The USDA Forest Service, National Stewardship Contracting Branch, is soliciting quotes for surface grading and compaction on 272.2 miles of forest roads across two zones: West Zone (128.5 miles) and East Zone (143.7 miles). Contractors may bid on one or both zones; those bidding both zones must demonstrate capability for simultaneous operations. The solicitation number is 12363N26Q4087, with a response deadline of April 10, 2026, at 11:00 AM CST. This is a small business set-aside under NAICS code 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45 million. The contract type is firm fixed price, and award is anticipated for a single contractor. All responsible sources may submit quotes, which must remain valid for 60 days post-submission.

Key performance requirements include road maintenance using motor graders (minimum 85 horsepower, 18-foot wheelbase), vibratory steel wheel rollers (minimum 6 tons), and road rakes. Work must be performed Monday through Friday during daylight hours. Contractors must comply with Forest Service specifications (FSSS/FP-14), call the Pennsylvania One Call System before earthwork, obtain necessary permits, manage invasive species (particularly Japanese stilt grass), and maintain quality control. Evaluation criteria include relevant past performance (minimum three references), technical approach, acceptability (pass/fail), and cost/price reasonableness. A pre-work conference will establish final road priorities and schedules. Proposals must include technical information with past performance documentation and a completed pricing schedule. Contractor key personnel must include an experienced grader operator, roller operator, and road rake operator per zone.

Project Allegheny National Forest Road Grading

General Information

1.0 Scope of Work

The objective of this project is to restore and maintain the drivability, drainage, and safety of designated Forest Service roads through grading operations. This work supports forest management, fire access, recreation, and administrative use.

It is required that multiple crews operate simultaneously across the West Zone and East Zone of the forest to maximize efficiency and reduce overall project duration. Prospective bidders may bid on one zone or both zones. If bidding on both zones, bidders must state in the technical proposal how they are able to operate both zones simultaneously.

Note: FR 615 is listed on the West Zone road list, however this road is outside of the West Zone geographic area. It is Roper Hollow Road in Elk Township that is on the western side of the Allegheny Reservoir.

2.0 Background

Roads to receive maintenance operations are located within the Allegheny National Forest, which lies within Warren, Mckean, Elk, and Forest Counties of Pennsylvania. In the past, this work has been accomplished with two Ranger District grading contracts. Road lengths that will receive maintenance will vary from 0.1 mile to 12 miles. Total distance of a road will not always be designated for maintenance. Type of surfacing may vary on any one road. Maintenance activities include surface grading.

12363N26Q4087 Allegheny National Forest Road Grading Page 8 of 70

Contractor Requirements

3.0 Technical Requirements / Tasks

Contractor will provide all equipment, labor, materials, tools, and other incidentals and execute all work necessary to perform the required road maintenance on the designated National Forest roads in accordance with the specifications, and bidder’s technical proposal which is incorporated by reference. The work consists of routine maintenance activities normally associated with gravel and native-surfaced roads. All work performed will be completed in accordance with the Standard Specification for Roads and Bridge on Federal Highway Projects FP-14 and the Forest Service Supplemental Specifications to the FP-14 (FSSS) included as part of this contract.

GENERAL NOTES:

1. Prior to any earth disturbing activities, contractor shall call the Pennsylvania One Call System (800‐242 1776) and all Oil and Gas Operators in the work area to determine locations of any underground utility lines.

2. A pre‐work conference will be conducted after the contract award at which time a listing of roads will be given to the Contractor. This listing will show individual roads by road number and mileage. Adjustments to this schedule may be made as priorities change. Any such adjustments require prior written documentation (Work Order) from the Contracting Officer (CO).

3. Contractor shall install temporary traffic control devices on all roads worked on in this project. Signs shall conform to the Manual on Uniform Traffic Control Devices (MUTCD). Contractors sign plan must be approved by Forest Service prior to work. Signs will be covered or removed on weekends, holidays, and any days when contractor is not working.

