About this file

This is a Questions and Answers document for RFQ 1234A9426Q0033, an Indefinite Delivery Indefinite Quantity (IDIQ) contract for sterile bags and sponges for FSIS Laboratories. The procurement covers 20 line items, including various Whirl-Pak bags in sizes ranging from 2 ounces to 184 ounces and four sponge products (BPW, D/E Sampler, Neutralizing Buffer, and Dry Cell variants). Estimated annual quantities per line item vary, with the largest volume being 870 units for the SR18-DRY sponge and smaller volumes of 10 units for several bag types. Deliveries will be made to three FSIS locations: the Midwestern Laboratory in St. Louis, Missouri; the Western Laboratory in Albany, California; and the Eastern Laboratory in Athens, Georgia.

Pricing will be evaluated as a simple sum of the 20 unit prices without extension by estimated quantities, with unit costs quoted per case or box as described in the Schedule of Items. The delivery timeframe is 14 days following receipt of each Delivery Order for all subsequent orders, with an initial 30-day timeframe applying at contract award that resets at the start of each period of performance. All products must be new commercial items from the Original Equipment Manufacturer (World Bioproduct LLC) or an OEM-approved source and must be manufactured in the United States to qualify as domestic end products. Offerors may propose escalated pricing for the four option periods or maintain firm-fixed pricing across the base and all option years. The NAICS code is 541380 (Testing Laboratories) with a $19 million size standard, and subcontracting plans are required only from large businesses. F.O.B. Destination applies to all deliveries.
