Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

Q&As Question 1: What size is the cover? Per the given pictures in the solicitation I am not able to figure out which reservoir on Google Maps (below)?

Answer 1: The exact dimensions of the cover are unknown. Refer to highlighted area below as the reservoir area on Google Maps.

Question 2: Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Answer 2: No

Question 3: Will the period of performance begin after equipment is ordered or after NTP? If equipment lead times exceed the period of performance, can the contractor request a duration change?

Answer 3: The contract award represents a notice to proceed. In the event there are changes to material lead times, the contractor must request a justifiable extension. Based on the circumstances, a modification will be issued to account for the changes.

Question 4: It is stated in the SOW that the project will be completed in two phases. The first phase is to repair the infrastructure and installation of the new filtration system. Phase two will consist of removal and disposal of the damaged reservoir cover and replacement with a new reservoir cover as specified. Just to confirm, the intent is to have phase one completed before starting phase two? I.e. will there be no overlap?

Answer 4: Yes, the intent is for phase one to be completed first.

Question 5: Will we be getting a set of proposed scope drawings or specifications?

Answer 5: No additional information will be provided.

Question 6: Do you have as-built surveys of the existing underground infrastructure?

Answer 6: Yes, please refer to the drawings provided with this amendment.

Question 7: Do you have historical drawings or specs on the existing pump station, electrical transformers and reservoir construction that you could share?

Answer 7: Yes, please refer to the drawings provided with this amendment. No further specifics are available.

Question 8: What is the required PSI for the new concrete slab for the filter station?

Answer 8: 6000 psi with rebar 12” on center and fiber reinforcement , 6” thick

Question 9: What is the depth of the existing concrete slab for the main pump station photographed?

Answer 9: Existing slab should be left in place.

Question 10: Can the new filter system use larger filters to accommodate the flow rate in order to reduce the quantity of filters needed and the overall footprint of the system?

Answer 10: No, construct as specified.

Question 11: Will all the underground piping for the new filter system installation be PVC?

Answer 11: Yes, piping must be PVC.

Question 12: If PVC, will it be SCH80 or SCH40?

Answer 12: PVC will be SCH80

Question 13: The pump skid and decking needs replacing and to do that all the pumps will have to be removed at the same time. The USDA indicated that the pumps could only be removed and replaced one at a time. Will there be a time period when all three pumps can be out of service so the skid and decking can be replaced?

Answer 13: Yes, all three pumps can be removed at the same time. The booster pump and filter station must be online and accepted for use before the main pump station work begins. The warranty period for all components, parts and labor will begin when the entire project is completed.

Question 14: What is the estimated budget for the separate phases of the project (Clin 1 and Clin 2)?

Answer 14: Government estimates or funding allocations are not disclosed. Per the solicitation, the magnitude of this construction project is between $1,000,000 and $5,000,000 (Base plus optional item). CLIN 0001 is between $250,000 and $500,000. Option CLIN 0002 is between $500,000 and $1,000,000.

Question 15: Is the new filter system required to have a shelter erected over it like the existing filter system and pump station has?

Answer 15: No, a shelter is not part of the scope.

Question 16: The demo of the existing cover as well as the installation of new, cannot be completed while the pond is full (even with the USDA draining some as they described). Therefore, the phase 2 work will have to be done by installing an Aqua Dam (or similar) either halfway or at some frequency to be determined, water pumped to the other side while work is done on the drained side. In order to do this, we will need to know the existing volume of water in the pond, how much volume the USDA would like to keep operational, and if there isn’t enough freeboard available on the “full side” to take all the water from the “drained side” where are we to pump the excess water?

Answer 16: The volume of water is unknown as conditions change over time. The USDA understands the need to lower the water level in order to complete the work. Prior coordination with the COR and farm manager is required.

Question 17: Do you have the liner design drawings/plans for this project? Even the old liner plans from the original design would be helpful.

Answer 17: No, there are no design drawings/plans available for the liner.

Question 18: Does the new floating cover have to be 80mil polyethylene liner? Based on the site photos, it appears that the current floating cover is a Skrim reinforced material, mostly like 45 mils in thickness. The skrim reinforced material would be better for this application since the liner can be fabricated into large panels at the factory prior to shipment. The fabricator can also add the sections where the ballast and floats would go.

Answer 18: Yes, 80mil polyethylene is specified, all components and parts in the project must be submitted for approval by the farm manager prior to construction

Question 19: Can the existing perimeter biogas/air collection piping be left in place and reused?

Answer 19: Yes

Question 20: When do you all foresee the installation of the new reservoir cover taking place? Dry season would be preferable.

Answer 20: The cover installation will begin when the contract option is exercised. Prior coordination with the farm manager and COR will be required so as not to impact ongoing research.

Question 21: What is “Becker-Ring and associated equipment”? Can you send us specific specs on this?

Answer 21: Please contact supplier for specific information.

Question 22: Can you tell us what the existing liner is?

Answer 22: Not Germain to the project

Question 23: Based on the site photos we have; it looks like the bottom layer is also damaged in some places and will need repaired. What is the existing bottom liner material?

Answer 23: The bottom liner will not be replaced, and care must be taken not to damage it. Any damage will be the responsibility of the contractor to repair.

Question 24: Can you all share the site visit sign in sheet?

Answer 24: No, the site visit roster is part of the contract file.

Question 25: Can you confirm that there will not be a high concentration of chlorine used in this reservoir? The original cover looks like it is CSPE, so we wanted to verify.

Answer 25: No, there will be no chlorine added to the water in this reservoir.

Question 26: With the amount of detail and welding that needs to be completed on top of the reservoir cover, it will have to be a dry installation for the desired new reservoir cover design to work. We will need the reservoir to be fully dry and cleaned out for a proper floating cover installation to be feasible. Can you confirm that we will be able to do this for the installation of the new reservoir cover?

Answer 26: No, installation must be completed with reservoir partially full.

Question 27: With no engineered drawings provided, we would like to request a two week extension for this project in hopes that we may be able to receive engineered drawings for the reservoir cover, filtration system, and main pump system repairs / electrical. May we have a two week extension?

Answer 27: Please refer to the drawings provided with this amendment of the existing system.

Question 28: Does the USDA have a list of local trades familiar with the site and operating conditions that can be made available to prime contractors?

Answer 28: Yes, please note, the list is not all inclusive and consists of contractors that the Government knowingly has recent record of work completed.

Agri-Services, 772-468-0888 (Filter station/booster pump) AgTronix, 239-657-5519 (Filter station/booster pump) B&B Building Systems, 772-205-4860 (Main Pump station refurbish) Grove Welders, 772-569-2222 (Main Pump station refurbish) R&S Metal Works (Main Pump station refurbish) Applebee Electric, 772-466-7930 (Electrical panels) Matula Electric, 772-461-8328 (Electrical panels) Industrial & Environmental Concepts, (506) 247-0344 (Reservoir cover)

Question 29: Are there any existing plans of the site or as-builts on the existing systems?

Answer 29: Please refer to the drawings provided with this amendment of the existing system.

Question 30: SOW indicates system operating range needs to be 10-4000 gpm. Is the 10 gpm value correct?

Answer 30: Yes

Question 31: There may only be a couple of liner manufacturers that can provide what appears to be a Hypalon cover. Will the USDA accept a polypropylene liner in order to increase the potential number of vendors?

Answer 31: Liner materials have been specified in SOW
