Price
4.1
Marketing FSIS food safety material and spokespersons to print, digital, radio and television journalists for Thanksgiving, Super Bowl, Independence Day, and yearly outcomes from observational research studies. These are the four major media tours conducted during this year of the contract. This task includes all items outlined in the statement of work under Task 4.1 and subtasks 4.1.1 through 4.1.7.

4.1.1 Planning for these tours shall begin sixty (60) days prior to each event.

4.1.2 The outlets used for these media tours will be a combination of national, regional and local media outlets.

4.1.3 The outlets used for these media tours will include print, digital, radio and television media outlets.

4.1.4 The outlets used for these media tours will be a combination of both English and Spanish language media outlets.

4.1.5 Each tour will include at least 40 scheduled interviews with estimated audience figures of at least 12 million consumers.

4.1.6 The contractor will monitor and track analytical data for these efforts. The contractor will provide reports with seven (7) days of the end of each major media tour; they will include earned media value, total placements, estimated audience figures, audience demographics, and additional information when directed.

4.1.7 A final report will be submitted for each major media tour fifteen (15) days after the tour’s completion.

4.2
Marketing FSIS food safety material and/or spokespersons to print, digital, radio and

television journalists will be requested for up to two (2) minor media tours related to Winter Holidays, Spring Holidays, Back to School, or non-routine topics such as food recalls. If additional minor media tours are needed, a contract modification will be negotiated. This task includes all items outlined in the statement of work under Task 4.2 and subtasks 4.2.1 through 4.2.6.

4.2.1 Planning for these tours shall begin thirty (30) days prior to each event, or within two (2) business days in the case of significant food recalls.

4.2.2 The outlets used for these media tours will be a combination of national, regional and local media outlets.

4.2.3 The outlets used for these media tours will include print, digital, radio and television media outlets.

4.2.4 The outlets used for these media tours will be a combination of both English and Spanish language media outlets.

4.2.5 Each tour will include at least 15 scheduled interviews with estimated audience figures of at least 2.5 million consumers.

4.2.6 The contractor will monitor and track analytical data for these efforts. The contractor will provide reports with seven (7) days of the end of each minor media tour; they will include earned media value, total placements, estimated audience figures, audience demographics, and additional information when directed. A final report will be submitted for each minor media tour fifteen (15) days after the tour’s completion.

4.3
Training to assist FSIS spokespersons to look knowledgeable, competent, and confident during TV or video interviews.
This training will cover how to answer questions in a

focused, strategic manner; how to create sound bites to convey messages; deliver the sound bites throughout an interview; and how to pivot or use bridging statements to bring an interview back to the intended topic. Training shall be conducted on a quarterly basis for a total of ten (10) to fifteen (15) FSIS employees.

4.4
Video production services to create b-roll footage as directed by FSIS in support of one or more of the media tour activities.

B-roll footage must capture shots as directed by FSIS and be in high definition (HD) for use by media outlets.

4.5
Tracking and metrics gathering on interviews not scheduled by the contractor for FSIS record keeping purposes. FSIS will supply the contractor information on the interviews FSIS staff pitched and placed.
FSIS estimates there to be approximately two hundred (200) to two hundred fifty (250) radio or television interviews per year pitched by FSIS staff. The contractor will provide a report on the earned media value, total placements, estimated audience figures, audience demographics, and additional information when directed.
5.0
Meeting and Reporting Requirements as outlined in outlined in the statement of work under Task 5 and subtasks 5.1 through 5.6.

5.1 Task Order Kick-Off Meeting – Within five (5) days of award, the contractor shall meet with FSIS to discuss this task order.

5.2 Work Plan – within fifteen (15) days of issuance of task order, the contractor shall submit a final work plan that details how they plan on successfully executing the task order.

5.3 Monthly Status Report – On the first of each month, or the first business day following the first of each month, the contractor shall submit a monthly report detailing progress, status, and financial reporting.

5.4 Media Tour Meetings – Sixty (60) days prior to the date of each major media tour and thirty (30) days prior to each minor media tour, the contractor and FSIS will have a kickoff meeting for the particular tour. Meeting will then be held weekly until the conclusion of the tours.

5.5 Coverage Reports – Seven (7) days after the completion of a tour, the contractor shall provide the first version of a coverage report. Fifteen (15) days after the completion of a tour, the contractor shall provide a final version of this report.

5.6 Additional reporting requirements may be added based on the work plan developed.
