DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

1. Agency and Contracting Activity.

3. Description of Supplies/Services and Estimated Cost.

Immediate repairs on Almaco SPC-40 research plot combine located at the Belflower Farm in Tifton, Georgia. The requirement includes, replacing worn bushings/bearings, conveyor belt, broken switches/solenoids, air cleaner housing, missing sieve slats, and worn hose flashings.

Additionally, the combine requires relocation of the electric clutch, installing a Lock Out Tag Out, hydraulic couplings for the headers, a fuel tank service and cleaning. Maintenance services are also required for the grain head.

The anticipated period of performance will be four (4) weeks with an estimated total of $17,463.57 for the repairs.

4. Description of Circumstances, including why only one source is reasonably available. In accordance with FAR 13.106-1(b)(1)(i) only one source is reasonable available since the proposed Contractor is the sole manufacturer of the combine and all related parts. The proposed Contractor is the sole manufacturer and does not have resellers. Almaco combines are used exclusively for research purposes and are not an ordinary combine sold from general dealerships. Other Contractors in the industry do not have compatible parts to Almaco.

5. Determination of Fair and Reasonable Price.

Previous pricing for this service was determined fair and reasonable. Additionally, the Government will complete price analysis on pricing received from the proposed Contractor.

No award will be made unless pricing has been determined fair and reasonable.

6. Description of Market Research.

Market research consisted of communications with industry and internet searches.

Additionally, a Special Notice was publicly posted to the System for Award Management (www.sam.gov) and GSA’s eBuy on August 9, 2024, seeking sources that could provide the required service. Sources that believed they could successfully perform the work required were to provide their company name and point of contact information, UEI number, small business size/certification, and a brief explanation of recent and relevant work; responses were due on August 16, 2024.

One (1) response was received from (see attached capabilities statement).

However, the response from is generic and does not provide adequate information of its capabilities. response does not address its ability to perform services for or procure parts for Almaco and is not significant enough to determine they are capable of the work required.

As a result, the proposed Contractor remains the only reasonable source to successfully complete the work required.
