When evaluating Experience and Capability, the government will assess the contractor’s capability to perform the required work within the required period of performance. The government may use information contained in the quote/proposal or information known to or obtained by government representatives even if it is not included in the quote. Where there is little or no information available regarding the quoter’s past performance history because the quoter is new to the marketplace, the past performance evaluation may take into account information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the work.
When no information is available, the quoter will not be evaluated favorably or unfavorably on past performance.
5. Price:
When evaluating this factor, the Government will evaluate price for reasonableness in accordance with FAR 13.106-3(a). The Government reserves the right to reject any quote that includes any assumption that adversely impacts the Government’s requirements.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
