If a burn window is postponed or changed, the Contracting Officer's Representative will notify the contractor at least six hours in advance. Typical communications involve the COR contacting the contractor days before a burn window to notify of intent to burn, followed by a GO/NO GO determination the day before the scheduled burn window.

Question 1: Does our company have to provide all the support listed on the item, or can we place bids on items we can bid on? For instance, we have three engines available and five men person module but no BURN Boss.

Government Response:

Overhead as defined in the PWS is a qualified firing or holding boss. The government will provide all BURN Bosses. All support listed in the schedule of items is expected including optional items. Contractors must quote on all line items to be considered for award.

Question 2: I have questions regarding notification of burn days. Can you clarify how the logistics of a call order will work? Will Agency monitor burn windows and contact the contractor when/where they are to report or is the expectation that the contractor will monitor these conditions? If Agency is monitoring burn windows, how many hours in advance will Agency notify the contractor? Would Agency expect the contractor to be ready at a moment's notice - similar to wildfire response?

Government Response:

The Government will monitor burn windows and provide a reporting location and time within 16hrs of an order. There is no expectation for the contractor to monitor burn conditions prior to an order. The term "order" below refers to a request to burn. If a burn window is postponed, 6 hours¿ notice will be given.

Typical communications from past practice involves the COR contacting the vendor days before the burn window notifying the intent to burn, then the government notifying the vendor the day before that the particular order is a GO / NO GO.

Attachment 001 - Performance Work Statement states the following:

1.5 Period of Performance (PoP): The period of performance for each task order will be identified in that order's schedule. The period during which work will be performed may be dependent on burn windows, and the Government shall provide the expected burn windows for each order when issued.

Burn windows shall always be within the order's period of performance.

1.5.1 The COR for each order shall notify the contractor at least 6 hours before the start of a changed, cancelled, or postponed burn window. If the Government changes a burn window and provides a notice of the change to the contractor at least 6 hours in advance, then the Contractor shall provide services under the new burn window.
