Do you need to have a Farm Labor certificate, even if your employees are Alaska residents? Yes, a farm labor certificate is required if the employees are not able to return to their homes at the end of each work-day. Residency in a particular state or country does not matter; workers are considered migrant/seasonal if they have to live in housing other than their normal residences.

Are there land access permits applicable to this work? No, there are no land access permits required for the completion of this work. Although, there are some access points that are owned by the Native Village of Tatitlek or other private party that would need to be contacted before using.

Do inspections need to occur before November 1? Yes, all inspections need to occur before November 1st as indicated in Attachment#4 Knowles Head PWS.

F.1 Winter Shutdown: It is assumed that adverse weather and/or ground conditions may prevent access to or satisfactory performance on the project during the winter period and which is defined as the period from November 1 through March 31. Therefore, no count of contract time will be made during this period. Work may continue at the Contractor’s option, however, the Government shall not be obligated to make progress payments or inspections during this period. – page 20 of solicitation

What are the requirements for the work schedule and inspection deliverable? Your plan must show that you have a process in place to self inspection.

Is a site-visit required to submit a proposal? No a site-visit is not needed.

Clarification of site: The beaches tend to be rocky and makes camping difficult. All units on this solicitation are less than one (1) mile from the beach. The available roads inside each unit are good for walking, however they are not feasible for motorized access due to water crossing not being available. Unit boundaries are listed by natural landmarks, there are no markings or flagging. The COR can provide flagging if necessary. All units tend to have conditions typical to SE Alaska (topography, island access, wildlife, etc.)
