About this file

This is a Request for Quotation (RFQ) issued by the National Stewardship Team IRSC under the U.S. Department of Agriculture for timber marking and cruising services at the Ottawa National Forest in Michigan's Upper Peninsula. The solicitation number is 12363N26Q4079, issued March 17, 2026, with quotations due April 7, 2026 at 11:00 AM CT. The contract period runs from April 15, 2026 through September 30, 2026, with delivery to the Ottawa National Forest, Kenton Ranger District. The work involves timber mark and cruise services for the Bowfin Stewardship Timber Sale across approximately 248 acres in three forest management categories: hardwood selection/improvement/thinning (145 acres), pine and spruce thinning (96 acres), and clearcut/removal cut (7 acres). Unit pricing is required for each item with quantities specified in acres. The contract type is firm fixed price, and this is not a small business set-aside.

Quoters must submit one copy of a completed SF-18 form, one copy of the completed Schedule of Items, and a technical proposal addressing contract time and schedule conformance. Award will be made to the quoter offering the best value considering technical and price factors as approximately equal. Past performance will be evaluated through SAM.gov and CPARS databases. Price will be evaluated for reasonableness and total cost to government. The RFQ includes detailed silvicultural requirements, marking guides, and design criteria specific to each payment unit, with emphasis on single-tree selection cuts, commercial thinning, and clearcut harvesting to promote forest health and regeneration. The government furnished tree marking paint (BLUE) will be issued by appointment at the Kenton Ranger District Office.

EVALUATION FACTORS FOR AWARD

FAR 52.252-1 Solicitation Provisions Incorporated by Reference (FEB 1998)

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this/these address(es):

https://www.acquisition.gov/browse/index/far (FAR clauses begin with 52) Department of Agriculture Acquisition Regulation (AGAR) Clauses: https://www.acquisition.gov/agar (AGAR clauses begin with 452) Deviations to provisions may be viewed at: https://www.dm.usda.gov/procurement/policy/FARClassDeviations.htm

FAR 52.216-1 Type of Contract. (APR 1984)

The Government contemplates award of a firm fixed price contract resulting from this solicitation.

Technical Package addressing the following evaluation factors and subfactors:

1. Past Performance. Determined by SAM.gov and CPARS databases. Formal submission to address this factor has been completed under FAR 17.2 Options renewal and modification issuance. Source Selection Authority shall submit all Vendor Unique Entity Identifiers to SAM.gov and CPARs to form a basis for responsibility and prior past performance. Each file shall be kept under vendor name at time of selection for an accurate and complete document of record.

2. Price. Price will be evaluated on the basis of reasonableness and total cost to the Government and shall be used to determine the comprehension and evaluation of the understanding of the work to be completed.

a. Quoters shall submit their quote(s) by submitting the following:

i. 1 copy of completed, signed SF-18 Request for Quotations form;

ii. 1 copy of completed Schedule of Items; and

iii. Quoter response(s) to technical (non-price) evaluation criteria.

b. Technical (non-price) evaluation criteria instructions. Quoters shall submit a response to the following non-price evaluation factor:

1. Quoters shall submit a proposal concerning how they intend to conform to the contract requirements concerning contract time and schedule.

6. Evaluation Criteria and Award Statement.

a. Technical / Non-Price Evaluation Factors.

12363N26Q4079 Ottawa NF Bowfin Mark and Cruise Page 3 of 27 https://www.acquisition.gov/browse/index/far https://www.acquisition.gov/agar https://www.dm.usda.gov/procurement/policy/FARClassDeviations.htm

i. Contract Time and Schedule. The Government will evaluate the Quoter’s proposal(s) concerning how they intend to conform to the contract time requirements of the Call Order. A Quoter response containing details that convincingly demonstrate to the Government that the Quoter will complete the Call Order within the minimum contract time requirements is highly desirable and will have a positive effect on the evaluation. Quoter proposals that propose completing all or part of the work faster than required by the Call Order as presented will be considered by the Government, and the ratings of such proposals will depend on the nature of the proposal and its anticipated benefit to the Government.

b. Price Quote. The Government will evaluate the Quoter’s proposed price(s) for price reasonableness.

c. Award Statement. Award will be made to the Quoter(s) whose response(s) represent the best value to the Government, technical and price factors considered. Evaluation factors other than cost or price, when combined, are approximately equal to cost or price in the award decision(s). The critical factor in making any price/technical trade-offs is not the spread between the technical ratings, but rather the significance of that difference. The significance of the difference in ratings will be determined on the basis of what that difference is and what it would cost the government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for fulfilling the requirements of this contract. The Government reserves the right to make price/technical trade-offs that are in the best interest and advantageous to the Government.

