About this file
This is Amendment 0003 to a Request for Quotation (RFQ) for the Bumblebee Revised Stewardship IRSC project issued by the USDA Forest Service Procurement & Property Services, Stewardship Contracting Branch. The amendment, effective June 16, 2026, revises the Schedule of Items and extends the response deadline to June 30, 2026, at 4:00 p.m. PDT. The solicitation number is 12363N26Q4011, with the original solicitation dated May 15, 2026.
The project encompasses mandatory and optional work activities across the Stanislaus National Forest's Summit Ranger District, divided into two primary areas: Bumblebee and Marble Mountain. Mandatory work includes cutting and hauling timber products (1,458 acres of thinning, 57 acres of hazardous fuel removal), mastication (836 acres), and road reconstruction across 15 haul roads with specific grading, drainage, and surface course specifications. Optional work includes Marble Mountain timber and product removal (1,764 acres of sawtimber cutting, biomass operations across 361 acres at three complexity levels based on ccf/acre ranges, and 730 acres of mastication). Pricing requirements mandate firm-fixed unit prices on all items. Timber removal schedules specify minimum acceptable offers: Bumblebee products total $207,853 minimum; Marble Mountain sawtimber ranges from $0.01 to $6.00 per ton with Forest Service appraisal determination. The awarded firm-fixed prices will not be renegotiated or adjusted for quantity changes once determined. The contract is administered by Norma Windle at norma.windle@usda.gov. All terms and conditions from the original solicitation remain in effect except as modified by this amendment.

SCHEDULE NOTES
Note 1: These schedules are for pricing/payment purposes. Refer to 52.212-1, Instructions to Offerors for technical proposal requirements. Evaluation criteria used by the Forest Service for proposals is located in 52.212-2 of this solicitation.
Note 2: Price Quotes MUST be provided on ALL Items in Schedules: Mandatory Work Activities and Optional Work Activities and Timber or other products Removal Price Schedule. Unit prices prevail.
Mandatory Item 1b acres calculated using the 82-foot average cut tree height to create an 82-foot average cut distance off the road. In some areas the cutting will be closer to the road, in other areas it will be further, depending on cut tree height.
Wildlife surveys will be conducted annually and may result in modifications to units’ boundaries and/or acres, as well as limited operating periods.
Note 3: Optional Items 36a, 36b(i, ii, iii) and 37 - Marble Mountain
Forest Service is responsible for completing sale preparation activities to determine quantities. Contractor shall provide a fixed price per Item based on the estimated quantity shown. Awarded Firm-Fixed unit prices prevail and WILL NOT be renegotiated or changed in future modifications to adjust quantities once known.
*Total quantities are unknown and are solicited as estimated gross quantities. Net needed quantities will be determined once the Forest Service has completed sale preparation activities.
• Forest Service conducted timber cruise will determine complexity level for item 36b (i, ii, iii) as Cut Skid and Deck Biomass (Grn Bio / Cull Logs) ccf/acre is unknown prior. “Step Ladder” pricing is used to enable the Government to establish Firm-Fixed Pricing at time of award for items based on differing complexity. Once the biomass and cull log ccf/per acre is determined, sub-item complexity will be executed through bi-lateral modification.
** Gross sawtimber volume is for evaluation purposes. Final commercial timber acres may be less than the estimated amount. The estimated gross tons of sawtimber for Item 36a was calculated assuming 5.0 MBF/acre. Once final timber cruise volumes are established, the Forest Service will conduct an independent timber appraisal using the R5 TEA appraisal system following the Forest Service Handbook direction, to determine Minimum Acceptable Offer timber rate. There shall be mutual agreement between both parties to modify gross tons of sawtimber and set the contract timber rate with a bi-lateral modification to execute Optional Work Items. If an agreement of the appraised Minimum Acceptable Offer timber rate cannot be made within 14 business days from the date the appraised timber rate is shared, Marble Mountain Cutting Units, optional service work, and road maintenance will not be executed, and a bi-lateral modification will not occur.
Timber Subject to Agreement (TSA) associated with Marble Mountain is not required and if contractor is interested in removing TSA product, describe the desire to remove in Technical Proposal. Removal will not be included as a work item and will be at the contractor’s expense. Tons of removal can be negotiated at time of execution of Optional Item 36.
***Contractors shall provide a Total Value Bid Premium for sawtimber ≥ $0.00 (enter in Timber/Product Removal Price Schedule (Marble Mountain) – Row 2). The Total Value Bid Premium will be added to the final Contract Timber Value determined by the FS timber appraisal. To reduce risk to both parties due to over/under-run of volume, cruising standards will use a maximum allowed error of 20% for sawtimber; and
