About this file
This document contains a justification for a sole source contract and a related special notice federal contract opportunity. The justification is for awarding a contract on a sole source basis to Interface Engineering in Portland, Oregon to provide architectural, engineering, and technical design services during the construction phase of renovating the boilers at Timberline Lodge on the Mount Hood National Forest. Interface Engineering developed the original design and construction drawings and specifications as the designer of record, making them the only firm that can sign or affix their seal to any related plans, drawings, documents, specifications or reports under Oregon regulations. The special notice provides additional details on the services required and invites any firms that believe they can meet the requirements to submit capabilities information by May 15th, 2021. The contract will be for a base and three option items mirroring the four phases of the related construction contract's period of performance from July 15th, 2021.

Text version
phase of the construction funds via the Great American Outdoors Act. This requirement is to procure Design Services During Construction from the original designer during the project’s construction.
The contractor is very familiar with the project as they developed the design and prepared the drawings and specifications. They are the designer of record, have the project records and basis of design documentation. Having engineering responsibility for the accepted design, it is unreasonable to pursue this support to a different firm that has no responsibility or authority around the original design.
Oregon Admistrative Rules, in relation to registered architects, stipulates that the orginal designer is the only one that can sign or affix their seal to any plans, drawings, documents, specifications or reports.
