2. The Contractor shall select leave-trees in the following priorities:
a. Leave-trees shall generally be those of tallest height, largest crown, and straightest stem that are free of damage or defect due to insects, disease, physical causes or mechanical causes.
b. Species order of precedence shall be performed as shown on the Detailed Unit Information Sheets unless changed by the Contracting Officer.

Plot centers shall be marked with plastic flagging and labelled with plot number. Plot locations shall be recorded on paper maps or recorded with GPS in WGS 84 datum.
2. Each plot will be examined to record findings on the items listed below:

(2) Number of trees that were left.
(3) Number of missing leave-trees.
(4) Number of satisfactory leave-trees.
(5) Number of excess trees.

3. Upon inspection of all plots for a unit, the quality of thinning shall be calculated as follows:
(# of missing leave-trees + # of excess trees)
1.00 - ------------------------------------------------------ X 100 = Quality% (# of leave-trees that should have been left)
Contractor will provide the Government with the inspection results within 48 hours of completion of a unit.
Contactor shall submit the maps or GPS points of plot locations to the Contracting Officer as part of the inspection results. No Government quality assurance will be done until results are received.
2.12. MEASUREMENTS OF UNITS PROCEDURES

2. Re-Measurement:
The Contractor may at any time after award request remeasurement of any treatment area. The request must be made in writing. Remeasurement will be made within the established boundaries.
If remeasurement indicates a variance of 5 percent or less, the Contractor shall pay for the actual cost of remeasurement, and no adjustment will be made in the acreage as stated in the Schedule of Items.
If remeasurement indicates a variance greater than 5 percent, payment will be based on the remeasured acreage and the Government will pay for the remeasurement.
2.13. CONTRACTOR QUALITY CONTROL INSPECTIONS
The Contractor shall assure that performance meets contract specifications, in accordance with the requirements of the contract and FAR 52.212.4 (a) Inspection and Acceptance, prior to requesting the Government to inspect for acceptance and payment. By signature on the inspection report, the Contractor certifies that all of the treatments outlined for the specific unit listed in the Schedule of Items and Detailed Unit Information Sheet have been completed, and that all work complies with the technical specifications set forth in Section 2.6. Only after receiving written certification will the Government perform the final inspection of a work item.
2.14. GOVERNMENT QUALITY ASSURANCE - GOVERNMENT INSPECTION AND

The Government may install additional plots within completed units and combine the results with the Contactors’ plots which were inspected by the Government.
3. Each plot will be examined to record findings on the items listed below:
a. Number of leave-trees that should have been left.
b. Number of trees that were left.
c. Number of missing leave-trees.
d. Number of satisfactory leave-trees.
e. Number of excess trees.
4. Upon inspection of all plots for a unit, the quality of thinning shall be calculated as follows:
(# of missing leave-trees + # of excess trees)
1.00 - ------------------------------------------------------ X 100 = Quality% (# of leave-trees that should have been left)
2.15. REWORK AND RE-INSPECTION AFTER REWORK
When inspection results are below 90 percent and excess trees constitute any part of the deficiency, payment will not be made until the excess tree deficiency has been corrected. Inspections after rework will be made in the same manner as the first inspection but on different plots.
When the defects in services cannot be corrected by re-performance, the Government may:
• Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements; and,
• Reduce the contract price to reflect the reduced value of the services performed per FAR 52.212-4(a)
Inspection/Acceptance.
If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may:

Basis of Payment
1. Calculation of Payment for Thinning
