Repair Walls and Floors in Building One – 1967 Wing Oxford, MS Questions and Answers

1. In reviewing the documents looking for the liquidated damages for this project (for bonding request purposes) but cannot find the data. Could you please tell me where to find it, or how much it is?

Answer: Liquidated Damages have not been recommended for this requirement and are not included.

2. Will all the furniture, equipment, desks, etc. be removed by the site prior to the start of the work?

Answer: USDA will move all sensitive lab equipment and personal items from the rooms which require tile removal and installation. In rooms where only paint is required, it will be acceptable to leave the furniture in the room and cover it.

This sounds like USDA will clear the entire rooms where flooring is to be removed. Is this correct?

Answer: No. USDA will remove sensitive and personal items. There may still be some furniture the contractor will need to remove in rooms that will require floor removal.

In rooms where only painting will occur, material will be left in place by USDA, and the contractor protect and work around. Is this correct?

Answer: Yes.

Will the contractor still have to move some material where floor tile removal is taking place?

Answer: Yes.

3. Will all wall hangings be removed from the walls by the site prior to the start of the work?

Answer: No, the contractor is responsible for removing wall hangings and replacing them after painting.

4. Most of the ceiling is acoustic tile however there is also drywall ceiling areas; are they included in the paint portion of the quote?

Answer: Yes, painting of the non-acoustic tile ceiling is also requested.

5. Will floor leveling be required before new flooring is installed

6. Is there a total number of linear footage of base cove?

Answer: Prospective quoters were encouraged to make all necessary observations and measurements during the scheduled site visit. With that said, approximately 1,100 LF of cove base is anticipated.

7. Is the elevator flooring to be included?

8. Will the water fountain be removed by the site prior to start of work?

Answer: Yes, the location will remove the water fountain prior to start of work.

9. On page 8 of SOW it shows a picture of new flooring to be installed but does not show the model or manufacturer listed in specs. Do you have the flooring specifications?

Answer:

10. During the site visit some of the rooms had sheetrock or plaster ceilings. Do these ceilings need to be painted? The statement of work does not include painting ceilings.

Answer: See question 4 above: Yes, painting of the non-acoustic tile ceiling is also requested.

11. Will the contractor be responsible for removing marker boards, chalk boards, fire extinguishers, pictures, etc. and reinstalling after walls are painted?

Answer: See question 3 above: the contractor is responsible for removing wall hangings and replacing them after painting.

12. Does USDA have a lead report for the existing paint on the doors and frames?

Answer: USDA has no lead report.

13. Will the employees be required to only move personal items and the contractor be responsible to move the remaining contents?

14. Will the contractor be required to move and protect the Lab Equipment?

Answer: Sensitive lab equipment will be moved by the location. Other lab equipment will just need to be protected when painting.

15. During the site visit it appeared that a large amount of the cabinets were installed on top of the existing flooring. Will the cabinets need to be removed and reinstalled to allow demo of the asbestos flooring?

Answer: It is the intention of this project to remove and abate all asbestos containing tile and mastic in the designated rooms and hallways within the scope of this project. If cabinetry has been “built in” to the walls and removal would cause damage that would require repair beyond the limits of the scope of this project, please identify them and the USDA will evaluate it further.

16. In the statement of work painting the window frames is included. During the site visit the window frames are a storefront type dark bronze metal. Is the statement of work referring to painting the returns back to the window and the sill?

Answer: Only currently painted surfaces are to be repainted. Bronze storefront and other currently unpainted surfaces are to remain unpainted.

17. Will there be a location available to set a dumpster?

18. The statement of work says the contractor will provide their own restroom facility. Will portable facilities need to be brought into the work site?

Answer: The contractor will be allowed to use the restrooms in the work area of the building they are working in.

19. Will a 4 1/2” base be acceptable to allow for covering the existing base glue after the base is removed? After the abatement the plank flooring may be a small amount lower which may at times show the existing base glue.

Answer: The newly installed cove base should cover any and all unsightly blemishes such as those caused by previous adhesives.

20. Throughout the entire work area, it appears to be asbestos containing 9x9 floor tile and mastic below a layer of linoleum. It is assumed that all of this is on a concrete substrate, which is very easy to deal with. However, the elevator area (32.5 SF) shows to have a wooden substrate below this 9x9 floor tile. When we put mastic remover on this, the wood will not be able to be saved. When this mastic remover soaks into the wood, we typically remove the wood as asbestos, as well. Just wanted to bring this to your attention, so it can be addressed properly.

Or, if you have a different idea, want to attempt to save this wooden substrate, or anything else, please let us know, and we will adjust accordingly.

Answer: USDA would prefer for the existing wooden elevator substrate be removed, abated, and replaced with the appropriate substrate material in order to accept the designated floor covering specified in this project.

21. Regarding the asbestos abatement: Will the entire portion of the building scheduled for abatement be available at the same time or will it have to be performed in phases? The HVAC system will need to be shut down, and we will have to erect negative pressure contaminants, so if it needs to be performed in phases, the price will increase.

Answer: The entire portion of the building served by this HVAC system will be vacated during the abatement work.

22. Will other portions of the building adjacent to the areas being abated be occupied during the abatement period?.

Answer: Yes, other portions served by other HVAC systems will be occupied during abatement.

23. What type of clearances are required for the asbestos abatement? TEM or PCM.

Answer: PCM

24. Are there any asbestos abatement specifications for this project?

Answer: All applicable OSHA, EPA, and Mississippi Department of Environmental Quality regulations shall apply. The contractor shall be certified by the State of Mississippi and on the MDEQ approved list. I’ll also call to your attention 40 CFR sections 61.140 through 61.160 and MDEQ Admin Code, part 2, chapter 1, Rule 1.8.

25. The entire abatement area will need to be shut off from the rest of the building for approximately 1 week. As mentioned previously, the HVAC system will need to be shut down while abatement is being performed until successful air clearances has been achieved. Is this side of the building served by its own HVAC unit that is able to be shut down without affecting other areas of the building?

Answer: Yes, that section of the building is serviced by 4-5 air handlers. We will be able to shut them off. The upstairs for that wing has its own air handler so it will not be affected by the downstairs abatement.

26. Would the USDA consider extending the deadline for the quotes? This would allow contractors the time to produce their best offerings.

Answer: The due date for quotes has been extended to August 17, at 2:00 p.m. Central.
