STATEMENT OF WORK Attachment 1

BACKGROUND:

The USDA, FSIS, currently uses KIS™ test (Kidney Inhibition Swab) test to detect antimicrobial drug residues in all livestock in slaughter establishments. The test is an inhibition screening test for broad spectrum antimicrobial drugs such as beta lactams (both penicillins and cephalosporins), aminoglycosides, macrolides, tetracyclines, fluoroquinolones, sulfonamides, etc. in fresh or thawed kidney tissue. The FSIS personnel using the screening tests are slaughter facility inspectors that have been trained to use the equipment in their facilities. With the implementation of FSIS DIRECTIVE 10,800.1 Rev. 1 “RESIDUE SAMPLING, TESTING AND OTHER VERIFICATION PROCEDURES UNDER THE NATIONAL RESIDUE PROGRAM FOR MEAT AND POULTRY PRODUCTS” ( website: FSIS DIRECTIVE 10,800.1 Rev.1, in March 2014, all federal livestock establishments (cattle, swine, sheep, lamb, and goat slaughter establishments) are expected to continue using the KIS™ test for screening activities.

SCOPE:

The KIS™ test is the only commercially available screen test which has been validated and implemented agency wide in all livestock establishments. The FSIS currently has a requirement to procure the tests, negative controls, and heating blocks needed to perform the tests and meets the required specifications stated herein.
