About this file

This document is Amendment No. 0001 to Solicitation No. 12363N26Q4039, issued by the USDA Forest Service Stewardship Contracting Branch on April 16, 2026. The amendment is effective through May 13, 2026, at 11:00 AM Mountain Time, which is the revised offer submission deadline to cynthia.horwitz@usda.gov.

The amendment adds FAR Clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors, April 2026) to the contract requirements. Additionally, it provides answers to five prospective bidder questions: (1) no permits are required; (2) a 20% bid bond is required; (3) no borrow sources are available—contractors must haul in 12 cubic yards of material for each hardened drainage crossing and rolling grade dip per Section 2.2.3 of the scope of work, with additional material potentially generated through road reconditioning; (4) regarding windrow preferences on NFSR 52, contractors should refer to the prior answer regarding material generation from road reconditioning work; and (5) confirmation that no work is required from Old Bolada Road to Arrastra Creek. The period of performance is May 18, 2026, through September 30, 2026. All other terms and conditions of the original solicitation remain unchanged.

Question 2: What percent bid bond is required?

Answer 2: 20%?

Question 3: If rolling dips are required on bedrock, is there a borrow source to make the rolling dips?

Answer 3: There are no borrow sources. Each hardened drainage crossing and rolling grade dip requires the Contractor to haul in 12CY of material (11CY for the crossing/dip, and 1CY for outlet stabilization). Refer to Section 2.2.3 in the scope of work. Additional material can be generated when roadside ditches and lead-outs are cleaned through road reconditioning work.

Reconditioning requires the contractor to blade or excavate suitable material and bring back to the roadway for grading purposes.

Question 4: We noticed portions of NFSR 52 have a windrow on the outer edge, and other portions do not. Does the Forest Service prefer a windrow or not? And if not, are we required to remove the windrow that is already there?

Answer 4: Refer to Answer 3. Additional material can be generated when roadside ditches and lead-outs are cleaned through road reconditioning work. Reconditioning requires the contractor to blade or excavate suitable material from ditches and bring back to the roadway for grading purposes.

Question 5: The Project Vicinity Map and Legend include Old Bolada Rd to Arrastra Creek ¿ please confirm there is no scope or work to be included in this area.

Answer 5: Confirming there is no work from Old

Bolada Road to Arrastra Creek.
