About this file
Federal Purchase Program Specification for Whole Eggs
This is a Federal Purchase Program Specification (FPPS) issued by the USDA Agricultural Marketing Service (AMS) Livestock and Poultry Program, effective October 2026, that establishes quality standards and requirements for the procurement of whole egg products. The specification covers three commodity types: bulk liquid whole eggs without color stabilizer (48,000 pounds per tanker), frozen homogenized whole eggs with color stabilizer in 2-pound cartons (1,600 cases totaling 38,400 pounds per purchase unit), and frozen homogenized whole eggs with color stabilizer in 5-pound cartons (1,334 containers totaling 40,020 pounds per purchase unit). All products must be produced in FSIS-inspected official plants and comply with FSIS regulatory requirements, including approved HACCP plans where applicable. Shell eggs used must be no more than 21 days old from production date and meet commercial nest-run or U.S. Consumer Grade AA or A standards. Frozen products require pasteurization at minimum 142°F for 3.5 minutes within 72 hours of breaking, with freezing completed within 60 hours after pasteurization.
Microbiological acceptance requirements mandate Salmonella-negative results for all products, standard plate counts not exceeding 1,000 CFU per gram for frozen products and 50,000 CFU per gram for bulk liquid, and coliform counts not exceeding 10 CFU per gram for frozen products and 5,000 CFU per gram for bulk liquid. Bulk liquid eggs must have minimum total solids content of 23.6 percent. Contractors must maintain product identification and traceability systems, provide Certificates of Conformance for all shipments, and submit samples to USDA AMS National Science Laboratories for testing at contractor expense. Frozen products must arrive at destination at internal temperatures not exceeding 10°F with no individual sample exceeding 15°F, while bulk liquid must ship at 40°F or lower. All packaging must be FDA-approved, tamper-evident, and meet specific labeling requirements including nutrition facts, ingredients, and allergen statements. Contractors must establish complaint resolution procedures and can request waivers only through the Commodity Procurement Program Contracting Officer.
