COLVILLE NATIONAL FOREST – NO NAME-BEAD LAKE TRAIL LAYOUT

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

These specifications include the furnishing of all necessary management, labor, materials, equipment, supervision and other items necessary to satisfactorily perform trail design/layout and centerline staking for up to 7.5 miles of new, non-motorized trail on the Newport-Sullivan Lake Ranger District, Colville National Forest, in Washington.

The USDA Forest Service Colville National Forest is requesting contracted services to complete trail layout and grade staking of the No Name-Bead Lake connector Trail authorized in the Sxwuytn - Kaniksu Connections (Trail) Project. An option item would include the staking of the Bead Lake Spur to Ridge extension, which would create a secondary loop across the middle of the project area.

Initial ground survey has identified that to meet Forest Service trail management objectives, the total length of the No Name-Bead Lake trail is expected to be approximately 5.5 miles, but will also require scoping of several alternate potential alignments. If the option item for the Bead Lake Spur to Ridge Extension is authorized, that secondary trail is expected to be approximately 2 miles, and may require scoping alternative potential alignments. The purpose is to complete the trail layout to meet established Trail Management Objectives (TMOs) (e.g., target of 10 percent grade, etc.), and to ensure that the trail intersects any identified control points (e.g., scenic vistas) identified by the Forest Service during field reconnaissance.

The goal of this project is to identify and flag the centerline of a future trail that meets Forest Service TMOs, and that will provide connectivity between the Colville National Forest’s existing trail network and No Name Lake Campground (see attached map of preliminary proposed alignments), while provide a quality non-motorized user experience. There are existing Forest Service trails on the east side of Bead Lake, and this project would establish the centerline of a trail for future connectivity around the entire lake. The primary outdoor recreational opportunity for this trail would be non-motorized trail use, including hiking, mountain biking, and horseback riding.

Location and Access The project area is located around Bead Lake, approximately 10 miles north of Newport, Washington. Access is provided off of Bead Lake Road, a county-maintained road in eastern Pend Oreille County. The trailheads associated with this project are accessed via LeClerc Road and Bead Lake Road, maintained by Pend Oreille County. The nearest access is via No Name Lake Campground, located on FS 3200158, and the Bead Lake Trailhead, located on FS 3215100. There is also driving access to the north terminus of the new trail, at the intersection of the existing Bead Lake Trail and FS 3215000.

The topography and land tenure create a challenging context for this project. There is limited road access to the project area, and the Contractor must ensure that staff or subcontractors are physically capable of traversing uneven terrain through native vegetation over multiple days to complete the project. It is likely that staff will elect to camp or backpack for multiple days to accomplish the project goals. Many segments of the project will likely need to be traversed multiple times; the pricing is for a lump sum resulting in the finished completion of the connector trail segments.

The established centerline must avoid adjacent private property, while maintaining a target grade of less than or equal to 10%, a short pitch maximum of 20%, a target cross slope of 4% and a maximum cross slope of 8%.

The TMOs for the existing Bead Lake (#127) and Bead Lake Spur (#127.1) trails are attached, and the proposed centerline established by the contractor must reasonably expect to result in the ability to construct a https://www.fs.usda.gov/project/?project=54315 https://www.fs.usda.gov/project/?project=54315 https://www.fs.usda.gov/recarea/colville/recarea/?recid=72074 https://www.fs.usda.gov/recarea/colville/recarea/?recid=67816 https://www.fs.usda.gov/recarea/colville/recarea/?recid=67816

2 Colville National Forest – No Name-Bead Lake Trail Layout new trail that meets these same TMOs.

Anticipated Work

The deliverables include: 1) a pre-work, on-site field day with the Forest Service representatives; 2) a flag line and stakes set on the ground that define the centerline of the recommended trail alignment, 3) a shapefile/GPX and map of the recommended trail alignment, 4) a report that identifies any necessary drainage structures (e.g., turnpikes, puncheons, etc.) with estimated dimensions of each feature, that outlines any construction issues or challenges, and that contains cost estimates to construct the trail. Additional information for each deliverable is noted below.