4. Work hours will be during daylight hours, Monday thru Friday. No evening work or work on weekends or Federal holidays will be allowed without approval of the Contracting Officer's Representative.

5. The contractor shall be held liable and is responsible for any damage caused by their personnel or equipment to any pipelines, trees, culverts, signs, posts, riprap, gates, or structures. Repair or replacement shall be at the Contractor's expense and at no additional cost to the Government. Ordered repair of culvert inlet or outlet shall be by field methods such as, jacking out or cutting away damaged metal which obstructs flow, or replacing a section if beyond repair. All cut edges and damage to galvanized coating shall be cleaned and treated with zinc‐ rich coating. In addition, any damage done to underground or over‐ground pipelines or utilities owned by oil and gas operators will be repaired at the contractor’s expense. Wounds on trees caused by grading will be treated with a commercial tree dressing.

6. Mitigation for Non‐Native Invasive Species (NNIS) will be discussed at the pre‐work conference each year. Maps of infestations and appropriate prevention and mitigation measures will be supplied and discussed. Construction Requirements and equipment cleaning for mitigation are as described in Supplemental Specification 151.

7. Prior to starting work, the contractor will submit to the Contracting Officer and COR for approval, a plan of operation indicating the planned grading operations and proposed timetable to complete the scheduled work activities. Contractor shall notify the COR of any changes to the plan of operation by phone call or e‐mail. At a minimum, contractor shall contact the COR weekly to discuss the progression of the grading operations.

8. Contractor is responsible for having in place a quality control system that will ensure work is performed in an acceptable manner. The Contractor will promptly furnish the COR with all inspection documents. Government Inspection is for the Government’s benefit.

12363N26Q4087 Allegheny National Forest Road Grading Page 9 of 70

ROAD GRADING AND COMPACTION:

Applicable FSSS/FP-14 Specifications: 303.04, 303.05, 303.06

1. The Government reserves the right to prioritize roads that need worked first. Roads considered Priority may be labeled as such in the supplied road lists, and shall be accomplished prior to other roads being maintained, unless prior approval has been given by the Contracting Officer’s Representative (COR).

2. The Government may require certain Priority Roads to be graded twice in one season. When this occurs, the road may be listed as such on the supplied road list. The first and second gradings shall both require rolling and will be paid at the unit price.

3. Roads shall be completed in such a manner that water shall not pond on roadbed or in ditch lines.

4. Contouring, topsoil re‐spreading, seeding and mulching of disturbed areas as determined by the Forest Service is required.

5. Roadway sod encountered during road reconditioning operations will be spread and leveled outside road template avoiding piles. Natural terrain depressions and opening are the preferred waste locations. Seeding and mulching may be required to supplement natural revegetation.

6. All proposed equipment to be used for performance of the work shall be of modern design, of the proper size and type, in good mechanical condition, and furnished with the appropriate and required attachments to effectively and efficiently perform the requirements of the contract. Equipment used under this specification shall meet the following specific requirements as to dimensions, power, size, type or capacity:

a. Motor graders shall be self‐propelled tandem drive with pneumatic tired wheels, power operated controls, eighty‐five (85) horsepower or greater, and a wheelbase of at least eighteen (18) feet.

Additionally, motor graders shall be equipped with the following:

i. Moldboard of not less than eleven (11) feet or more than fourteen (14) feet.

ii. A carbide tipped scarifier type cutting blade, Kennametal or similar (preferred, but not required)

iii. A scarifier attachment with a minimum of four (4) teeth.

iv. A Rollover Protective Structure (ROPS)

v. Minimum of four (4) amber flashing lights (2 forward & 2 rear)

vi. Fire extinguisher (minimum type B‐C)

vii. Emergency spill kit

viii. A reflective slow moving vehicle emblem mounted on the rear

b. A vibratory steel wheel roller shall be furnished, minimum of 6 tons. The compactor shall be equipped with amplitude and frequency controls and specifically designed to compact the material on which it is used.

