(vi) Description of Requirement (including a list of any attachments)
SCOPE OF CONTRACT
This objective of this contract is to obtain site operator services for the operation of the instrumentation at the IMPROVE air quality site located at the Loup Loup Ski Hill in north central Washington State. No analysis of data collected is required.
The operational requirements for the IMPROVE site include labor associated with mandatory weekly visits to the site to retrieve the filters and flash cards, recording pertinent data on log sheets, replacing the filters, flash cards, and mailing of the samples. While at the site the operator is required to provide maintenance on a High- Resolution Camera System (HRDC), a web-based camera system located at the IMPROVE site. Occasionally, minor maintenance of shelter or equipment may also be required. All site operators are required to have approximately four hours of initial training and a periodic refresher class. Initial onsite training of a new operator and a periodic refresher class will be provided by the University of California-Davis (UC-Davis). This contract requires the Contractor to furnish labor, equipment, tools, supervision, transportation, communication device (e.g., cell phone) and service, operating supplies, and incidentals except as indicated or furnished by the Government.
The sampling protocol for the IMPROVE site requires one trip each week within specific time frames. The Contractor is also expected to visit the site when there is a reported malfunction of the equipment and the camera located at the site occasionally requires additional maintenance. Past history indicates that there may be one additional trip to the site each month on the average.
(vii) Date(s) and Place(s) of Delivery and Acceptance
LOCATION AND DESCRIPTION
The air quality monitoring site is located at the top of the Loup Loup ski area in Okanogan County, Washington. The physical address of the ski area is 97 Forest Service Road 4200-100.
The ski area is located approximately 1½ miles off State Highway 20 midway between Okanogan and Twisp, Washington.
Access to the monitoring site varies seasonally. When the ski area is closed, the site operator must have a gate key to access the base of the ski area. Arrangements to obtain a key will be made in coordination with the Forest Service and the ski area management. When snow is present, the site operator may reach the top of the ski area using a snowmobile, snowcat, or the ski lift. During the non-winter months, when snow is not present, access to the site may be made by 4-wheel drive or ATV on the existing primitive road or by foot. The Forest Service will not provide the equipment to access the site. Travel to the site shall be performed with the least minimum impact to prevent any erosion problems.
BACKGROUND
The IMPROVE program is a cooperative program of the National Park Service, National Forest, Bureau of Land Management, Fish and Wildlife Service, Environmental Protection Agency, and state and tribal organizations. IMPROVE was established in 1985 to aid the creation of Federal and State implementation plans for the protection of visibility or visual events and trends is an important aspect of evaluating existing or potential impairment in Class I and other visibility-sensitive areas.
DEFINITIONS
IMPROVE: Interagency Monitoring of Protected Visual Environments.
Class I Areas: As defined by the Clean Air Act, include national parks greater than 6,000 acres, wilderness areas, and national memorial parks greater than 5,000 acres, and international parks that existed as of August 1977.
LIST OF TASKS THAT THE CONTRACTOR SHALL PERFORM
The basic procedures for Sample Change in the Field, Weekly Maintenance and HRDC Camera System Maintenance are:
1. Provide UC-Davis with an address to receive, via UPS, a blue box shipping container once every 3 weeks containing the necessary sampling supplies for the site for a three week period. Inside the blue box are three re-sealable bags and a flash card for storing the electronic sampling data. Each bag contains the supplies for one week. The blue box should be received 5- 7 days before the first sample-change day. If not received, it is the Contractor’s responsibility to contact UC-Davis and to notify the Contracting Officer.
2. Travel weekly to the site to conduct weekly service and to initiate sample changing sequence and equipment diagnostics. The IMPROVE monitoring calendar, which comes out annually, identifies which day(s) each week sampling is conducted. The operator should visit the site on Tuesday or the alternative sample change day per the IMPROVE monitoring calendar.
3. The quality of the samples is dependent upon careful handling of the samples. Follow instructions by UC-
David for proper sample handling. These generally include removing the exposed filter cassettes in a manner to insure that they do not become contaminated and place in plastic bags for transport. Do not leave the samples sitting out in the open air for longer than a few minutes. Do not touch the surfaces of the filters.
Be careful not to drop the samples and protect the samples from water contamination when changing samples in the rain or snow. Samples shall be stored at room temperature (i.e., do not leave the samples in a car in the sun).
4. Replace the flash card in the controller module every three weeks. Send the used flash card back to UC-
Davis in the blue box as per instructions supplied by UC Davis.
5. Record final readings of exposed filters on log sheets.
6. Install unexposed filter samples and record initial readings on log sheet.
7. Re-initiate sampling equipment to run on pre-scheduled intervals.
USDA Forest Service, Region 6
8. Package exposed filter samples into the prepaid Blue Box and return via UPS, using the provide return labels to the University of California-Davis (UC-Davis) every 3 weeks.
9. Perform a visual inspection of the equipment when changing out the filter cassettes to insure that the system is functional and that there are no problems evident that would compromise the quality of the data collected by the filter cassettes. If a new activity begins close to the site (if you can see or smell emissions when you are at the site) inform UC-Davis of the possible interference. Examples of activities that might influence air quality samples are fires, road or building construction, gas- or diesel-powered generator, increased traffic, mining operations, bug infestations, prescribed burning, or timber harvesting.
10. When a problem is identified with the sampler, first note the problem on the log sheet and immediately contact UC-Davis to help diagnose the problem. Contact shall be made from the site to facilitate troubleshooting. The Contractor should have a general familiarity with electrical connections, flow through pipes, and pumps to service the IMPROVE sampler.
11. Perform a visual inspection of the entire site, including the shelter, fan, lights, etc. If maintenance or repair is warranted, contact the Technical Contact with a description of the problem and, if necessary, a cost estimate for repair, including parts, materials, and associated labor. Once approved, repairs may commence, and an invoice should be submitted to the Technical Contact for cost reimbursement.
12. The following maintenance on the High-Resolution Digital Camera System (HRDC) to be performed at each site visit includes but is not limited to: (a) inspection of the three subsystems: camera subsystem, power supply subsystem, and camera control computer subsystem to verify the camera system is working correctly and (b) cleaning of window in front of the camera. A more detailed description of the steps to be followed is described in the following Technical Instructions and Standard Operating Procedure:
a. Instrument-specific routine site operator maintenance procedures are provided in detail in the following Technical Instruction (TI): TI 4120-3850 Routine Site Operator Maintenance Procedures for the High-Resolution Digital System (HRDC).
b. Instrument-specific troubleshooting steps are provided in detail in the following Technical Instruction (TI): TI 4120-3950 Troubleshooting and Emergency Maintenance Procedures for the High Resolution Digital camera System (HRDC).
c. Standard Operating Procedure (SOP) 4120 Automatic Camera System Maintenance.
More detailed procedures are described in the Publication, SOP 201-3 Sampler Maintenance by Site Operations.

The Contractor’s performance will be based on the following
• No BI (Bad Installation) status code on samples. This status code means the filters were incorrectly installed by the Contractor.
• No NS (No sample), or Not serviced) status codes on the sample These codes appear on the samples when the operator does not show up to perform a sample change.
• No XX (invalid for other reasons) status code on samples. This status code means the sample ran less than
18.00 hours, the filter has a hole, the filter has obvious problems (not centered properly, grill upside down), the filter was dropped or contaminated by water, the cassette is broken. However, damage can happen in the lab, which would not result in the site operator being held accountable.
• No Contractor absences of mandatory weekly visits or routine visits.
