About this file

This is an Amendment of Solicitation to USDA Forest Service Solicitation No. 1240BE26Q0038 for cultural heritage surveys at the Deschutes National Forest, Bend-Fort Rock Ranger District. Amendment 001, effective March 18, 2026, extends the quote due date to March 24, 2026 at 12:00 PM PT and adds 27 questions and answers as attachments to the solicitation. The solicitation is a 100% small business set-aside. Key project requirements include conducting archaeological surveys in Survey Areas 01 and 02 within the Darlene survey area, with deliverables consisting of completed site and isolate forms, associated GIS data, digital photographs, photo logs, and field notes. No draft or final report is required. Payment will be made by fully completed acre rather than partial acres, with exact payment schedule details to be agreed upon with the awardee. The contract does not utilize GSA rate schedules and survey slopes are generally less than 35% with no acceptable cutoff for slope exclusions for safety purposes.

Additional clarifications in the Q&A address contractor responsibilities, including provisions that only federal land resources will be recorded (no survey of non-Forest Service lands), recommended PPE includes hard hats and appropriate footwear for post-fire environments, field crews may camp in dispersed camping areas with a possible Forest-issued permit, ATVs/OHVs are allowed on existing Forest Service OHV systems at contractor's liability, and previously recorded resources found during pedestrian survey require location GIS data recording but no site updates. Optional line items will be exercised based on quotes received with no minimum acreage threshold, and work may be accomplished concurrently or sequentially based on contractor business operations. Shapefiles and previously recorded site locations will be provided at post-award conference.

1. Is this small business set aside? Yes, this is 100% SB set aside – see amendment 1.

2. What would the payment schedule be for this contract? Exact details will be agreed upon with the awardee but will be by the fully completed acre not partial acres.

3. Is there a report deliverable? Deliverables include completed site and isolate forms along with associated GIS data for the resources and survey completed.

Digital copies of all photographs, photo logs, and field notes must also be submitted.

4. Is the project intended to utilize GSA rate schedules? No

5. Is there an acceptable cut off for slope exclusions for safety purposes? Slope is generally less than 35% in all survey units. There is not an acceptable cut off.

6. Does the Forest Service have an estimated site density (high, medium, low) for each

Survey Area that could help inform level-of-effort assumptions? Post-fire surveys within the general project area have yielded a high density of historic resources, however, the areas included in this contract are generally outside of areas with the highest known densities. Resource density within the survey areas themselves is unknown.

7. How many previously recorded sites are in Survey Area 01? Only one previously recorded resource is within Survey Area 01, however, several sites have been recorded along the edges and it is possible that these sites extend into the survey area.

8. How many previously recorded sites are in Survey Area 02? Only one previously recorded resource is within Survey Area 02, however, several sites have been recorded along the edges and it is possible that these sites extend into the survey area.

9. Will the locations and boundaries of previously recorded sites be provided to the contractor so as to be able to avoid re-visiting them? Yes, data will be provided at post award conference to the awardee.

10. If new sites are located and extend beyond federal land, is the contractor required to survey the portions outside of federal land? No, only resources or portions of resources on federal land will be recorded. If so, will the Forest Service be responsible for securing access to the non-federal land portion? No survey of non- Forest Service lands will occur under this contract.

11. Is any special training or protective equipment required for field crew working in fire scar areas? Recommended PPE includes hard hats and appropriate footwear. It is advised that field crews be aware of potential hazards in post-fire environments. This is the responsibility of awardee.

12. Please confirm the only required deliverables are those listed in the Deliverables section of the SOW, page 3, and that no draft or final report is required.

Deliverables include completed site and isolate forms along with associated GIS data for the resources and survey completed. Digital copies of all photographs, photo logs, and field notes must also be submitted.

13. Will the contractor be responsible for submitting draft and final deliverables to Oregon SHPO? No.

14. Does the Forest Service anticipate a minimum acreage threshold when exercising the optional line item, or could the option be exercised for very small acreages (e.g., <20 acres)? Award of optional items will be dependent on the quotes recieved.

There is not a minimum acreage threshold per item but optional items are in order of priority to the government.

15. If optional acreage is exercised, is the Government’s intent that work occurs concurrently with the base survey effort while the crew is already mobilized?

Optional items deliverables will be due as described on the schedule of items, work can be accomplished concurrently or in sequence based on contractor’s business operations.

16. Are deliverables required separately for Survey Area 01 and Survey Area 02 or is it one comprehensive set of deliverables? All deliverables are due together on the stated completion dates provided.

17. Please confirm proposals are due by March 18, 2026. Solicitation states questions due by March 17, 2026, which does not seem like enough time to incorporate answers into a response due the following day. Would the Government consider extending the proposal due date to March 25, 2026? Quote due date is being extended to 12:00 PM 3/24/2026.

18. Could the government provide shapefiles of the Base and Option survey areas? This information will be provided at the post award conference.

19. If the Optional Item is awarded, would the government accept one combined report for both the Base and Optional survey areas? No report is required.

20. Please confirm there are no previously recorded archaeological sites/isolates in the APE in the Base or Optional survey areas that will require site updates. Previously recorded resources exist within the survey blocks. It is expected that location GIS data be recorded at each of these resources as they are found in the course of pedestrian survey. However, no site updates are required.

21. Does the USFS have any bunkhouses/government lodging available for field crews nearby the APE? No

22. Will the government allow field crews to camp in the APE? Yes, in dispersed camping areas. A Forest issued camping permit maybe required.

23. Are ATV's allowed or recommended within the APE? ATV/OHVs are allowed on the existing Forest Service OHV system. It is the contractor’s responsibility and liability to provide all required licensing, training and safety equipment.

24. If the Shevlin-Hixon Logging Camp site, which is sizeable and adjacent to the APE, is found to extend into the APE, should that site form be updated? Or would we document the extension in the project documentation and note the relationship to the previously recorded site rather than preparing a full updated site form? Same question for newly identified refuse scatters or other features that appear to be associated with previously recorded sites. If previously recorded resources extend into the survey areas, expected deliverables include spatial data reflecting any additional concentrations/artifacts and field descriptions of the concentrations/artifacts using the tables and prompts from the provided site form (Attachment 1) but no full site form update is expected.

25. Does DNF consider discontiguous segments of a linear site to be individual sites or one site? Or would be case by case depending on whether there is clear association? Case-by-Case but generally one site if association is obvious (such as a railroad logging grade system).

26. The RFQ states that no previously recorded resource will be revisited for the purpose of site updates under this contract (SOW Page:2, 3rd bullet under Field Methods) but also requires the contractor to submit GIS data for relocated previously recorded sites (SOW Page:2, final bullet under Field Methods). Can the government confirm that the contractor is NOT required to revisit previously recorded sites and therefore will not need to submit GIS data for these sites? Previously recorded resources exist within the survey blocks. It is expected that location GIS data be recorded at each of these resources as they are found in the course of pedestrian survey. However, no site updates are required.

27. Can the government confirm the reporting requirements for the Darlene (and Tepee) Surveys? No draft/final pedestrian survey report(s) are listed in the Deliverables section of the RFQ, only site/isolate resource forms, GIS data and photos/field notes. No report is required. Status check-ins via email, site forms, isolated find forms, and shapefiles or geodatabase for sites (including any data on sketch maps for concentrations features, etc.), isolated finds, and survey area along with digital copies of all photographs, photo logs, and field notes are required as described in the SOW/RFQ.