Quotations should contain the quoter’s best technical and price terms. The Contracting Officer may reject any or all quotations. The Contracting Officer may issue a call order to other than the quoter with the lowest priced quotation. It is the Government’s intent to award without holding discussions. Technical Packages should be submitted initially on the most favorable terms, from a price and technical standpoint, which the quoter can submit to the Government. After the evaluation of quotations, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing any order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR 13. The government will evaluate information based on the following evaluation criteria.

The Government may reject any or all quotes if such action is determined to be in the best interest of the Government.

SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT

Scope of Contract This contract is for Payment Units (1-10) in the Bowfin Stewardship Timber Sale. It involves timber marking and volume estimation of approximately 248 acres in Northern Hardwoods forest types, broken down by the following descriptions:

(1) HARDWOOD SELECTION, IMPROVEMENT, THINNING (Marking & Cruising)

Payment Units 1, 4, 6, 7, 9, 10: approximately 145 acres

Uneven aged stands or even-aged stands with uneven-aged or even-aged objectives consisting of a mixture of Northern Hardwood types of various size classes. These stands contain both pulpwood and sawtimber Species/Product/Unit mixes. Marking objectives are to remove trees considered high risk, defective, poor form, or mature and to maintain or develop size class structure with optimum growing stock, per the specific marking instructions.

(2) PINE AND SPRUCE THINNING (even-age) (Marking & Cruising)

Payment Units 2, 3, 5: approximately 96 acres

These stands are second and third entries, and generally are heavier to sawtimber-sized trees.

The objectives are to remove high risk trees and thin the remainder of the stand to the desired residual basal area and spacing specifications. Skid trails are generally in place from previous harvest. When applicable and at the discretion of the COR, marking objectives include establishing skid trails prior to thinning to the desired residual basal area and spacing guidelines between trails.

(6) CLEARCUT/REMOVAL CUT (Marking & Cruising - where all trees are counted)

Payment Unit 8: approximately 7 acres

Generally in a clearcut or removal cut, where all LIVE and/or DEAD trees that meet minimum specifications for size or species are designated for removal EXCEPT for trees marked as RESERVE TREES, LEAVE TREES or trees within PROTECTED

AREAS.

In Payment Units where designated Species are too variable for Area Estimate Cruising methods, trees designated for removal will be marked with a paint spot at eye level to verify the tree was counted – a stump mark is not generally required.

12363N26Q4079 Ottawa NF Bowfin Mark and Cruise Page 5 of 27

(8) SAMPLE TREE CRUISING METHOD

Payment Units 1-10: approximately 248 acres

The Sample Tree cruising method (STR) involves measuring a specified proportion (Sample Interval) of trees in the defined sub-population. The remaining trees included for removal are tallied as count trees. With this cruising method, every tree included for removal must be visited and marked.

NOTE: USFS has not marked the Road ROW unit (11) yet for this sale. This will be done by USFS at a later date. For units that have a road running through them, contractor should still mark/cruise trees up to the edge of the existing road clearing.

NOTE: Government furnished tree marking paint (TMP) will be issued, or returned, by appointment only at the KENTON RANGER DISTRICT OFFICE. The primary point of contact for all TMP transactions will be the paint custodian. This person will be identified at the pre-work meeting. BLUE paint has been designated for this sale.

This sale can be accessed from the following direction:

From the intersections of M-28 and south FH-16 in Kenton, travel south on FH-16 for approximately 9.1 miles to and turn right on Robinson Lake Road. Travel 2.9 miles and turn right on FR 3614. Travel 0.3 miles. Sale will be on either side of the road.

DESIRED CONDITION

Healthy, resilient, uneven-aged mixed upland hardwoods stand with maintained or enhanced species diversity.

Sugar maple and hemlock are the dominant species, but other mid-tolerant species should be maintained and regenerated.

Soil and hydrology function are high.

Minimal risk of insect/disease outbreak.

Wildlife habitat is maintained within the stand.

STAND DESCRIPTION

The stands contained within these payment units (PU) are diverse 2nd growth mixed northern hardwoods stands.

The overstory is dominated by sugar/red maple along with hemlock in PU 1 and 7. In the other PU’s components of eastern hemlock, American basswood, paper birch, quaking aspen, white spruce, occasional red oak and paper and yellow birch. The understory of the stands contains mostly sugar/red maple, and balsam fir. Advanced regeneration in the stand is primarily sugar maple.

Figure 1. Northern hardwoods stocking chart (Leak et al 2014).

