Questions and Answers for 12405B25Q0008

Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project? The estimate will not be listed. The start date will be shortly after the close of the solicitation on November 14, 2024.

Does the equipment must meet NDAA compliance? Yes

Do you have floor plans, so we can see the distance and the use of conduit if needed? Measurements can be taken at the site visit. Site plans are available, but we only have paper copies.

Is Alibi Vigilant Flex Series 16 Channel 6TB NVR just an example, or does it need to be used for the response? Just an example.

Are Scaled Drawings available, if so please post. No, they are not. Measurements can be taken at the site visit.

Are Ceilings Suspended? Or Hard Lid? Suspended, Hard Lid, and Beams.

Are there existing Cable Trays for wiring above ceilings? In some buildings but not all.

Can Existing Wiring be utilized? We have three existing cameras at the Ardoyne site (Schriever) that could possibly be reused, but no wiring for cameras at the Houma site.

Is a “UPS” required? If so, What Time/Power Duration is required? No.

Are “Or Equal” Equipment substitutions allowed? Yes.

Is “Plenum Wire” acceptable? Yes.

Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t? Yes.

What is the height of Exterior Cameras? (If any) Varies, up to 45 feet in one location.

Please provide a list of equipment to be installed. The site visit is necessary for individual contractors to decide what needs to be placed where to achieve the video surveillance requirements of each site.

Are there pipe chases between floors? No.

What is the range of the budget for this project, and is it already appropriated? Appropriated yes, budget will not be listed.

Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed? Partial payments are acceptable.

How many feet of new wire will have to be run? Measurements can be taken at the site visit.

What kind of cipher lock and quantities are required e.g. X-10 All networking must be compatible with USDA cyber-security standards.

Will this video system be configured as a standalone system? If not, what is the approval process for adding these devices to USDA’s network? It can be stand alone or added to USDA’s network. In the past we’ve had to get our IT specialist to assign static IPs to each camera (these were POE cameras), get software approved (in our case we used AvaEye), and install on PC. We will probably have to do something similar with this project, from how I understand it.

Will IP addresses be provided? Yes, we can do that for each location.

Is outside access to the video system be required via a mobile app? It is not required but would be useful.

Some of the camera locations will require a lift. Will a lift rental be provided, or do we add the cost into our bid? We have a 26-foot lift, but it will not be sufficient for some of the cameras. Please include the cost of a sufficiently tall lift in bid. We recently had a contractor rent a 40 foot lift to repair a fan so they are available locally.

Some areas require additional conduit/wire mold installation. Will penetration need to be sealed with fire caulk? Yes

A POE network switch is needed in some locations, will network switches be provided by the government, or by the contractor? Are there a specification of what is allowed on site (make, model, part number)?

Will cameras need to be configured for continuous recording or for motion only recording? Motion only recording would be ideal to safe recording space.

Is there a minimum frame per second (fps) required for these cameras? 15 frames per second minimum.

Are we able to quote any style camera for the area of coverage (i.e. dome, bullet, PTZ, dual head, fisheye, or multi-sensor)? Yes

There are three existing cameras that will be replaced with a new cameras. Will the existing cat6 cabling be reused for the new cameras? Will the existing POE injectors be reused? Will the existing POE extender be reused? All functioning equipment can be reused.

SOW calls for a UPS. Will a UPS need to be provided at each outlying building with cameras and wireless or just where the NVR will be located for the video recorder? Just where NVR is located.

Will an SD card be required for those cameras that are not directly connected to the network and/or NVR? Is this for backup in case a wireless/radio connection fails? Then yes.

Are surge protection required for all exterior cameras? Yes

Since the equipment is not precisely mentioned, could you please clarify the number of cameras, NVRs, DVRs, and cables needed? This is up to the contractor to design a surveillance package. The site map provides detail about what we need to monitor and where cameras could be installed to cover those areas. One omission was made on the site map. At the Houma location, in the main building, we need one interior camera to see front door of building and adjacent hallway where deliveries are made. I’ve attached a picture below.

The period of performance is not mentioned either, please advise. 180 days from day of award.

There's no mention of how many past performance references we need to furnish, please guide in this too! Any past performance references are acceptable, there isn’t a required amount.

How many are inside/outside cameras? We need a total of 4 interior cameras (3 at Schriever site, 1 at Houma site). Exterior camera number will depend on type to get desired coverage.

Is the building old, new or renovated? All 3 categories.

Are we replacing cameras or is this a brand new install with no current penetrations? Both.

Can the bid be extended one week so that we can prepare an adequate quote? Quotes are due 11/14/2024; check www.sam.gov for any updates.

You quoted a Ubiquiti Nanostation ? That was just an example from market research.

How many cameras are to be connected on the Ubiquiti Airmax? Do not know.

Is a lift required? Yes. We have a 26 foot lift but it will not be tall enough for all installations. Also, some installations are along gravel roads or grass where our lift can not travel.

How high are ceilings? Up to about 40 feet.

Are there any conduit runs required? If so, how much conduit is needed? Not known will be up to contractor to measure. Site map provides some scaling.