1) Pre-work meeting

a. The Contractor will schedule an on-site field day with Forest Service representatives prior to commencing layout and flagging. The on-site meeting will take place at the No Name-Bead Lake project area at a mutually agreed-upon date, and will be requested by the Contractor at least two weeks in advance of the proposed meeting date(s).

2) Layout/Flagging/Grade Staking

a. Design and layout will use agency design parameters, agency standard designs as appropriate, and industry best management practices with regard to grade, slope and cross slope, and surface water management. Emphasis should be on design elements and layout of a sustainable trail which provides for user satisfaction, minimizes conflicts, minimizes environmental impacts, and provides for long term sustainability of the trail. The design and location of structures needed for control of overland water flow across the trail to minimize erosion and sediment will be identified by the Contractor and included in a final report. The contractor will flag the location of any recommendations for major structures to achieve trail management objectives, including, but not limited to, culverts, turnpikes, puncheons, climbing turns, constructed rock fords, and switchbacks, and provide geographic data and dimensions in the final report.

Standard Trail Plans and Specifications for common constructed features can be found at:

Standard Trail Plans and Specifications | US Forest Service (usda.gov).

b. Trail design for the new No Name-Bead Lake (and Bead Lake Spur to Ridge Extension, if procured) should be completed according to specifications found in the Trail Management Objectives for the adjacent Bead Lake and Bead Lake Spur trails (attached). Trail Management Objectives are documents which identify the intended purpose and management of a NFS trail based on management direction and access objectives. Objectives identify the purpose of the trail, the intended level of development and the intended type of trail. Design parameters such as tread width, target grade, short pitch maximum, cross slope, clearing width, clearing height, switchback radius, surface type, allowable protrusion size, and allowable obstacle size will guide the trail layout process. Reference: Trail Fundamentals and Trail Management Objectives (usda.gov).

c. The Forest Service anticipates that the work will require at least a 2-person team to use a clinometer or laser level and physically traverse the project area, scope potential alignments, select and mark the preferred alignment, and flag a trail layout that meets established Trail Management Objectives (e.g., target grade of 10%, max short pitches of up to 20%, can accommodate established clearing limits, etc.), reaches any identified control points, and does not intersect private lands.

d. The topography and land tenure make this project a physically challenging task, and will require contractors with sufficient fitness to traverse steep side slopes and hiking across native terrain (e.g., bushwhacking).

3 Colville National Forest – No Name-Bead Lake Trail Layout

e. The contractor must survey and lay out the final location flagging/staking, subject to final agency approval. Flagging or staking should be placed within visible distance of the nearest placed flag/stake, or at least every 250’. The start and end of major constructed features must be marked with specific flagging (e.g., an approved specific color for each type of constructed features, or a double wrapped flagging at the start and end points of each feature).

i. The WA DNR will be coordinating timber sale activities in this area beginning in October 2024, prior to trail construction. Trees slated for removal may or may not be marked in advance of the Contractor. The Contractor must provide reasonable redundancy with flagging and staking to ensure that the trail alignment will remain marked at key locations after the planned timber sale (e.g., use non-timber vegetation, use stakes in the ground rather than flagging tied to trees, etc.).

ii. The Contractor must obtain flagging colors and stakes that will not conflict with timber sale marking. Currently, the WA DNR is preparing a sale in the area and using pink for timber sale boundaries with orange flashers on white boundary tags, blue flagging with blue tags for riparian area boundaries, and orange for any road work that the agency plans to complete. These colors (pink, blue and orange) must be avoided for trail marking.

iii. Prior to purchasing flagging, the Contractor will confirm the selected colors with the agency.

iv. Forest Service staff flagged part of the potential trail alignment in 2021, and in some areas, there are existing pink and orange or red and white dotted plastic flags that demarcate potential alignments. The Forest Service will visit the area with the contractor and assume responsibility for removing old flagging, while ensuring that we have minimal conflict with DNR timber sale flagging.

