About this file

This is Amendment 0001 (Questions and Answers) to Solicitation 1240BF26Q0020 for the Flat Fire Spring Tree Planting project issued by USDA-FS CSA Northwest 4 in Portland, Oregon. The amendment, effective February 18, 2026, publicizes government responses to five questions submitted by potential offerors.

The amendment clarifies that the prime contractor must directly hold all required certifications and licenses by the solicitation due date, including Employment of Eligible Workers Workforce Certification, Department of Labor issued Farm/Forest Labor License, Department of Labor issued driving certificates for each driver, and State of Oregon issued Farm/Forest Labor License. Additional clarifications address project-specific details: the units burned in 2023 and were young plantations with mostly light slash loading (some light to moderate areas); all species will be 1-0 container stock; Unit 1 requires a 24-inch scalp due to higher grass, forbs, and brush coverage; and spur roads 280/282 are accessible by pickup or ATV. The period of performance is February 28, 2026 through April 15, 2026. All other terms and conditions of the original solicitation remain unchanged.

Question 2: (multiple ground related questions):

I had a couple of questions regarding the Flat Fire Tree Planting project.

What year did these units burn? Was there salvage logging? Is the slash load considered high, moderate or light?

Government Response: Units burned in 2023. Units were young plantations at time of burning. Slash loading is mostly light, although some portions of units have a light to moderate slash loading.

Question 3:

What type of stock will you be planting? 1-1, container stock, other?

Government Response: all species are 1-0 container stock.

Question 4:

Unit 1 requires a 24" scalp. Is this because of a heavy grass cover or another reason?

Government Response: Unit one has a higher percentage of grass, forbes, and brush requiring a larger scalp.

Question 5: (multiple questions):

Are the spur roads going into units 3 and 4 drivable with a truck or an atv? Or are they closed?
