Additional Questions and Answers

1. Can you provide a site drawing/ map that shows the locations of the existing generator, transfer switch/(es), and the IPRL fuel supply at this site? See below.

Tank Generator Transfer switch B017

1. Can you confirm the current generator size is 405kw? Can you provide the generator voltage?

1. Can you confirm the amperage of the current breaker/(s) inside the existing generator? See photo above

1. Can you clarify if the generator diesel tank and/ or fuel polishing unit is government furnished?

Diesel tank and fuel polishing unit are government furnished.

1. Can you please clarify the scope of work required for the generator diesel tank? If a new generator tank is provided, can you provide the specifications/ requirements for the new generator diesel tank? The tank must be connected to the generator. Otherwise this is a new tank and polishing unit. Nothing else to be done with the tank.

1. If the existing fuel source is to be reused, can you provide more information on the existing fuel source? There is mention of a fuel polishing unit, is the existing fuel polishing unit to remain and be reused? See answer to Q5 above and photo (yellow pipes are supply lines from tank to generator)

1. Provide pictures of the existing generator being replaced. Would like to see the existing conditions of the generator, generator surroundings, etc.

It is not possible to get decent pictures inside the generator housing (see above). For surroundings, see photos below in Q8.

1. Please clarify if the existing generator is installed inside an existing shed/ building? If so, can you provide more information on the means in which we will access this location? Are there any doors/ restrictions that would hinder access to the generator location?

1. Provide pictures of the existing analog transfer switches being upgraded. Would like to see the existing conditions of the transfer switch(s), transfer switch(s) surroundings, etc.

1. Can you confirm the size/ quantity of transfer switch(s) that is/ are being upgraded?

Please see photo for Q9 above.

1. Can you provide any as-built drawings for this project? No. We have none that provide details of the generator/housing, etc.

1. Can you clarify the temporary power requirements for this work noted in the narrative? Will a temporary generator be required for the duration of this project? Yes, a temporary generator will be needed to provide same emergency support as the permanent generator will.

1. What are the requirements and/ or restrictions for electrical shutdowns?

The emergence generator at IPRL serves a biocontainment space that constitutes quarantine glasshouses and labs containing insects from around the world that cannot easily be replaced, so cannot be replaced at all. So electrical shutdowns must be scheduled in such a manner as to minimize downtime…if the containments spaces overheat, the insects die…NOT GOOD!

1. Will a bid bond be required for this project? Contracting officer is to answer this question.

1. Please confirm that the scope of work should include all design and engineering as necessary to satisfy permitting, equipment specification and installation requirements Yes

1. Please provide electric utility bills from last 12 months to determine overall peak usage.

1. Provide the as-built specification for the new 120-ton chiller so that chiller load and starting parameters can be verified for generator sizing. Alternatively, provide contact at Trane that can provide chiller specification data to contractor. Information can be obtained from Brian Irvine 954.610.8257 model is in the following photo.

1. Please confirm that the scope of work should include a requirement that the generator system to connect to the existing building automation system, and that the contractor should sub-contract directly with the BAS provider Trane for this requirement. If so, provide contact information for the BAS provider Trane. Must have backnet capabilities to be connected into the Trane Synchrony BAS software. See contact info for Trane, Q17.

1. Please verify that the reference to "Tier 4 compliant" stated in the scope of work refers to the US EPA Tier 4 emission standards. If so, please confirm that this generator is to be used in "emergency" conditions (i.e. during a utility power outage and routine testing), and if only to be used in "emergency" conditions, please confirm that a US EPA Tier 4 certified generator is required for this installation. This is a question for USDA engineers. A Tier 3 generator can be proposed if it meets all emergency power requirements of the Lab and offers a cost savings as it will be only for emergency use and is needed as soon as possible so delivery times for this piece of equipment are critical and are a major consideration due to hurricane season. I don’t know if the State or Local actually requires the generator to meet Tier 4 emission standards as some areas are not under those constraints.

1. Please identify if permitting will be through Town of Davie, or if state/federal agency has permitting/inspection authority for this facility. I believe there are both Town of Davie and State of Florida permitting requirements. Contractor is responsible for all permits.

1. The following link that is listed in the solicitation does not work: https://www.afm.ars.usda.gov/ppweb/pdf/242-01m.pdf Please provide the correct link to the ARS 242.1M “ARS Facilities Design Standards”.

1. Is the unit mounted inside a building? See photos for Q8 above

1. If exterior, is the fuel tank mounted underneath the generator and, if so, what is the gallon rating or if not available, the dimensions, L x W x H. See photos for Q8 above

1. Do you require this to be permitted? If yes who would be the entity in charge? Yes, see Q20

1. Are there any special requirements for the enclosure? Sound attenuation, wind speed mitigation. Enclosure must meet Florida and Miami-Dade County wind speed requirements.
