3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

4.0 PROJECT REQUIREMENTS:
The Contractor shall furnish reference projects, a technical proposal, and a cost proposal for “Replace Exterior Sanitary Sewer Line B-1” at the USDA, ARS, National Sedimentation Laboratory at Oxford Mississippi. The project is located at the USDA ARS National Sedimentation Laboratory, 589 McElroy Drive, Oxford, MS 38655.
a. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.
b. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications. All work shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: AHERA; ANSI; ARI; CFR; EPA; OSHA; MS State Dept. of Health;
USACE etc.) and health and safety codes, in effect at the time of contract award.
c. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
d. Projects in excess of $150,000 will require a bid bond. Additionally, Payment and Performance bonds will be required for projects exceeding $35,000. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.
4.1 SCHEDULE:
a. The Base shall include all work described in 4.2 Description of Work.
4.2 DESCRIPTION OF WORK:
4.2.1 Background and Objective - A pipe collapse has occurred in the section of existing 6” clay tile sanitary sewer line leaving Building 1 and is impeding flow into the City of Oxford manhole. The segment of existing sanitary sewer line containing the collapse is approximately 5 feet deep and runs from the USDA SS manhole, through the parking lot, curb, driveway, etc. to the City of Oxford SS Manhole, which is a distance of approximately 180 linear feet. It is believed that there are no services or tie-ins between the USDA and City manholes. The objective of this project is to replace the entire existing sanitary sewer pipe in this segment (approx. 180’). This SOW anticipates an open trench installation with PVC pipe, but the government will entertain a “pipe bursting” replacement if offered.
The new pipe shall be joined to both manholes with a water-tight connection in an industry recognized standard method, and return all disturbed areas to a pre-construction condition.
4.2.2 Base:
• Removal of Obstructions - The contractor is to sawcut full depth all obstructions (asphalt pavement, concrete curb and gutter, sidewalk, etc.) necessary and dispose of the debris in a legal manner at an off-site location.
• Excavation – The contractor shall excavate trench to a width and depth necessary to fully replace the sanitary sewer line between the USDA manhole and the City of Oxford manhole and legally dispose of all spoil and debris generated at an off-site location.
• Trench Preparation - The contractor shall prepare the trench, sand bedding material, and sand haunching material as detailed in the Trench Detail and specifications contained in this
SOW.
• Install PVC Pipe and Connections – Install new approved 6” ID PVC Sanitary Sewer pipe, fittings, and manhole connections, necessary to restore sanitary flows and in a manner consistent with the Trench Detail and Specifications listed in this SOW.
• Backfill – Backfill the installed pipe with a suitable, friable backfill material in a manner consistent with the Trench Detail and Specifications contained in this SOW. The initial lift shall provide 1 foot cover and be hand compacted. All subsequent lifts shall be a maximum of 8” loose lift and be compacted to 95% density. This shall be repeated until trench is fully backfilled.
• Restore Surface Features - When backfilling is completed and approved, all pavement and curb and gutter are to be replaced using 3,500 psi concrete in a manner consistent with the Trench Detail and Specifications contained in this SOW. In grassed areas, topsoil shall be placed to top out the trench and seeded with unhulled bermudagrass seed, and ryegrass seed, and covered with hay mulch or other suitable erosion control mats.
• Bypass Pump – Contractor is to supply and operate a bypass pump to maintain Sanitary Sewer Services during construction.
• Site Security – Contractor is responsible to provide all safeguards, including warning signs, barricades, temporary fences, and other similar traffic control and pedestrian control items that are required for protection of all personnel and vehicle traffic during construction.

4.2.4.1.2 Submittals - The following submittals must be submitted to the Contracting Officer (CO) and Engineering Project Manager (EPM) for approval:
1. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION
SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work.

