(viii) 52.212-1 Instructions to Offerors – Commercial Items (JUN 2020) (Provision) Addenda to provision 52.212-1:

Quote Submission Instructions

1) General Instructions – Quotes responding to this solicitation will be evaluated IAW FAR Part 13. To assist with an efficient and minimally burdensome evaluation, any quotes submitted in response to this solicitation shall address the evaluation factors described in this provision. The Forest Service may reject your quote for failure to address each factor in accordance with these instructions.

2) Email Quotes

a) Definition. “Email Quote,” as used in this provision, means a quote, revision, or modification of a quote, or withdrawal of a quote that is transmitted to and received by the Government via email.

b) Quoters may submit email quotes as responses to this solicitation. Email quotes are subject to the same rules and regulations as hardcopy quotes (i.e., paper).

c) The email address to send quotes to is: jonathan.gellings@usda.gov

d) The Government reserves the right to make award solely on the emailed quote. However, if requested to do so by the CO, the apparently successful quoter shall promptly submit the complete original signed quote.

3) Quoters may, at their discretion, submit alternate quotes or quotes which deviate from the requirement, provided that the quoter also submits a quote for performance of the work as specified in the Statement of Work. Any alternate quote may be considered if overall performance would be improved or not compromised, and if it is in the best interest of the Government. Alternate quotes, or deviations from any requirement of this RFQ, must be clearly identified.

4) The Government will evaluate quotes IAW the evaluation factors set forth in Section M of this RFQ.

5) Quoters shall submit their quote(s) in the following format and quantities specified here:

mailto:jonathan.gellings@usda.gov

a) TECHNICAL: This factor will help the Government assess how you would perform the work.

Each component is limited to 3 one-sided pages, with the exception of the “travel plan or protocol for maintaining critical infastructure” described in b (this has no page limit).

Technical and Management Approach

a. Describe how you plan to accomplish the work within the Period of

Performance, and how you will be able to perform work at Steep Creek upon short notice to capture high and low flow events.

b. Describe your efforts to adaptively comply with current and future State of Alaska COVID-19 Health Mandates along with any other Federal, State or Local requirements. In other words, how do you intend to comply with existing requirements and maintain flexibility to comply with changes as they occur. Information to support evaluation of this factor may include a copy of your company’s safety plan (including response to COVID-19) and, if travel is anticipated, a copy of your travel plan or protocol (indicate whether the plan is a draft or whether the plan has already been submitted) for maintaining critical infrastructure as required by State Health Mandates. State of Alaska COVID-19 Information can be found here: https:/covid19.alaska.gov

b) PAST PERFORMANCE/RELEVANT EXPERIENCE: All responses to this evaluation factor must be limited to the forms referenced below and included as attachments to your quote. The Government may obtain and evaluate Past Performance and Experience information from sources other than those identified in the quote.

Past Performance/Relevant Experience – Limited to one Relevant Experience form per project.

a. Provide information for at least three (3) but no more than five (5) relevant projects using the attached Relevant Experience form. All projects must have been performed within the past five (5) years for entities such as, but not limited to: local towns/villages/cities/municipalities and Boroughs, the State of Alaska, Regional Corporations, National Park Service, Bureau of Land Management, Forest Service, etc. All projects must be similar in nature to the geographic area where performance will occur: use of methodologies developed by the U.S. Geological Survey in wildland areas AND must demonstrate similar complexity such as, but not limited to: studying hydrology of recently de-glaciated terrain, or less stable fluvial river systems in Alaska, etc.

i. For at LEAST two (2) of the submitted projects, the quoter must have been serving as the prime contractor.

ii. At LEAST two (2) of the projects must have been for stream flow data collection and analysis work.

b. Submit the completed questionnaire form attached to this RFQ directly to the Contracting Officer with your quote.

c. Provide information on the qualifications of the person performing the work, including but not limited to, degrees obtained, certifications received, works published, etc.

c) PRICE: Please submit a filled-in Schedule of Supplies/Services on Page 3 above.

Technical is the most important, and when combined with Past Performance/Relevant Experience, these are significantly more important, when compared to Price.

This information will be used by the Government for evaluation purposes in order to make a contract award decision

Representations and Certifications – Fill in the check boxes for provisions 52.204-24, 52.209-7, 52.212-3, and Employment of Eligible Workers-Workforce Certification found in this solicitation. Copy and paste the completed provisions onto your company letterhead and include your DUNS number.

Submit offers by email to jonathan.gellings@usda.gov so that they are delivered into this inbox by the due date and time. Be aware that large attachments may increase the time required to deliver an email. It is the offerors responsibility to confirm receipt of the offer from Jon Gellings.

Address questions about this solicitation to Jon Gellings at jonathan.gellings@usda.gov.

(ix) EVALUATION: Quotes received will be evaluated using Simplified Acquisition Procedures in accordance with FAR 13.106-2 as described below:

1) Technical and Management Approach: When evaluating this factor, the Government will assess the quoter’s ability to perform within the required delivery schedule. Quotes will be evaluated as follows:

a. The Government will assess whether the proposed equipment is adequate for the proposed work and whether the quoter’s field maintenance capability is adequate. Quotes that propose housing the employee in Juneau is preferred over continued travel to Juneau due to inclement weather associated with high flow events. Quotes that do not fully address how you plan to collect data from these events will be evaluated less favorably.

b. The Government will assess the degree to which company plans meet the requirements of State of Alaska Health Mandates as well as other Federal, State and Local requirements in both an adaptive and practicable manner.

2) Past Performance/Relevant Experience: When evaluating this factor, the Government will assess the following:

Past Performance: Past Performance is a measure of the degree to which the quoter (including major subcontracts) has satisfied previous customers and complied with Federal, state, and local laws and regulations. The Government will evaluate past performance based on an assessment of the quality of past work and your reputation with your customers and others.

The Government will contact some of the offeror’s customers to ask whether or not they believe:

(1) That you were capable, efficient, and effective;

(2) That your performance conformed to the terms and conditions of your contract to include adherence to schedule;

(3) That you were reasonable and cooperative during performance; and

(4) That you were committed to customer satisfaction.

The Government may obtain and evaluate Past Performance information obtained from sources other than those identified in the quote. The Forest Service will utilize existing databases of Contractor performance information and solicit additional information from the references provided by the Quoter and from other sources if, and when, the Contracting Officer finds the existing databases to be insufficient for evaluating a Quoter’s Past Performance.

A Quoter’s Past Performance will not be evaluated favorably or unfavorably when:

• The Quoter lacks relevant performance history, or

• Information on performance is not available.

Relevant Experience: The Government will assess your relevant experience and qualifications on the basis of its breadth and its depth. Experience will be considered relevant based on specific experience on projects similar in nature to the geographic area where performance will occur and demonstrate complexity in: studying hydrology of recently de-glaciated terrain, or less stable fluvial river systems in Alaska, field equipment troubleshooting and repairs, etc.

Qualifications will be considered based upon level of professional credential achievement in this relevant industry, such as degrees, certifications, publications, etc.

3) Price. Price will be evaluated for reasonableness in accordance with FAR 13.016-3.

To assist with an efficient and minimally burdensome evaluation, please address these Evaluation Criteria in accordance with the instructions in FAR 52.212-1 above. The Forest Service may reject your quote for failure to address each Evaluation Criteria in accordance with those instructions.