3) Geographic data and map

a. The contractor will provide GPS/GIS data (either .shp or .gpx formats are acceptable) and a map that displays land tenure, the centerline of the proposed trail location, and the location of major constructed trail features.

4) Report with Constructed Features and Cost Estimates

a. The Contractor will produce a complete written description of the recommended trail layout, required construction materials, identification of the type, dimensions, and location of any recommended major constructed features, and cost estimates for construction of the trail.

Access Considerations The Forest Service may be able to provide free vehicle camping for the Contractor near the project area, depending on hazard tree conditions, or the Contractor may elect to backpack and camp on National Forest Lands along the planned trail corridor, or to commute from other nearby lodging. All trash will need to be packed out, and human waste must be properly disposed in accordance with Leave No Trace principles. There is no potable water on NFS lands near the site, nor at the nearby Bead Lake Boat Launch. The Contractor will need to arrive at the site prepared with sufficient water and food to cover the duration of each planned work stint. There are multiple resources (e.g., groceries, medical care, etc.) available in the nearby city of Newport, Washington, an approximately 15-20 minute drive from Bead Lake.

The Contractor may also elect to launch a boat to more easily access the middle portion of the trail project area; the Bead Lake boat launch is generally open May 15-October 15. (Note: The Forest Service is improving the Bead Lake parking lot in 2023, which may have brief impacts to access at this site, but the times and duration of construction are currently unknown.) If boat access is preferred, the Contractor will need to coordinate with the Forest Service on access to this fee site; Forest Service prefers that the Contractor park the boat trailer at other nearby NFS sites rather than at the limited parking spots at Bead Lake Boat Launch.

4 Colville National Forest – No Name-Bead Lake Trail Layout

Factors Affecting Contract Timelines The period of performance is expected to be from the issuance of the notice to proceed (anticipated by August 2023) through September 30, 2024. The area is expected to be inaccessible due to snow from mid-October through late April, and possibly longer, depending on weather conditions. It is possible that the Contractor may complete the work in summer/fall of 2023, but the additional field season will allow for flexibility in case prior scheduling commitments or climactic conditions favor a 2024 project timeline.

Because this contract does not involve trail construction, FS does not anticipate impacts related to Industrial Fire Precaution Levels. It is possible that active wildfire could affect access to the project area, especially in late summer, should wildland fire conditions occur and should the Forest Service need to issue temporary area closures.

This area is scheduled to receive timber salvage and vegetation treatment beginning in October 2024. For the safety of all parties, the Contractors may not access the area during periods of active timber harvest.

Requirements of All Equipment Used in Contract:

1. All equipment and vehicles to be used at the job site shall be cleaned and free of invasive species (noxious weeds), seeds, external grease and oil and shall be inspected prior to entrance onto Federal lands. The restriction shall include equipment and vehicles intended for off-road use as well as on road use, whether they are owned, leased, or borrowed by the Contractor or Subcontractor.

2. All protective plating and armoring shall be intact and properly functioning on the equipment to reduce the potential for damaging hydraulic hoses or the undercarriage.

3. Spill kit approved by OSHA for petroleum product leaks will be on site at all times.

4. If a boat is used, the boat must be equipped with all Washington Required Boating Equipment, compliant with all federal, state and local boating laws, and must be cleaned, drained and dried and clear of any invasive species (milfoil, zebra mussels, etc.) prior to launch.

GOVERNMENT FURNISHED PROPERTY

The Forest Service will provide existing GIS data upon request. If necessary and if conditions (e.g., hazard tree removal, etc.) allow, the Newport-Sullivan Lake Ranger District may provide a key to the contractor to access the No Name Lake Campground, which is located behind one locked gate. No other Government-furnished property is associated with this project.
