DESCRIPTION OF SUPPLIES/SERVICES
1. Scope of Work
This contract is a firm fixed-price contract procured under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. This project consists of fabricating, and delivering a portable steel vehicular bridge superstructure and additional components with features as described in the specifications and requirements sections, below. Several optional items are included. The Forest Service (FS) does not intend to place these bridges into service immediately but will need to store them until a site is clearly identified at a future date. As a result, FS will require clear instructions on proper bridge assembly and recommended equipment from the vendor.
2. Location or Delivery
The prefabricated steel bridge shall be delivered to the US Forest Service.

The contractor shall provide notice of delivery to the technical point of contact at least 14 days prior to the scheduled delivery.

Contractor shall include offloading services of bridge materials at the delivery location. If the Forest Service determines it will self-perform off-loading services, vendor shall provide recommendation of equipment specifications needed to perform off-loading safely.
Delivery shall be FOB destination to the delivery wareyard. Delivery shall take place Monday- Friday 8:00am – 4:30pm, excluding federal holidays, unless otherwise approved by the Contracting Officer.
3. Product Specifications
The steel portable bridge(s) shall be fabricated as specified below. Base bid shall include fabrication of a bridge for delivery to Tennessee (see location above).
Bridge Procurement Requirements
Pre-Fabricated Portable Bridge Provide 50’ long by 14’ wide (clear width between curb rail) prefabricated steel, portable bridge. Bridge design and assembly shall allow for easy delivery and transport using a standard tractor trailer that can haul legal loads over the federal interstate and state highway transportation system. Vendor shall include clear instructions on proper bridge assembly using standard industry construction equipment. Bridge design shall allow for simple assembly that facilitates “quick install”, including a pre-installed decking system.
Hinged wingwalls and a timber wearing surface shall be included with the bridge either pre-installed or allowing for easy assembly (i.e. attachment hardware shall be included).
Bridge foundation shall bear on permanently installed sand shoes and also have the option to be bolted to a prefabricated concrete foundation.
Minimum Load: LIVE LOAD: HL-93 (per LRFD)
Specifications:
The steel bridge superstructure (including decking) in accordance with the current edition of AASHTO LRFD Bridge Design Specifications and the identified design loading state above.
Provide shop drawings for the bridge superstructure and decking that are sealed by a Professional Engineer (PE) licensed in either the state of bridge manufacture or the state where the bridge will be delivered. In addition to engineering drawings, provide design calculations sealed by a PE licensed as stated above for the superstructure stingers/girders/beams and decking system.
Provide load rating calculations for the superstructure that are in accordance with the current edition (with interims) of the “Manual for Bridge Evaluation” (use LRFR methodology, Ch 6a). Include the following vehicular configurations in the load rating calculations (using designated load modification factors):
• HL-93 (VEHICLE + LANE OR TANDEM AXLES + LANE);

Rate the HL-93 for inventory and operating scenarios, and rate all other vehicles for the safe operating capacity, including impact.
Fabrication Specifications
• All steel shall be new, of domestic origin, and of minimum strength as indicated in stringer calculations.
• Fabrication and erection of steel components shall be in conformance to the AISC, Steel Construction Manual, 15th Edition, 2017 (AISC)\
• Welding procedures (including weld qualification test procedures) shall conform to the most current edition of AASHTO/AWS D1.5 (8th edition, published 2020).
Filler metal shall be in accordance with the applicable AWS Filler Metal Specification and shall match the corrosion properties of the base metal.
• Welders shall be qualified for each process and position used while fabricating the bridge. Qualification tests shall be in accordance with the most current edition of AWS D1.1/D1.5. All weld qualifications and records shall be kept in accordance with the Fabricator’s Quality Assurance Manual which has been approved by
AISC.
• Provide an anchoring system with the bridge that will allow for horizontally-oriented attachment of the bridge superstructure to an abutment (at a future time).
Qualifications of Bridge Manufacturer Qualified Bridge Manufacturers must have at least 5 years of experience fabricating these types of structures and shall have an up to date quality certification by AISC as Certified Bridge Fabrication - Advanced (Major) with Fracture Critical Endorsement.
Bridge Coating Provide a protective coating system for the steel in conformance to the applicable industry standard for the coating system. If black steel is utilized, provide as a minimum protection system one coat epoxy primer and one coat urethane topcoat, applied per manufacturer’s recommendations. Paint color and paint spec sheets shall be submitted to the CO for review and approval prior to application to the bridge.
Decking Provide decking that meets HL-93 live load requirements. If timber decking is used, clearly identify the tree species and dimensions and include decking calculations that show live loading requirements are met. Timber decking shall be secured onto the superstructure using bolt-on retainers (full length of each side of the bridge) to facilitate future decking replacement. Timber decking members shall be preservative/pressure treated using MCA or CCA and shall be treated for a “ground contact” scenario. Grade of lumber shall meet the minimum of the decking calculations. Provide material spec sheets for decking prior to ordering/installing materials.

