About this file
This is Amendment 03 to a Request for Quotation (RFQ) for rock crushing and Indian Springs Pit Development, issued by the USDA Forest Service Field Procurement Operations (FPO), CSA #2. The amendment was issued on August 3, 2026, with an effective date of August 3, 2026, and amends the original solicitation RFQ No. 1240BD26Q0074 dated July 16, 2026. The amendment's sole purpose is to provide Questions & Answers Round #2, which includes additional information and photographs to supplement Questions & Answers Round #1. All other terms and conditions of the original solicitation remain unchanged, and no extension to the solicitation deadline is indicated.
The Questions & Answers Round #2 addresses ten vendor inquiries regarding site conditions and project requirements. Key clarifications include: the pit is horseshoe-shaped with gradual but potentially vertical faces, averages 20 feet in depth, contains basalt rock of unknown average size, appears loose but may have hard surfaces, and requires no drilling and blasting history is available. Road access is 12 to 14 feet wide on average with some tight corners and switchbacks; vendors must verify equipment ingress/egress capability. No water source is available on-site, but crew camping is permitted with required Camping Permit approval from the local District Ranger. For measurement and payment, vendors must refer to the contract's Measurement & Payment sections. The amendment includes photographs showing the general pit view and surface rock size. The Contracting Officer is Brian A. Johnson, USDA Forest Service, contactable at (509) 423-2223 or Brian.Johnson3@usda.gov.

Questions & Answers Round #2
CO Call-Out: According to provision 52.237-1 Site Visit (Page 99 of RFQ), “Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.”
Vendor Question #1: The pit appears to be reclaimed, so does it have smooth sides and no vertical face?
Forest Service Answer #1: The pit is horseshoe shaped. The faces are gradual, but it is expected that vertical face(s) may be uncovered? The faces vary in slope with some areas more vertical than others (refer to “CO Call- Out” above).
Vendor Question #2: How tall from the bottom of the pit floor to the top of the bank?
Forest Service Answer #2: This varies depending on where you stand (refer to “CO Call-Out” above). An average of 20’.
Vendor Question #3: It appears to be basalt rock? What would you say the average size of the rock is?
Forest Service Answer #3: Unknown (refer to “CO Call-Out” above). See attached photo.
Vendor Question #4: Does the pit require drilling and blasting? Was it drilled and blasted previously? Curious if it is a hard solid mass or if it is loose and can be dug.
Forest Service Answer #4: Appears loose, but hard surfaces may be uncovered. There is no drilling/crushing history available. It is anticipated that hard rock faces may be uncovered.
Vendor Question #5: How wide is the road going to the pit? Would it accommodate a 56-foot trailer plus truck?
Are there any tight corners or switchbacks?
Forest Service Answer #5: Road(s) are 12' to 14' on average; there are some corners/switchbacks that may be tight depending on the equipment. Offerors are urged and expected to travel project roads to ensure proposed equipment ingress/egress is possible.
Vendor Question #6: Is there a water source?
Forest Service Answer #6: No.
Vendor Question #7: Can a crew camp on site?
Forest Service Answer #7: Yes. The contract awardee is required to submit a Camping Permit to the Contracting Officer’s Representative (COR) for local District Ranger approval.
Vendor Question #8: Do you know when the last time rock was crushed there?
Forest Service Answer #8: No history is available.
Vendor Question #9: Has there been any test holes dug or drilled? Are there pictures or data?
Forest Service Answer #9: No test holes/drill samples. Refer to pictures/data included in the solicitation as well as attached photos to this amendment.
Vendor Question #10: What is an acceptable form of measurement? Belt scale? Other?
Forest Service Answer #10: Refer to the Measurement & Payment section(s) of the contract.
