GENERAL:
This is a pre-solicitation notice for Forest Service road inventory and survey services.
The procurement will be a set aside for small business. The NAICS code is 541330 Engineering Service, and the Small Business Size Standard is $22.5 Million.
The solicitation will be issued as a Request for Quotation.

TIMELINE:
Solicitation 1240BE23Q0059 is expected to be posted on SAM 15 June 2023 with quotations due 30 days after posting. Contract award is scheduled for 1 August 2023.
The period of performance will be 15 September 2023 to 31 December 2024.
SUMMARY:
The Forest Service intends to solicit quotations for inventorying and reporting current surface condition of roads, parking areas, and boat ramps in multiple Forests. The contractor will inventory, and field assess the condition of approximately 1,400 miles of paved assets on multiple National Forests located in California, Kentucky, Oregon, Pennsylvania, Tennessee, and Wisconsin.
PERFORMANCE TASKS:
1) PAVER and Graphic Information System (GIS) Overlay Work, Inventory, and Field Observation Edits.
The Contractor shall edit provided road centerlines to create a GIS polygon layer representing the paved roads.
2) Proof-of-Concept Review. The Contractor shall demonstrate acceptable data collection methods for Maintenance and Rehabilitation (M&R) recommendations. Proof of concept review shall include at least 10 miles of previously surveyed Forest Service roads that include condition types that are anticipated to be encountered in the target National Forests.
3) Business Practice Protocols. The Contractor shall submit for approval, Business Practice Protocols for Data Collection and Management, Work Plan, and QA/QC Plan.
4) Paved Road Condition Survey. The Contractor, using manual or automated methods shall assess current surface condition of roads, parking areas, and boat ramps using ASTM D 6433 standards to verify field surface type and inventory, and to upload the data into PAVER 7.

5) PAVER Database Deliverable, Maintenance and Rehabilitation Report. The Contractor shall provide an all-inclusive data collection and maintenance and rehabilitation report via PAVER 7.
