1. Re: RFQ (v), p. 1. Schedule of Items/Price Schedule. Does CLIN 0002 Deliverable System Map Product cover the System Map and other deliverables, including the Causal Loop diagram and Recommendations Report?
Yes, Task Item 5.0 “Development of three products:
o System Map that gives an overview of the key characteristics in each department o Causal Loop diagram as a visual representation of how all these groups work together.
o Report which summarizes any findings from USFS discussion which identify organizational issues and/or solutions and provides recommendations.”
2. Will the contractor initiate communications with interviewees directly to schedule and distribute preparatory communications for the virtual meetings (including describing the purpose of the project, objectives of meetings, and expectations of participants), or will the contractor instead work through a USFS liaison in a leadership role?
Yes, a Forest Service liaison will work with the contractor to help coordinate that (Michelle Paduani). See SOO, Item 5.0 “Virtual meetings will be coordinated and hosted by the contractor”
3. What artifacts does USFS expect from meetings - for example, meeting recordings, interview scripts, meeting notes, and meeting agenda?
The contractor will capture meeting notes help with the agenda and use any other forms to make sure that the result of the discussions can be synthesized and results determined, we don't need recordings or interview scripts unless they need them to help with deliverables capture of “the result of these discussions for synthesis into” deliverables.
4. Re: Statement of Objectives, p. 4: "Ultimate execution of the NEPA rests with localized units at Regional, Forest, or District levels of the USFS, where project-level application is coordinated. Typically, project-level response and application of NEPA is generally centralized with regional staff, often Regional Environmental Coordinators or Regional Planners." Will representatives of localized units at these various levels also participate in meetings?
Yes, Forest Service will help determine the 15 in attendance at each meeting The SOO, Task Item
5.0 only says “No more than 15 FS employees will be in attendance.” The USFS therefore has responsibility to communicate which employees/units the contractor should engage.
5. Will there be flexibility in the number and timing of meetings to allow for contingencies, such as lack of availability of participants or follow-up meetings to confirm findings?
There is not flexibility in number of meetings, but there is flexibility in timing of meeting. The SOO, Task Item 6.0 only conscripts five meetings for deliverables: “Hosting, organization, and facilitation of 5 virtual meetings beginning in November 2023 and ending in February 2024.” It is my recollection that we were not wanting to hold these meetings exactly to a prescribed frequency, but rather to a total quantity that allows flexibility around holidays, etc.
6. Does USFS have a plan for which units will participate in each meeting? For example, would one meeting be devoted to the Planning Service Organization, one meeting to the Adaptive Management and Monitoring Group, and so forth? We note there are more than five groups mentioned in the PWS: Planning Service Organization, Adaptive Management and Monitoring
Group, NEPA and Litigation Services team, NEPA Services Group (NSG), Policy Team, and Enterprise Team, in addition to localized units at various levels and USFS Area Directors and Team Leads.
Yes, there will be a meeting for each group to gather the information needed. SOO Task Item 5.0: “Contractor will attend one pre-planning meeting to discuss objectives and provide information required to build the agenda to take place virtually. The pre-planning meeting will be coordinated and hosted by USFS staff. “
7. When did you last issue a contract for these types of services? Who was the contractor?
9/30/2022, PANUM TELECOM LLC, 1240BE22F0131
8. On the Schedule of Items, is Item 0002 “Deliverable System Map Product” intended to also include the cost of the Causal Loop Diagram and Recommendations Report deliverables?
Yes
9. SOO states only five meetings following the pre-planning meeting. If meetings are to be held bi-weekly and run from the first week of November through February, there would be 7-9 meetings, allowing time for end-of-year leave. Please confirm if the government will be available for at least 7 meetings, or if the frequency will be closer to monthly.
The SOO provides for a deliverable total of 5 meetings and allows flexibility for holidays, etc.
10. Please confirm the following accurately represents the full list of EMC units representing the Area Directors and Team Leaders we will interview, or if there are additional units outside of EMC such as Enterprise or Regional staff that we are expected to interview: Planning Service Organization (PSO), NEPA Services Group (NSG), NEPA & Litigation Services Team, Adaptive Management & Monitoring Group, Policy Team.
The liaison will help coordinate with the groups and when possible combined groups into one meeting. This is also flexible Also, for clarification, the deliverable meetings may engage more than one unit at a time, functioning as discussions rather than departmental “interviews.” See SOO Task Item 5.0 “. The contractor is responsible for facilitating robust reflection and discussion amongst USFS Area Directors and Team leaders to review existing teams, structures, and systems which apply the NEPA.”