c. A road rake suitable to properly meet the requirements of this contract shall be furnished. Rake shall be sufficiently weighted and operated at a low speed to prevent any bouncing of the rake during its use to remove larger material from the graded road surface.

d. Any movement or transportation of equipment to or from the work area(s) required to pursue the work, or for repair or replacement is considered for the Contractor's convenience and shall be accomplished at the Contractor's expense. The Contractor's proposed equipment shall be made available to the Contracting Officer for inspection prior to beginning work on each task order. The Contractor shall be responsible for using the equipment as specified in their Technical Proposal. Deviations from the Technical Proposal require approval by the CO.

7. All work should be so scheduled that at the end of a working day, the road is passable for the type of traffic normally using the road. If for any reason traffic hazards are left in or adjacent to the road after normal work hours, they shall be properly signed as hazards and visibly illuminated at night. Segments of unfinished work which may present a hazard to road users, such as rolls of surface materials, berms on the shoulder, etc. may not be left in the roadway overnight, weekends, or holidays.

8. The Contractor shall use industry standard methods to blade and properly shape the total roadbed width, including curve widening, turnarounds, turnouts, and parking areas that are part of the roadbed cross section, to

12363N26Q4087 Allegheny National Forest Road Grading Page 10 of 70 produce a surface which is uniform, consistent to grade and has either a crowned cross slope or a unidirectional cross slope across the entire roadbed width as indicated by the character of the existing surface. Typically, the roadbed shall be shaped so the crown is at the centerline with a uniform downward transverse cross slope of at least to 1/2 inch per foot towards each roadbed edge. Rounding of the crown at the road centerline and excessive cross slope shall be avoided. Unidirectional cross slope shall be the same slope rate as the crowned cross slope rate. The transition between crowned and unidirectional cross‐sloped sections shall be smooth and uniform.

9. The Contractor shall take reasonable measures to reclaim onto the roadbed all suitable aggregate material that has been worked to the roadbed edges by traffic or other means. Also, care shall be exercised during grading operations to avoid blading aggregate surface off the roadbed and to avoid fouling aggregate surfaces with unsuitable material or other debris removed from roadway ditches, berms, slides or other sources. Proper grading principles and techniques shall be utilized to ensure adequate mixing action of the loosened material, material movement along the moldboard face to its discharge end and the prevention of excess material loss from the moldboard toe or undercutting along the roadbed edge and the resulting formation of a “secondary ditch” (“high shoulder/berm”). Cutting secondary ditches or formation of high shoulders/berms along the roadbed edges is unacceptable and shall be removed. Do not undercut the tow of the cut slope when grading roads. Avoid over widening of roads due to repeated grading over time.

10. All pre‐existing berms, not natural, and secondary ditches shall be removed from the roadbed edge to the maximum extent possible to facilitate and expedite drainage off and away from the roadbed surface. All suitable aggregate material removed shall be incorporated into the roadbed and unsuitable soil and other material shall be disposed of as specified herein.

11. Grading operations shall be conducted as applicable and shall include the removal of, by scarifying and/or cutting out to a depth below all existing corrugations (washboards), potholes and ruts. Just filling in is unacceptable.

12. Road shoulders shall be properly shaped and have sufficient slope away from the traveled way and meet the traveled way edge at the same elevation to provide for drainage directly off and away from the traveled way surface and not create a low shoulder or drop‐off which is a safety hazard. The edge line of the roadbed shall be definite, continuous, and smooth to the extent that existing conditions and material permit, with no abrupt changes in alignment.

13. The finished roadbed surface shall have a proper and uniform crown or unidirectional cross slope and shall provide a smooth driving surface consistent with the various road maintenance level requirements stated in these notes. At intersections, the roadbed of all side roads, open or closed, shall be graded, as necessary, to insure a smooth and uniform transition.

