Project Labeling For Official Correspondence

All correspondence, e.g. e-mails, letters, etc., transmitted between the USDA FS staff and contractors, shall be clearly marked with the Contract/BPA Call No. and Project Title. This practice ensures official contract documents are accurately identified for document filing purposes.

452.211-74 Period of Performance (FEB 1988)

The period of performance of this contract is from Contract Award through June 30th 2024.

Project GMS Hazard Tree

General Information

1.0 Scope of Work

There is a need to have a large tree felled on Forest Road 5401. This hazard tree in striking distance of private cabins that are located on leased National Forest System lands (part of the Government Mineral Springs Recreation Residence).

The tree is cracked and leaning toward a cabin. It has the potential to threaten life and property.

The tree is at the start of the driveway for Cabin 47 of the Government Mineral Springs Tract located on Forest Road 5401, just south of the Trapper Creek Wilderness. The legal land description is: NW ¼ Sec. 31, T. 5N., R.7E., Willamette Meridian, Skamania County, Washington.

The nature of the work requires the contractor personnel to be well qualified in the profession of felling trees. All contractor personnel will be required to have and maintain all licenses, qualifications and certifications required by industry, state and federal agencies.

Work to be performed includes the directional felling of the tree and removal of any down material that would block Forest Road 5401 and any cabin driveways. Felled material may be placed across Forest Road 5401 from the cabins or in between driveways and can be in rounds or longer pieces, as long as it is not blocking vehicular ingress or egress from the cabins.

2.0 Background

In January 2021 a windstorm caused multiple trees to topple in the Government Mineral Springs recreation residence tract. This same event caused a large Douglas-fir to crack and fall into a neighboring tree.

The compromised tree is near structures and leaning toward a privately-owned recreation residence. The tree is a large Douglas-fir (approximately 62” dbh) that has cracked and split vertically on the main stem. The tree has decay at the base extending up the main stem from Phaeolus schweinitzii, a common decay fungus in older Douglas-fir.

The agency contacted approximately 15 potential contractors over the course of summer 2021. A few showed interest in felling the tree and visited the site. Most of those who visited the site stated they were not interested in the job or did not respond to multiple requests for a quote.

In October of 2021, the Forest Service sent a request for bids to nine vendors listed in the Pacific Northwest Region's blanket purchase agreement. In November 2021 the Forest Service signed a requisition to have the only interested company fall the tree. Crews from the company spent three days on site assessing the hazard tree and developing a plan for felling it. On the third day, after having a climber ascend 160 feet up the hazard tree, the company determined that, because it was firmly wedged into another tree, the risk of bodily injury was too great, and the company withdrew from the contract.

Contractor Requirements

3.0 Technical Requirements / Tasks

The scope of work includes felling the tree to avoid damage to adjacent structures. Felled material may be placed across Forest Road 5401 or in between driveways and can be in rounds or longer pieces, as long as it is not blocking vehicular ingress or egress from the cabins.
