About this file
This document contains a request for quotation for emergency repairs to two cell cooling towers located at a USDA facility in Charleston, South Carolina. The scope of work includes removing existing fan screens and assemblies, installing new galvanized mechanical equipment supports and hardware, replacing corroded conduit and wiring serving vibration sensors and controls, installing OSHA-compliant access platforms and guardrails on both sides of each tower, and installing new internal basin walkways. Quotes are due by April 8, 2022 and the contractor must complete all work by the period of performance dates in the statement of work. Award will be made based on best value considering technical capability, past performance, and price.

• Remove the existing fan screen from the top of the cooling towers and salvage to be re-installed and incorporated into the new work
#1: By Salvage, does the Government desire for the fan screen to receive a galvanized coating?
Please reuse only!
• Remove the existing fan assemblies, couplings, gear boxes, motors and mechanical equipment
#2: Please verify, by mechanical equipment, the Government desires to have the vibration sensors and gear oil linesets and vent lines replaced? Yes, these are parts connected to the mechanical equipment that has vibrated off and hanging over the basin.
• Wiring (disconnection of existing / reconnection of new) motors and controls
#3: Please verify, the 3-phase power to the motor is disconnect/reconnect only. Wiring to motors and controls will be connected as new.
#4: Please Verify, it is the intent of the Government to replace the Controls conduit (Corroded beyond reuse with exposed wiring) and wire serving the vibration sensors (2) and actuated bypass control valve all the way to the Siemens Control Panel. Wiring to motors and controls will be connected as new. The existing conduit that houses wires are noticeable corroded.
Bidder will include replacing this in their bid.
#5: Please verify the controls wiring and conduit not mentioned in RFI #4 above is not within the scope of work. Wiring to motors and controls will be connected as new. The existing conduit that houses wires are noticeable corroded. Bidder will include replacing this in their bid.
#6: Please verify the Controls wiring to the Siemens Panel and terminations in panel must be performed by Siemens authorized personnel and shall be present at startup. Termination only, will be orchestrated by ARS’s existing contract company. Wiring to this panel should be included in your bid.
• Furnish and install new galvanized coated mechanical equipment supports with new hardware per the manufacture's specifications
#7: Please verify the primary fan gear support shall be replaced completely (new) in both cells.
Both supports shall be replaced.
#8: Would the primary fan gear support built to or in excess of the manufacturer’s spec, be an acceptable replacement? Only if it meets or exceeds the manufacturer’s specifications.
#9: Please verify the hardware (bolts) shall be replaced not only for mechanical supports, but for structural members, which have corroded/rusted/deteriorated beyond reuse, on the entire interior of the CT cells. ALL HARDWARE (BOLTS etc.) which have corroded/rusted/deteriorated beyond reuse, shall be replaced not only for mechanical supports, but for structural members.
#10: Please confirm the mechanical piping supports outside the Cooling Tower are not in the requirements for this project. Mechanical piping is not included in this solicitation.
• Install new screens and cross braces
#11: Please verify the stainless sump screens only are intended for replacement. Replacement of the stainless sump screens are the only screens required.
#12: Please verify the cross braces (and connectors from braces to structure) both inside and outside both cells are all to be replaced new. All cross braces (and connectors from braces to structure) both inside and outside both cells shall be replaced new.
a. Provide and install new end wall access door platforms per the manufacture's specifications for safe access
#13: The manufacturer’s platform for this unit will not attach to this tower, as the original installation of pipe supports, and other apertures as installed are obstructions. Is an OSHA compliant platform for access into the tower from both sides with guardrails and ladder desired, with modifications needed to allow for repairs of apertures and devices? An OSHA compliant platform will be reviewed and acceptable.
#14: A size and load rating of the platform is not given. Would a 42” x 60” (or larger) platform be required, with a 500 lb. load rating? The side of the tower closest to the building has a mechanical pipe support right in front of the doorway to the tower, this should be sufficient size for the platform around this support to provide safe access. Acceptable!
#15: Please verify a platform is desired on both sides of the Cooling tower. Both sides to have a platform.
#16: Please verify the platform should be galvanized. Verified!
#17: Please verify the platform will require a concrete mechanical pad (or an extension of existing concrete) to support the new access platforms. Verified!
b. Provide and install a new fan deck access ladder with OSHA approved safety cage. Verified!
#18: Please verify a single ladder with Safety cage is required on the towers side opposite the chiller plant. The single ladder shall be located opposite side of the chiller plant.
#19: Does the government require a lockable access device to prevent the ladders use except under lock-and-key? No
c. Provide and install a new fan deck perimeter handrail system, to include handrails, knee rails, and toe boards.
#20: Verify the government requires that the Guardrail shall meet the OSHA standard for cooling tower fan decks. Guardrail shall meet the OSHA standard for cooling tower fan decks.
#21: Does the Government require the guardrail to be of galvanized construction? Yes
d. Provide and install (2) new galvanized internal cold water basin walk ways (1) per cell, per the manufacture's design and specification
#22: If available, does the Government require the manufacturer’s walkway accessory for the unit, or is other non-OEM walkways acceptable with the Manufacturer’s guidance? OSHA compliant walkways will be reviewed and acceptable.
#23: It appears the Cooling Tower is currently under the sphere of influence for need of lightning protection and does not have lightning terminals. The installation of the guardrail will likely create the need for terminals. Should isolated (not connected to building) protection for lightning protection be included within the scope of work? No
#24: Please verify the temporary chiller will be operational during the repairs to the CT and cannot be temporarily relocated for crane lifts (the placement of the rental chiller prevents the use of a cheaper crane setup). Current temporary chiller will remain until repairs have been completed. The unit will not move.
#25: Efficiency of work periods is more important post-pandemic, will 4 day-10 hours (7:00AM-5:30PM shifts) be allowed, to create cost benefit to the Government? Yes, if approved.
#26: Will weekend work be permitted with advance notice? Yes!
#27: Please verify the government will drain the tower basin prior to performance. The basin will be drained.
#28: Please verify the Government will rely on its own makeup water and chemicals for the system. Or is a flush of the system within the scope of work? Makeup water and chemicals will be provided by ARS.