14. All loose stones, sod clumps and other debris shall be removed from the roadbed surface and disposed of as described in these notes. All unsuitable soil material resulting from grading operations shall be disposed of five (5) feet beyond the roadbed edges by feathering out and/or scattering, so as not to create a berm, or be placed at locations approved by the COR where it will not interfere with roadway or existing drainage. No material resulting from the grading operation shall be deposited in roadway ditches, culvert inlets and outlets, immediately adjacent to roadbed edges, streams, wetlands, water bodies or at other locations where it will interfere with roadway or existing drainage. Any material deposited shall be immediately removed.

15. Grading shall be performed only when the roadbed material has suitable moisture content, five (5) to fifteen (15) percent by weight, for the roadbed to be properly graded, shaped, and compacted by traffic. Grading shall not be performed when the roadbed material moisture content is either too high or too low to properly grade the roadbed. Sufficient evidence of high moisture content is when the roadbed shows signs of becoming unstable as indicated by sponginess, shoving, rolling or other displacement of the roadbed material under traffic or maintenance equipment. Sufficient evidence of low moisture content is when the roadbed shows signs of not being able to be compacted by traffic, dust generation, and continuing raveling. No additional compensation shall be due the Contractor for any suspensions resulting from too dry or too wet soil moisture condition. Unless authorized by the COR, no surface blading shall be performed while moisture content is outside this range.

16. Road grading operations shall proceed in an orderly manner and shall not exceed one (1) mile in length without written permission from the COR. No unfinished work that may present a hazard to road users, such as berms of material, scarified roadbed, etc., shall be left within the roadbed limits overnight, on weekends or holidays.

12363N26Q4087 Allegheny National Forest Road Grading Page 11 of 70

17. All established grass and other vegetation shall be removed from within the roadbed limits. Established grass and other vegetation shall not be removed from areas outside the roadbed except as necessary to provide drainage.

18. All fallen trees, limbs, branches, and other obstructions in the roadbed and/or up to six (6) feet beyond each edge of the roadbed or in ditches and drainage ways shall be removed and disposed of manually or mechanically. All woody material removed shall be disposed of by scattering ten (10) feet beyond the existing roadway clearing on the down slope side of the road. All trees shall be limbed, and slash shall be cut or lopped and shall be made to lie within three (3) feet of the ground surface.

19. All stones removed from the roadbed shall be disposed of by scattering a minimum of five (5) feet beyond the roadbed on the down slope side of the road.

20. Ditch run‐outs shall be cleaned and opened for a distance of one motor grader length, outward from the roadbed, to provide drainage away from the roadbed. Additional ditch run‐outs shall be installed through existing berms or at other locations where long uninterrupted stretches of ditch line exist on moderate and steep grades, as mutually agreed, to maintain proper drainage away from the roadbed. Ditch run‐outs shall be cut uniformly outward at an angle of between 20 to 45 degrees from the ditch centerline at the same grade as the ditch line.

Material excavated from these run‐out ditches shall be used to form run‐out ditch blocks and/or properly disposed of by scattering. Excavated material shall not be used in the roadbed.

21. To prevent sediment from entering streams, all ditches, run‐outs or any location of bare soil that outlets into an active stream and is located within 25 feet of an active stream shall be seeded and mulched daily. The seed mixture shall contain only native and non‐invasive species to the state of Vermont. The seed mixture shall be approved by the COR prior to use. All mulch shall be free of nonnative and invasive species. A current list of noxious weed species of concern to the Forest Service is available by contacting the Forest Botanist, April Moore, at the Allegheny National Forest Supervisor’s Office at 4 Farm Colony Drive, Warren, PA 16365.

4.0 Contractor’s Key Personnel

At a minimum, the contractor’s key personnel for a single zone are an experienced grader operator, roller operator and road rake operator.

EVALUATION CRITERIA:

TECHNICAL PROPOSAL INSTRUCTIONS (Listed below are examples of instructions and criteria for information only.)