Bridge Foundation
• Steel Sand Shoe (Base Item) Provide a permanently installed steel sand shoe abutment for the temporary bridge that meets HL-93 live load requirements and all AASHTO LRFD Bridge Design Specification requirements.
• Precast Concrete Sill with Elastomeric Bearing Pads (Option Item)
Provide precast concrete sill (or equal if proposing an alternative foundation) as a bearing surface, with an assumed soil bearing capacity of 3000 PSF. Precast concrete shall be manufactured by a PCI or NPCA certified plant, or fabricated with an equivalent quality control process. Submit concrete sill shop drawings, concrete mix design, and calculations for approval by the CO at least 14 days prior to fabrication. Design and furnish elastomeric bearing pads, 1 inch thick, 60 Durometer, Low Temperature, Zone D, in conformance with AASHTO M251.
Provide material spec sheets for the bearing pads for approval 7 days prior to ordering materials.
Hardware and Structural Steel Furnish all steel shapes, plates, and bars in conformance with AASHTO M270 GRADE 36 (ASTM A36). Structural bolts used to field splice or connect all main members shall be ASTM F3125 Grade A325. The nuts for these structural bolts shall be ASTM A563.
One flat hardened washer meeting ASTM F436 shall be supplied with all bolts. All bolts, nuts and washers shall be galvanized and shall be furnished in an amount of 5% in excess of the number required for each size and length. Non-structural bolts shall be ASTM A307 bolts, with hot-dip galvanized coating.
If decking is nail-laminated, nails shall be hot-dipped galvanized. Reinforcing steel shall be in conformance to AASHTO M31 or M322. Provide material certifications for all hardware and structural steel prior to delivery of the bridge (and foundation members).
Bridge Rail System Furnish a barrier system on the bridge, to include reflector tabs (2-sided crystal) at alternate posts. Mount rail posts with top height max. 18” above running surface.
Design barrier system to Test Level 1 (TL-1) 13.5K static load (AASHTO LRFD BRIDGE DESIGN SPECIFICATIONS, 7th EDITION WITH INTERIMS, TABLE A13.2-1). The rail system is owner designated, is not required to meet geometric requirements of LRFD, and is not required to be crash-tested, though it should be a configuration that re-directs traffic if impacted. Provide shop drawings for TL-1 barrier system for approval by the CO prior to fabrication (and installation on the bridge where applicable).

Dimensions All longitudinal dimensions for the structure are measured horizontally and include no corrections for grade. Reinforcing steel splice lengths shall be in accordance with ACI 315 and AASHTO specifications.
Portability Bridge design shall allow for connection to Forest Service owned dolly for transportation and installation. Alternatively, a dolly option item is included and maybe awarded if determined to be advantageous to the government.
4. Period of Performance
Delivery of the prefabricated steel bridge(s) shall occur no later than October 1, 2025.
5. Inspection Requirements
The Contracting Officer reserves the right to inspect the bridge at the plant at any time during the fabriction process. Additionally, a final physical inspection of the prefabricated steel bridge shall be made before off-loading. The Contractor shall notify the Inspector 14 days prior to delivery to allow for sufficient time to coordinate the final inspection.
6. Warranty
The Contractor shall guarantee the prefabricated steel bridge and all parts furnished, except for consumables and wear parts, against defective material and workmanship for a period of one (1) year from the date of acceptance, or the length of the manufacturer’s warranty, whichever is longer. The Contractor shall promptly correct any defects found, at no increase in the contract price.
If the Government returns supplies to the Contractor for correction or replacement under this clause, the Contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in this contract (irrespective of the f.o.b. point or the point of acceptance) to the Contractor’s plant and return to the place of delivery specified in this contract. The Contractor shall also bear the responsibility for the supplies while in transit.
The Contractor shall be the source for warranty work regardless of the make of the component.

The Contracting Officer may exercise the option by written notice to the Contractor within prior to end of contract,
• 52.217-9 Option to Extend the Term of the Contract. (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within prior to end of contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least prior to end of contract. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years and 6 months.
