Combined Synopsis/Solicitation – Questions and Answers CRD Rock Crushing

The questions in this document were submitted by offerors in response to solicitation 1240BF24Q0059, CRD Rock Crushing posted in SAM.Gov on Wednesday, August 28, 2024 at 11:30 AM (AKST). The answers were provided by the Forest Service Requiring Agency and reviewed by the Forest Service Contracting Office.

1. Question: Do you have any pictures of the pit? This is very important to know what the raw material looks like.

Answer: No, I do not have any pictures of the material in the pile to be crushed.

2. Question: Is the access road to the pit in good enough condition to support a semi-truck combination weighing a total of 160,000 pounds?

Answer: The road is a crushed surface single lane road that was designed for U80 loads and what the road can sustain is dependent on the moisture content of the road at the time of transport.

3. Question: Are there any bridges to be concerned about to the pit?

Answer: Yes, they will have to cross 12 Mile Creek and the bridge is load rated for U80.

4. Question: Is the rock at the Forest Service’s quarry already shot or does the contractor need to drill/blast in addition to production of crushed material?

Answer: The rock is already shot. There is no stripping, drilling or shooting of the pit.

5. Question: If shot rock is available for feed material, how much is estimated to be stockpiled?

Answer: The contractor has to produce 5,500 CY. There is no other material stockpiling to be done other than the crushed rock that is being developed.

6. Question: Are photos available of the rock source showing size of shot rock?

Answer: No, there are no photos.

7. Question: There is no clear indication that bonding is required for this project. Please confirm whether bonding is or is not required.

Answer: Bonding is not required as this requirement has been classified as a service.

8. Question: There is conflicting information regarding the material specifications. Section 18.0 of the PWS states that the crushed aggregate must meet Type Base, Grading C. However, it is also stated that the furnished crushed aggregate must have a maximum size of 1 inch. The task to furnish crushed aggregate with a maximum size of 1 inch conflicts with Base, Type C. Type C indicates that it has a maximum particle size of 1.5 inches. Per Table 703-2, Type C indicates maximum particle size can be greater than 1 inch.

Please clarify.

Answer: Please refer to Sections 18.0 and 19.0 of the PWS (REV3).

9. Question: Are there any limitations placed on subcontractors?

Answer: No.

10. Question: Are you able to provide the insurance requirements for this project?

Answer: The GOV does not provide insurance. That’s the responsibility of the contractor.