6. The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list.
4.2.4.1.3 Quality Control - Install specified materials by a licensed underground utility
Contractor Licensed for such work in the state where the work is to be performed.
Verify installing Contractor's License is current and state certified or state registered.
4.2.4.1.4 Delivery, Storage, and Handling
4.2.4.1.4.1 Delivery and Storage - Check upon arrival; identify and segregate as to types, functions, and sizes. Store off the ground in a manner affording easy accessibility and not causing excessive rusting or coating with grease or other objectionable materials.
4.2.4.1.4.1.1 Piping - Inspect materials delivered to site for damage; store with minimum of handling. Store materials on site in enclosures or under protective coverings. Store plastic piping and jointing materials and rubber gaskets under cover out of direct sunlight. Store pipe on dunnage.
Do not store materials directly on the ground. Keep inside of pipes and fittings free of dirt and debris.
4.2.2.1.1 Handling - Handle pipe, fittings, and other accessories in such manner as to ensure delivery to the trench in sound undamaged condition. Carry, do not drag, pipe to trench. Store solvents, solvent compounds, lubricants, elastomeric gaskets, and any similar materials required to install the plastic pipe in accordance with the manufacturer's recommendation and discard those materials if the storage period exceeds the recommended shelf life. Discard solvents in use when the recommended pot life is exceeded.
4.2.2.2 Part 2: Products
4.2.2.2.1 Materials - Provide materials conforming to the respective specifications and other requirements specified below. Submit manufacturer's product specification, standard drawings or catalog cuts.
4.2.2.2.1.1 PVC Gravity Sewer Pipe, Fittings, and Joint Materials – Provide pipes and fittings conforming to ASTM D3034, SDR 26, or ASTM F949 with ends suitable for elastomeric gasket joints. Provide joints conforming to ASTM D3212. Gaskets are to Conform to ASTM F477.
4.2.2.3 Part 3 Execution
4.2.2.3.1 Installation - Backfill after inspection by the Contracting Officer Representative.
Before, during, and after installation, protect PVC pipe and fittings from any environment that would result in damage or deterioration to the material. Keep a copy of the manufacturer's instructions available at the construction site at all times and follow these instructions unless directed otherwise by the Contracting Officer.
Pipe Laying and Jointing - Inspect each pipe and fitting before and after installation;
replace those found defective and remove from site. Provide proper facilities for lowering sections of pipe into trenches. Lay nonpressure pipe with the bell ends in the upgrade direction. Adjust spigots in bells to give a uniform space all around.
Blocking or wedging between bells and spigots will not be permitted. Replace by one of the proper dimensions, pipe or fittings that do not allow sufficient space for installation of joint material. At the end of each work day, close open ends of pipe temporarily with wood blocks or bulkheads. Provide batterboards not more than 25 feet apart in trenches for checking and ensuring that pipe invert elevations are as indicated. Laser beam method may be used in lieu of batterboards for the same purpose. Construct branch connections by use of regular fittings or solvent cemented saddles as approved. Provide saddles for PVC pipe conforming to Table 4 of ASTM D3034.
Installation of PVC Piping - Install pipe and fittings in accordance with paragraph entitled "General Requirements for Installation of Pipelines" of this section and with the requirements of ASTM D2321 for laying and joining pipe and fittings. Make joints with the gaskets specified for joints with this piping and assemble in accordance with the requirements of ASTM D2321 for assembly of joints. Make joints to other pipe materials in accordance with the recommendations of the plastic pipe manufacturer.
4.2.2.3.2 Field Quality Control – The Contracting Officer Representative will conduct field inspections and witness field tests specified in this section. Be able to produce evidence, when required, that each item of work has been constructed in accordance with the SOW.
4.2.2.3.2.1 Tests – Perform field tests and provide labor, equipment, and incidentals required for testing. Test lines for leakage by either infiltration tests and exfiltration tests, or by low-pressure air tests. When necessary to prevent pipeline movement during testing, place additional backfill around pipe sufficient to prevent movement, but leaving joints uncovered to permit inspection. When leakage or pressure drop exceeds the allowable amount specified, make satisfactory correction and retest pipeline section in the same manner. Correct visible leaks regardless of leakage test results.
4.3 Government Furnished Equipment\Services
a. The Government will furnish a reasonable amount of electricity and water.
5.0 GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Site Visit: Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The site visit shall be for the purpose of observing first hand any conditions relevant to the completion of this project. Particular attention should be paid to any underground drainage structures and utilities that may conflict with this work. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
5.3 Registration: Contractor must be registered in System for Award Management, (SAM), and STATUS MUST BE ACTIVE, prior to submitting a quote. Registration can be obtained through:

5.4 Existing Installations / Demolition: Contractor shall coordinate demolition of existing installations with Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that might jeopardize on-going research.
5.5 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
5.6 Protection of Work and Property/Safety Requirements:
a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required to protect pedestrian and vehicle traffic in close proximity to the work.
5.7 Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
b. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR three working days prior to the need.
5.8 Cleanup: The construction site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the http://www.sam.gov/ project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
5.9 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):
a. Release of liens.
b. Employee payroll\time sheets
c. Invoice
6.0 PROJECT SCHEDULE: The Contract time for this project is 30 calendar days. Notice to proceed shall be issued at the mandatory preconstruction conference.
