SOLE SOURCE JUSTIFICATION
FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD
(The use of this template ls optional and solely for the convenience of the Contracting Officer)
1. Describe the requirement, as well as the total estimated dollar value. Please note that the requirement Is the minimum acceptable specification or capability, and Is not necessarily the best In the Industry. Please note whether any additional follow-on work Is anticipated in response to the current proposed effort.
The lamps should emit high intensity of light of photon flux (above 1400 micromoles/second) with a typical input of about 600 Watts. The light spectrum should be from 420-680 nm with the ability to provide targeted spectrum of wavelengths depending on the crop or variety (in this case, corn varieties). The lamps should not emit too much heat and should have the ability to control through Wl-Fi using mobile phones or laptops. We require about 24 lamps at $1299/lamp (provided at a sales price of $1149/lamp). The total cost is $28,286.

3. Describe why the proposed vendor Is the only vendor from which the requirement can be obtained. Examples of acceptable justifications Include but are not limited to: sole manufacturer n seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement. Attach supporting market research documentation.
Supplemental lighting in greenhouse from LEO lamps is needed to grow corn plants from seeds to kernel maturity.
The LED lamps should emit less heat, produce acceptable quantity of light intensity (more than 1400 micromoles/s);
the spectrum of light generated is adjustable for precision growth, ranging from 420-680 nm. In addition, the smartPAR system (an add-on) make it amenable for control of lighting and luminescence using computerized access or mobile phones using Wi-Fi based on daylight and duration. All these features are provided by LumiGrow ToplightTM. As such, LumlGrow LED light sources are ideal for successful corn growing in the greenhouse. Thls is continuity of compatibility for research for same light spectrum to grow like or similar plantings. Also, for minimizing type of lights and parts for lights; will match existing lights in middle bay of greenhouse wing.
