Contract Opportunity: Intent to Sole Source Supporting the Development of Integrated Datasets for Fire Model Evaluation.

This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the Pacific Wildland Fire Sciences Lab intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to GEOSPATIAL MEASUREMENT SOLUTIONS, LLC.

Below are the technical requirements for the three tasks.

1. Consultation services provided through task 1 above will have the following technical requirements.

0. The ability to organize and participate in virtual meetings and phone calls with USFS, SERDP, and other government staff.

0. The ability to create presentations in appropriate media to enhance consultation services.

0. The ability to present to a diverse audience technical considerations for producing integrated datasets for 3D, time-dependent fire model evaluation.

1. Task 2 above will have the following technical requirements:

1. The ability to integrate data from the RxCADRE 2012 research burns into geospatial databases, such as the Environmental Systems Research Institute (ESRI) File Geodatabase.

1. The ability to publish geospatial datasets to the ESRI ArcGIS Online platform.

1. The ability to write clearly and concisely regarding the integration of data from RxCADRE.

1. The ability to program in modern computer languages to create tools for integration of 3D, time-dependent fire models.

1. Task 3 above will have the following technical requirements.

2. Ability to conduct either an onsite or virtual workshop as described in task 3 above.

Ability to train a diverse audience in industry standard techniques for managing and integrating data collected for the evaluation of 3D, time-dependent fire behavior models

Integrate available data from the Prescribed Fire Combustion and Atmospheric Dynamics Research Experiment (RxCADRE) 2012 research fires into a spatial database. Develop an ArcGIS Online website to describe and help document this integration, link to existing USDA Forest Service Research Archive datasets, and document issues and improvements for future efforts.

Workshop on Data Integration
Develop and conduct a workshop on a data framework to create integrated datasets supporting 3D, time-dependent, fire behavior model evaluation.

1. Solicit input from workshop participants on current challenges to creating an integrated dataset for fire model evaluation. This solicitation will take the form of surveys before, during, and after the workshop, and open discussions during the workshop.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Date posted to SAM.gov 3/13/24_. Date posting will close: _3/18/24___. The North American Industry Classification System (NAICS) code is 541690. The Size Standard is ___. The desired final delivery date described herein is anticipated to be December 30, 2025 for all the requested deliverables. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Quote (RFQ); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise shall submit technical capabilities electronically to William Ristoff to william.g.ristoff@usda.gov. Responses must be received no later than ___3/18/24_____, 09:00 am MDT. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified, indicate the appropriate NAICS code, and SAM UEI. This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
