This amendment makes the following changes:
Add “Attachment 006 – Project Maps”
This amendment provides responses to the following questions received from Contractors.
Question 1
Is there going to be an organized site visit or are we able to visit the road conditions on our own?
Government Response: No organized site visit is planned. Contractors can visit the road conditions on their own.
Question 2
Do the contractors’ employees working on the project have to all be Red Card Certified during execution of this project contract?
Government Response: No
Question 3
We are currently “Self-Certified Small Business Entity” via the Federal Standards. Will we need to get formally “Certified” via SBA to bid and perform this contract?
Government Response: No, however you do have to be a registered in SAM as a small business for the NAICS code 237310.
Question 4
Item 834 Culvert Inventory: Is there a culvert inventory available for the 85.75 miles included under Item 834? If not, can the Government provide an approximate total number of culverts included in the project?
Government Response: Approximate number of culverts included in the project are 886 along 85.7 miles of road or approximately an average of 10.3 culvers per mile.
Question 5
Item 832(1) Aggregate Furnished By: For Item 832(1), is the 70 cubic yards of aggregate Government-furnished or Contractor-furnished? If the material is Contractor-furnished, please provide the required aggregate specification and approved source requirements, if applicable. If Government-furnished, please provide the stockpile locations.
Government Response: There is no crushed aggregate spot rocking required in this contract. The 70 CY of load, haul, and place shown on the schedule of items is for slide removal and obstruction removal as per Attachment 005 - RRS - High Cascades and Sisk Mnt-SPECS Section 832
Question 6
Item 834 Culvert Cleaning Threshold (less than 20% blocked): Section 834.03 references culverts that are less than 20% blocked. Can the Government confirm that the cleaning requirements identified in Section 834.03(2) do not apply to culverts that are less than 20% obstructed?
Government Response: See Attachment 005 - RRS - High Cascades and Sisk Mnt- SPECS page 11 Section 834.06 Acceptable Quality Levels. Culverts with greater than 20% of the area blocked would be a major defect and would require rework. All other acceptable quality levels would also need to be met.
Question 7
Item 834 Culvert Cleaning Extent (more than 20% blocked): For culverts that are more than 20% blocked, does the specification require the Contractor to clean the entire length of the culvert or just the outside 3 feet?
Government Response: See Attachment 005 - RRS - High Cascades and Sisk Mnt- SPECS Section 834.03 – 2. Culverts – a minimal internal distance of 3 ft from the inlet and outlet ends is required. Cleaning the entire length of the culvert is not required.
Question 8
Item 811(3) Roadway Width: For Item 811(3), what roadway width (in feet) is required to be graded and compacted? Is the required width the traveled way only, or does it include shoulders?
Government Response: See Attachment 005 - RRS - High Cascades and Sisk Mnt- SPECS page 1 Section 811.01 Service Requirements A. Smooth and shape native and aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections.
Question 9
Is there a culvert inventory available for the 85.75 miles included under Item 834? If not, can the Government provide an approximate total number of culverts included in the project?

Question 15
Where do I find the “Response to Evaluation Criteria” that is supposed to be submitted with quote? Is that the three items above in #1?? I am pretty sure that is it, but wanted to triple check!!
Government Response: The contractor creates the “Response to Evaluation Criteria”. Yes, those are the items you asked above (question 14 of this amendment).
