(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.

(iv) This procurement is set aside for Total Small Business. The NAICS code is 712120 Historical Sites and the Small Business Size Standard is $8 Million.

B) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.

1. Technical Proposal– The technical proposal shall address the evaluation factors in 52.212-2. At a minimum technical proposal shall include:

a. Proposal Summary – no more than twenty pages. Address the following:

i. Key Personnel: Description of the team members your firm intends to assign to this project – address their skills, applicable NAI certifications and demonstrated experience. Note: see Provision 452.237-74 Key Personnel.

ii. Method of implementation – How your firm intends to implement the project, include a proposed Delivery Milestone Schedule.

b. Past Performance – provide a list of similar projects completed by your firm over the past three years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email).

c. Technical Capability – Provide a detailed description of the products offered. Include the following:

i. Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat .

Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR.

ii. Describe your approach to incorporating universal design principles to ensure ICT products or services are designed to support disabled users.

iii. Describe plans for features that do not fully conform to the Section 508 Standards.

iv. Describe "typical" user scenarios and tasks, including individuals with disabilities, to ensure fair and accurate accessibility testing of the ICT product or service being offered.

2) Price Proposal – Include the following: 1) completed price schedule from section v of this solicitation, 2) Acknowledge any amendments issued on beta.sam.gov for this solicitation by completing and signing the posted SF-30.

3) Representations and Certifications – Fill in the check boxes for provisions 52.204-24 and 52.212-3 and 452.237-74 found in paragraph (xiv) of this solicitation and submit with your offer.

(ix) 52.212-2 Evaluation – Commercial Items (OCT 2014) Provision)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical and Price. Technical Proposal is significantly more important than price.

The Government will evaluate the Technical Proposal utilizing the following factors in descending order of importance (decreasing in importance).

Factor 1: Technical Proposal Submission Requirements:

• Expertise in interpretive planning, exhibit design and fabrication

• Completeness and attention to detail of proposal documents

• Method of implementation and proposed Delivery Milestone Schedule

• Proposed Key Personnel

Evaluation Criteria/Methodology:

• Adjectival Rating and Technical Confidence Ratings

• The adjectival rating and the technical confidence rating are of equal importance.

Factor 2: Past Performance Submission Requirements:

• Experience with past projects that are similar in scope and scale Evaluation Criteria/Methodology:

• Past Performance Confidence and Performance Confidence Assessment

• The past performance confidence rating and performance confidence assessment are of equal importance but less important than the evaluation criteria identified in Factor 1: Technical Skills and Abilities.

• Ratings will also be based on relevancy and recency.

Factor 3: Price Submission Requirements:

• Price: fair and reasonable for the work described in accordance with FAR 13.106-1 procedures.

Section 3: Definitions Adjectival Ratings

Adjectival Rating

Definition

Exceptional Quote contains no deficiencies and fully addresses all aspects of the criteria and demonstrates an excellent approach/solution and understanding of the requirements. Many strengths exist, far outweighing any weaknesses. The highest quality of contract performance is anticipated with very low risk.

Very Good Quote contains no deficiencies; fully addresses all aspects of the criteria and demonstrates a very effective approach/solution and understanding of the requirements. Some weaknesses may exist; however, the weaknesses, if any, are outweighed by strengths. A high quality of contract performance is anticipated with low risk.

Satisfactory Quote contains no deficiencies; addresses all aspects of the criteria and demonstrates an adequate approach/solution and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. A quality contract performance is anticipated with an acceptable amount of risk.

Marginal Quote may contain deficiencies; fails to address all of the criteria and does not demonstrate an adequate approach/solution or understanding of the requirements. One or more weaknesses exist which are not offset by strengths.

Contract performance is anticipated with high risk.

Unsatisfactory Quote contains many deficiencies and does not address all aspects of the criteria and/or does not present evidence demonstrating an adequate approach/solution and understanding of the requirements. Many weaknesses and/or omissions exist creating an unacceptable risk.

Quote Metrics

When identifying the merits of a quote/proposal the following three terms shall be utilized along with the definitions.

Narrative Element

Definition

Strength A significant, outstanding, or exceptionally positive aspect of a Quote.

Weakness Any aspect of a Quote increasing the potential for problems and issues with regard to contract performance. The Quote provides a minimally acceptable response to the Government’s requirements. The response leaves the evaluator with uncertainty as to the understanding of the work, capability to successfully perform the work, or capability to effectively manage the work effort.

Deficiency A material failure of a Quote to meet a Government requirement or a combination of significant weaknesses in a Quote increasing the risk of unsuccessful contract performance to an unacceptable level.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. 452.237-74 Key Personnel (FEB 1988)

(a) The Contractor shall assign to this contract the following key personnel: ________

(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.

(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced.