General

Proposals shall be submitted in two parts: a technical proposal and a price proposal. Each part shall be separate and complete in itself so that evaluation of one may be accomplished independently of the other. The price proposal shall be submitted with the solicitation forms.

Offerors are cautioned that sufficient and detailed information must be presented in their proposals to enable the Government to evaluate their proposals fully in accordance with the evaluation and award criteria contained herein. The Government is not obligated to ask for additional information and in the absence of appropriate information, the proposal will be rated deficient.

Price Proposal

A completed schedule of items with pricing information completes this requirement.

Technical Proposal

Offerors shall submit technical information for their firm and any proposed major subcontractors. Please submit your past performance with the technical information.

Also, the offeror shall submit information that illustrates a technical understanding of the work to be performed.

1) Relevant Past Performance:

Relevant Past Performance shall be obtained from previous work with the Federal Government and utilized for evaluation on this contract. Please provide at least 3 past performances.

(2) Technical Approach:

All offerors should show a high level of understanding of the work to be performed. This can be accomplished by submitting with the proposal the following information:

1. Description of how the work will be performed

2. Schedule (accomplishing work while meeting weather conditions)

3. Key Personnel

12363N26Q4087 Allegheny National Forest Road Grading Page 13 of 70

4. List of equipment to be used

(3) Cost or Price: A completed schedule of items with subsequent pricing information completes this requirement.

EVALUATION CRITERIA

Technical Evaluation Criteria

Technical proposals will be evaluated and rated by a Technical Evaluation Panel. Proposals shall be prepared in accordance with the proposal preparation instructions. The following factors and their associated sub-factors will be used in the technical evaluation process are listed below: Relevant Past Performance and Technical approach of work to be performed.

1) Relevant Past Performance:

a) Relevant Past Performance shall be provided and utilized for evaluation on this contract.

2) Technical Approach:

b) Understanding of Proposed Work: Offeror demonstrates a technical understanding of the proposed work including but not limited to preliminary scheduling, equipment requirements, site conditions and location, project challenges, and material requirements.

(3) Acceptability:

We will view the acceptability of each offer on a pass or fail criteria. An offeror’s documented response to the solicitation will not be deemed acceptable, if not received by the specified closing date and time, and the submitted proposal not clearly demonstrate the offerors understanding the needed work. In such cases the offeror will be viewed as having “failed” this criterion and will not be considered for award. An acceptable offer will receive a “pass” rating and will then be evaluated solely on price.

(4) Cost or Price:

Each acceptable offer will be evaluated for reasonableness of proposal price. This criterion will include consideration of cost information provided. It is the Government's intent to assess the unit prices to determine reasonableness and offeror's understanding of the work and ability to perform the contract. The importance of price may become greater as the differences between technical proposals decrease. Where technical proposals are determined to be substantially equal, price may control award.

12363N26Q4087 Allegheny National Forest Road Grading Page 14 of 70

(b) Award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ALLEGHENY NATIONAL FOREST

Prior to starting work on the Allegheny National Forest (ANF) lands and when leaving ANF lands, all equipment will be visually inspected to ensure it is free of soil, seeds, vegetative matter or other debris that could contain or hold seeds. The contractor/Project supervisor shall not move equipment which last operated in areas that were infested with ANF invasive species of concern into an un-infested treatment block without using whatever clearning measures are necessary to ensure the equipment is free of non-native invasive plants of concern. Disassembly of equipment components or specialized inspection tools are not required. The contractor/project supervisor must advise the designated inspector what measures were taken to clean the equipment following use on non-ANF lands or areas infested with an invasive species and arrange for the designated inspector to inspect prior to use of equipment. Pictures with dates may be submitted as proof of equipment cleaning. Equipment shall be considered free of soils, seeds, or other such debris when a visual inspection does not disclose such material. If the contractor desired to clean the equipment on national forest land, the contractor and designated inspector shall agree on locations for the clearning and control of off-site impacts, if any. Japanese stilt grass (Microstegium vimineum, also known as Napalese browtop) a non-native, highly invasive grass has been found along some roads and efforts to minimize transfer of seeds through soil movement and equipment should be taken.