The primary habitat type found throughout the stands is ATD indicating a relatively moist, fairly productive site. The soils in the stands are generally characterized as sandy-loam and are moderately well to well drained. Some small areas of poorly drained soils may be encountered.

Table 1: Payment Unit Stocking

12363N26Q4079 Ottawa NF Bowfin Mark and Cruise Page 9 of 27

SHORT- AND LONG-TERM OBJECTIVES

Short term:

• Use individual tree selection harvest in the stand to regenerate a new age class of northern hardwoods to promote uneven-aged structure.

• Improve the health, growth, and quality of the residual trees in the stand.

• Increase regeneration of eastern hemlock and mid-tolerant species.

• Monitor stand post-harvest to ensure desired conditions are achieved.

• Provide timber products to local markets.

• Maintain soil and riparian health and function throughout timber harvest operations.

Long term:

• Use uneven-aged management to increase structure, function, and composition in the stand.

• Set the stand up for future re-entries to maintain uneven-aged management regime into the future.

• Achieve regeneration on each entry to fully stock the stand with a balance of different age classes.

• Recruit potential snags and down logs

• Maintain stand health and function into the future over the long term.

• Provide timber products for local operators.

• Work toward a balanced size/age class: q-factor 1.4, maximum tree diameter = 24”, residual basal area = 80 ft2/ac.

12363N26Q4079 Ottawa NF Bowfin Mark and Cruise Page 10 of 27

MARKING GUIDE:

Name of Treatment – Single-tree Selection Cut

Residual BA/Ac: 70-80 ft2

Acres - see table above

Create small (~50’) to medium (~150’) sized canopy gaps to regenerate both shade tolerant and mid-tolerant species. This may be achieved by removing groups of small trees or individual large trees. Ensure drop zones are marked for larger trees selected for removal. Gaps should be measured canopy edge to canopy edge. Prioritize the removal of sugar and red maple, while trying to maintain the components of hemlock, yellow birch, and other mid-tolerant species encountered. Select all merchantable white ash and black ash for removal if encountered.

Select all merchantable ironwood for removal. When designating trees for removal, follow the order listed below:

1. Remove trees with poor health and at high risk of mortality before next entry (~20 years) considering: rot, crooks, cracks, sweep, sugar maple borer damage, and canker damage.

2. Favor the retention of healthy/vigorous crop trees by removing nearby trees of lesser quality.

3. Favor regenerating diverse species by creating small to medium gaps near healthy/viable mid-tolerant crop trees. Aim to install 1 canopy gap every 3 acres and mark the rest of the stand to ~80-90ft2/acre to achieve average residual BA.

4. Remove all spruce over 10” dbh.

In general, mark roughly 1/5 of trees >24” diameter breast height (dbh) unless they are cull or have significant wildlife value. In more dense hemlock and basswood dominated areas, the residual basal area may be left higher (BA 100ft2 to 120ft2/acre). Remove all mature aspen where encountered (10”+). Promote the development of an uneven-aged structure by retaining trees of all size classes. Manage for the best tree in place.

Do NOT designate trees for removal if they are within an intermittent stream bed. Do NOT mark trees in wet areas or on steep inoperable slopes where they cannot be reached by equipment.

REMARKS

Marking emphasis is placed on quality and creating growing space for regeneration which progresses the stands to uneven aged conditions (three distinct age classes). Managing for a desirable diameter distribution will come in future entries, typically after a new class of 5” DBH trees are present.

The stands can be accessed via FR-3614 and FR-3611.

If Emerald Ash Borer damage is suspected in these units, inform the marking contract COR and/or the Kenton Silviculturist.

There may be relic marking paint from past timber sales in this area that may need to be blacked out during the marking of the new sale. If such paint is encountered, contact COR.

There may be scattered, small, poorly drained pockets, seeps, steep slopes, rock outcrops, perched water tables, or shallow bedrock areas; do not designate any trees for removal in these areas.

The operating season interpretive rating for the payment units is 2 – Winter frozen and July, August, and September

If any comments, questions, or issues arise – please contact the Kenton RD Forester or Silviculturist.

100% of conifer volume should be considered salvage due to spruce decline and I&D issues within the stands. 20% of aspen volume should be considered salvage. 15% of hardwood volume should be considered salvage due to overstocked conditions, wind damage and I&D issues within the stands.

Name of Treatment - Commercial Thinning

Residual BA/Ac: 90-100 ft2

Remove competing hardwoods first, favoring maples for removal. In general, mark to improve the quality of the stand and achieve BA target focusing on releasing white pine from competition. Thin the white pine to a basal area no lower than 90-100 ft2/acre. Mark enough trees for removal to allow for harvest operability. In low density areas where the BA is already around 90-100 ft2/acre, only mark high risk individuals.

