1. OBJECTIVE

To provide software updates and technical assistance with continuing maintenance and new development of the Food Safety and Inspection Service (FSIS) Submission and Approval System (LSAS) for the annual period from August 20, 2019 through August 19, 2020.

2. BACKGROUND INFORMATION

The Label Submission and Approval System (LSAS) application is a multi-user, on-line computer system that tracks the status of label applications under the control of LPDD. It keeps a record of pertinent review decision information for each label that has been processed through the system, and can generate reports based on the label information stored in the system. The LSAS application serves as a searchable database when seeking information about products or establishments. Users of LSAS are from within USDA and public entities. USDA users are from FSIS (LPDD and Inspection Personnel) and Agriculture Marketing Services (AMS). Public-facing users include mostly establishments and, to a lesser extent, expediters.

LSAS will empower senior leaders with internal management controls to evaluate work performed by their subordinates and perform quality control review before finalizing the adjudication of labeling applications. LSAS will allow auditing activities on established user accounts or events and generate audit records.

LSAS will interface with the standard FSIS information management tools and architecture. LSAS will leverage FSIS User Interface (UI) Framework and comply with FSIS Architecture Framework guidelines. LSAS will utilize USDA’s e-Authentication system for system access control and FSIS Authorization Web Service. LSAS functionalities will leverage “Common Service” available within the FSIS Enterprise Network, such as: Logging, Authorization, User and Event Notification, Error Handling, and Business Rule engine Services.

All LSAS web-based transactions require that the users be authorized by USDA to have Level-2 authorization permission to access FSIS information systems. Remote users connecting via the Internet authenticate themselves to the USDA e-Authentication system for secure connectivity to LSAS. USDA’s e-Authentication system authenticates all user logins to the FSIS intranet and to their authorized applications. Site Minder works with e-Authentication to support user authentication to the application and to monitor session validity.

3. PURPOSE AND OBJECTIVES OF THE ACQUISITION

The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) has a requirement for a system to be used for Label Submission and Approval System. LSAS was developed with the integration of the Atalasoft software. The Atalasoft DotImage is the only full-featured .NET Imaging SDK that is royalty-free for desktop applications. Server deployments require only a per-server license. The Atalasoft DotImage PDF Reader Add-On quickly decodes PDF documents into color or grayscale raster images, seamlessly plugging into DotImage and associated image viewing components as an image decoder. Supports complicated PDFs with vectors, text, patterns, and transparency as well as simple image-only PDFs. Extract the images out of the PDF, rasterize the vector objects to a new image, or render directly onto a printer with absolutely no Adobe Acrobat dependencies. The Atalasoft DotImage OCR GlyphReader Engine an add-on to DotImage Document Imaging GlyphReader is a highly accurate OCR engine built for DotImage. It is available as an add-on module and uses the DotImage OCR interface. It has been tested with the ISRI OCR Performance Toolkit and found to be more accurate than other, more expensive industry leading OCR engines, with 99.5% accuracy. The Atalasoft OCR Searchable PDF SDK for .NET Add-on to DotImage for creating text-only or text-underneath image PDFs addition to any capture solution to create searchable PDFs with your OCR workflow. Create text-only or text-underneath PDF documents. The DotImage OCR Searchable PDF module has runtime royalty-free distribution for desktop applications and requires DotImage Document Imaging edition and the OCR with Tesseract or Glyphreader engine add-ons.
