, reduce the spread of undesirable vegetation, and to maintain access to orchard seed trees.
2.0 Scope
The Contractor shall provide all labor, supervision, equipment, transportation of equipment, and incidentals needed to perform the work within the allowable contract time. The Government is not liable for any damage incurred to the Contractor’s equipment during the performance of this contract.
Vegetation to be treated is primarily herbaceous, but also includes woody shrubs and small trees.
Understory vegetation in both orchards has not been treated in over 5 years. Woody shrubs occasionally exceed 5 feet in height.
Orchard crop trees are well established and typically range from 10 to 16 inches diameter at breast height. Crop trees are arranged in rows spaced 15 to 30 feet apart. Standing dead crop trees may be present. Crop trees with low-hanging limbs are common.
Terrain within the orchards may be uneven and includes slopes up to 20%. Material such as branches, treetops, wood chunks, rocks, irrigation piping, fencing, et cetera may be found within the treatment areas and can present a hazard to the Contractors mowing operation. Stumps may be present within the planted rows of some orchards. Potential equipment damage may be caused by unseen obstacles. The
Contractor is advised to be mindful when maneuvering within the orchards.
Lower Foley Seed Orchard will require approximately 60 acres of treatment. Upper Foley Seed Orchard will require approximately 35 acres of treatment. Contract acres were measured using remote delineation via GIS. Boundaries are discernable by features such as fence lines, roads, and stark changes in vegetation. Georeferenced maps will be provided by the Government after a contract award has been made.
3.0 Period and Place of Performance
Work may be suspended due to site conditions. Specifically, if the COR determines that wet conditions will result in unacceptable levels of ground disturbance, work will be suspended until conditions improve. The period of performance may be adjusted by the Contracting Officer if warranted by conditions outside of the control of the Contractor.
Attached maps show the specific locations of each treatment unit. All schedule items are located within the administrative boundary of the Willamette National Forest – McKenzie River Ranger District, Lane
County, Oregon. Project work sites are accessible by standard pickup on Forest Service roads. Work sites are gated and locked. Access will be provided with a key, and orchard gates are to remain closed and locked before, during, and after operations. Roads are expected to be open, however, Site visit highly recommend. A Contractor can visit the sites on their own or with a Technical Point of Contact.
Project Specific Information: For questions concerning unit information or maps please contact Patrick Dukelow at the McKenzie River Ranger District, phone number
541-822-7223 or email address patrick.dukelow@usda.gov.
4.0 Background
Seed orchards are an important component of the reforestation system on federal lands. Establishing seed orchards is a large investment. Understory vegetation management helps protect the resource from wildfire, reduce populations of damaging insects, and facilitate other activities within the orchards.
5.0 Performance Objectives
The following performance objectives must be met by the Contractor using methods and equipment described in the Proposed Project Plan, as provided by the Contractor in response to the Request for
Quotation.
1. Cut or masticate all vegetation to a maximum height of 6 inches above the ground surface except:
a. Seed orchard crop trees
b. Vegetation with stem diameters of 4 inches or greater
2. Cut or masticate vegetation to within 3 feet of obstacles (i.e. downed trees).
3. Cut or masticate vegetation to within 2 feet of fence lines and the boles of orchard crop trees.
4. Ensure piece size of residual material does not exceed 12 inches in length or 2 inches in diameter.
5. Ensure depth of residual material after treatment does not exceed 4 inches.
6. Cutting or masticating vegetation within 2 feet of the boles of orchard crop trees may require the Contractor to remove branches to avoid damaging orchard crop trees or equipment. The
Contractor may choose to prune live and dead branches from the boles of orchard crop trees to facilitate cutting or mastication. Branches shall be pruned using handheld tools only, such as pruning saws, shears, loppers, pole pruners, or chainsaws. The Contractor shall not use heavy equipment such as a masticator head or strip mulcher to prune branches. Branches shall not be pruned if they are higher than 10 feet above the ground or in the upper half of orchard crop trees, whichever is lower. Pruned branches shall be cut parallel to the bole within one quarter inch of the branch collar and severed completely from the tree. The boles, branch collars, and retained branches of orchard crop trees shall not be damaging during pruning.
Pruned branches shall be cut or masticated to the specifications of Performance Objectives 4 and 5.