Favor the retention of healthy white pine, northern red oak, and yellow birch and paper birch.

The stands can be accessed via FR-3614 and FR-3611.

If Emerald Ash Borer damage is suspected in these units, inform the marking contract COR and/or the Kenton Silviculturist.

There may be relic marking paint from past timber sales in this area that may need to be blacked out during the

The operating season interpretive rating for the payment units is 2 – winter frozen and July, August, and September.

If any comments, questions, or issues arise – please contact the Kenton RD Forester or Silviculturist.

100% of conifer volume (balsam fir and spruce) should be considered salvage due to spruce decline and I&D issues within the stands. 60% of aspen volume should be considered salvage due to overmaturity. 15% of hardwood volume should be considered salvage due to wind damage and I&D issues within the stand.

This stand has an overstory containing a mix of quaking aspen, red and sugar maple, and balsam fir. The understory is mostly made up of maple, and balsam fir. The regeneration layer is mostly maples.

The average basal area (BA) of the overstory is 145 ft2/acre. There are approximately 376 trees/acre. The average dbh for aspen is 13”.

The primary habitat type found throughout the stands is ATD indicating a relatively moist, fairly productive site. The soils in the stands are generally characterized as sandy-loam and are moderately well to well drained. Some small areas of poorly drained soils may be encountered.

Even-aged stand of regenerating aspen.

Soil and hydrology function are high.

Minimal risk of insect/disease outbreak.

Wildlife habitat/forage is enhanced.

The average stocking for the stands should be ≥ 3200 seedlings per acre of aspen and other acceptable species outlined in FSH 2409.17 – SILVICULTURAL PRACTICES

• Conduct a clear-cut harvest to regenerate aspen.

• Retain at least 4 snags per acre for wildlife habitat.

Long term:

• Use even-aged management to increase the structure within the stand and across the landscape.

• Manage the stand for aspen to contribute towards the MA 4.1a objective of maintaining 15-25% aspen-paper birch.

• Maintain stand health and function over the long term.

• Provide timber products for local operators.

• The stand should be growing at an optimal rate with stocking levels at or below full-stocking to minimize risk of stress from suppression and the threat of pest-outbreaks.

• Once the stand has achieved rotation age (40-90 years old), regenerate the stand.

Name of Treatment - Clearcut w/ Leave Trees (4117)

Residual BA/Ac: <10 ft2

Mark trees with the goal of creating ideal regeneration conditions for aspen, paper birch (where present). Where aspen is the dominant species, aim for BA ≤ 10ft2/acre.

When designating trees for removal, follow the order listed below:

1. Designate aspen, maple, spruce, and fir for removal.

2. Retain healthy eastern white pine, red pine, northern red oak, hemlock, paper birch, and cedar if encountered.

Any oak or elm left for retention require neighboring leave trees to protect from sun scald, so mature aspen and may be retained as leave trees in this situation.

Eastern white pine, red pine, northern red oak, hemlock, paper birch, and cedar are designated leave tree species.

When any designated leave tree species is selected for removal, it will need to be cut tree marked. If encountered, hemlock may be designated for removal for operability purposes or if the tree has a high risk of mortality within the next 20 years.

The stand can be accessed via FR-3611.

If Emerald Ash Borer damage is suspected in these units, inform the marking contract COR and/or the Kenton Silviculturist.

100% of conifer volume should be considered salvage due to spruce decline and I&D issues within the stands. 20% of aspen volume should be considered salvage. 15% of hardwood volume should be considered salvage due to overstocked conditions, wind damage and I&D issues within the stands.

MINIMUM STOCKING REQUIRED FOR NFMA

• Stand is typed as quaking aspen.

• NFMA stocking requirements are met if 3200 TPA of quaking aspen and other commercial species are present within 5 years (FSH 2409.17-2015-1 Ottawa Supplement).

• Meets requirements as outlined on R9 supplement FSH 2409.17-2008-2 (Certified Stocked Stands, pg 97)

• Cull Trees should be left for wildlife. Do not remove trees with little or no value unless they pose a safety hazard.

If cull trees need to be marked, the silviculturist should be notified to assess the risk.

• If any stick nests are found, the wildlife biologist should be notified.

• Reserve snags and den trees according to Forest Plan guidelines (p. 2-32); focus on retaining trees with features beneficial to the NLEB such as shaggy bark and cavities.

• If any archaeological sites are located during layout or implementation, the Archaeologist should be consulted.

• Follow riparian matrix and riparian design criteria to protect all riparian features such as vernal ponds, streams, 4493 Site Prep for Natural