Roads indicated as priority roads and shall be accomplished prior to other roads being maintained, unless prior approval has been given by the Contracting Officer’s Representative (COR)

FAR 52.225-9 BUY AMERICAN ACT-CONSTRUCTION MATERIALS (OCT 2022)

(a) Definitions. As used in this clause— Commercially available off-the-shelf (COTS) item—

(1) Means any item of supply (including construction material) that is–

(i) A commercial product (as defined in paragraph (1) of the definition of “commercial product” at Federal Acquisition Regulation (FAR) 2.101);

(ii) Sold in substantial quantities in the commercial marketplace; and

(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and

(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.

"Construction material" means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.

Cost of components means—

12363N26Q4087 Allegheny National Forest Road Grading Page 20 of 70 https://www.acquisition.gov/far/part-2#FAR_2_101

(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or

(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.

Critical component means a component that is mined, produced, or manufactured in the United States and deemed critical to the U.S. supply chain. The list of critical components is at FAR 25.105.

Critical item means a domestic construction material or domestic end product that is deemed critical to U.S.

supply chain resiliency. The list of critical items is at FAR 25.105.

Domestic construction material means—

(1) For construction material that does not consist wholly or predominantly of iron or steel or a combination of both-

(i) An unmanufactured construction material mined or produced in the United States; or

(ii) A construction material manufactured in the United States, if–

(A)The cost of its components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its components, except that the percentage will be 65 percent for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic. Components of unknown origin are treated as foreign; or

(B) The construction material is a COTS item; or

(2) For construction material that consists wholly or predominantly of iron or steel or a combination of both, a construction material manufactured in the United States if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all component used in such construction material. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the construction material and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign. If the construction material contains multiple components, the cost of all the materials used in such construction material is calculated in accordance with the definition of "cost of components".

Fastener means a hardware device that mechanically joins or affixes two or more objects together. Examples of fasteners are nuts, bolts, pins, rivets, nails, clips, and screws.

Foreign construction material means a construction material other than a domestic construction material.

Foreign iron and steel means iron or steel products not produced in the United States. Produced in the United States means that all manufacturing processes of the iron or steel must take place in the United States, from the initial melting stage through the application of coatings, except metallurgical processes involving refinement of steel additives. The origin of the elements of the iron or steel is not relevant to the determination of whether it is domestic or foreign.

Predominantly of iron or steel or a combination of both means that the cost of the iron and steel content exceeds 50 percent of the total cost of all its components. The cost of iron and steel is the cost of the iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the product and a good faith estimate of the cost of iron or steel components excluding COTS fasteners.

Steel means an alloy that includes at least 50 percent iron, between 0.02 and 2 percent carbon, and may include other elements.

"United States" means the 50 States, the District of Columbia, and outlying areas.

(b) Domestic preference.

12363N26Q4087 Allegheny National Forest Road Grading Page 21 of 70 https://www.acquisition.gov/far/part-25#FAR_25_105

(1) This clause implements 41 U.S.C.chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute is waived for construction material that is a COTS item, except that for construction material that consists wholly or predominantly of iron or steel or a combination of both, the domestic content test is applied only to the iron and steel content of the construction materials, excluding COTS fasteners. (See FAR 12.505(a)(2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.

(2) This requirement does not apply to information technology that is a commercial product or to the construction materials or components listed by the Government as follows:

_________________NONE_______________________________

[Contracting Officer to list applicable excepted materials or indicate "none"]

(3) The Contracting Officer may add other foreign construction material to the list in paragraph (b)(2) of this clause if the Government determines that-

(i) The cost of domestic construction material would be unreasonable.

(A) For domestic construction material that is not a critical item or does not contain critical components.
