2024 HOTDOG-LIMESTONE MACHINE PILE
General Information
1.0 Background and Purpose
The work includes machine piling all preexisting slash, ground fuels and whips. Piling operations shall not begin until soil moisture levels are below forest plan standards and guidelines. Piling operations will be suspended if soil moisture levels subsequently exceed standards and guidelines due to adverse or unusual weather conditions.
The expected results of the contract are to rearrange slash (and the related fire hazard) from identified units and/or provide adequate site preparation for reforestation activities. Fuels reduction will be accomplished by machine piling slash which will later be disposed of via prescribed burning by the Forest Service, to create a condition that may lower the intensity of future wildfires. Areas to be piled are in timber harvest units with some areas having had additional non-commercial thinning or whipfalling and bucking to aid in maneuverability of machinery.

2. Slash does not include cull decks or landing piles in existence prior to award of this contract.
3. The purpose of this work is to break up the fuel continuity, reduce heavy fuel accumulations, provide seedbeds and/or planting access and provide a place for trees to grow. The intent is not to pile all of the woody material present on the site. Large woody materials provide numerous benefits to the site, which shall be maintained in place.
4. The Contractor shall leave all logs that are greater than 10.1 inches diameter at the small end and longer than 10 feet in length in place. However, contractor shall leave the remaining material in the unit randomly scattered throughout the unit and not just near the edges, at the top of the unit or concentrated in one or two spots.
5. The Contractor shall pile 90% of all material from 1 to 10 inches in diameter over 4 feet in length.
B. Location of Piles
1. Contractor is required to monitor pile placement closely so that burning does not cause excessive crown scorch or bole scorch to leave trees, snags, or seed wall trees. Contractor shall construct piles as far away from designated leave trees as feasible.
2. Piles shall be located within contract unit boundaries. Piles should be located at least 10 feet from unit boundaries adjacent to Forest Service land and 20 feet from unit boundaries adjacent to private land.
3. Piles shall not be located on the road prism of system roads, within 150 feet of a stream, bog, swamp, or within 60 feet of a Tree Improvement select tree.
4. Piles shall not be located next to existing snags. A snag is any standing bole greater than 20 feet in height and 12 inch DBH.
C. Construction and Size of Piles
1. All piles shall be as compact as possible and be relatively free of dirt and decomposed duff. No soil other than that adhering to the bark or root wads will be acceptable in the piles.
2. Pile size minimum is 9ft X 9ft and a maximum of 12ft X 12ft. Piles should be of a width that when ignited shall not threaten leave trees with radiant or conductive heat. Contractor shall attempt to
12363N24Q4166 WA Colville NF NPL FIRE Three Rivers Mechanical Pile Page 16 of 51 place slash of various sizes into each pile and avoid piling concentrations of only large logs and stumps.
3. To allow for maximum fuel consumption during ignition, no more than 1 bole in the pile shall project more than 10 feet beyond the general side contours of the pile.
D. Non-treatment Areas
Slash shall not be treated on the following:
1. Areas where the soil erosion potential is high (as determined on the ground by the Contracting
Officer).
2. Areas where the ground exceeds 40 percent slope.
3. Areas where treatment will cause excessive damage to leave trees or areas with advance regeneration of potential crop trees (as designated by the Contracting Officer).
4. Cultural sites, mining areas, or other areas as designated by the Contracting Officer.
5. Within 60 feet of a Tree Improvement select tree.
6. Areas larger than three acres which cannot be safely piled will be deleted from the unit, and an adjustment will be made in the acres for payment purposes.
E. Prevention and Control of Damage
1. Work shall be accomplished with the least possible damage to the residual stand and soil. If Contractor operations cause excessive damage, the Contractor shall alter operations to prevent the occurrence of such damage. Failure to alter operations within one day of written notice, in order to prevent further damage and/or repeated failure to conduct operations in such a manner as to prevent excessive damage, may be cause for contract termination for default or cause.
2. Damage to leave trees, overstory trees, or snags shall not exceed 5 percent of the total trees requiring protection. Trees shall be considered damaged if the inner cambium is bruised or exposed over 1/5th of the circumference of the tree or the tree is pushed over to an angle of 15 degrees or more.
3. Mechanical equipment shall not cross meadows, stream channels (wet or dry), or other non-work areas and shall not be operated on road surfaces, cut-banks or fill slopes unless approved by the Contracting Officer.
4. Mechanical equipment shall not be operated within 150 feet of any swamp or live stream.
5. Contractor shall exercise extreme care to prevent damage to all physical improvements (fences, ditches, etc.) in the contract area. Contractor shall report any such damage to the Contracting Officer within 48 hours and shall make immediate repairs to damaged physical improvements. Work shall not proceed to new units as designated in “Detailed Unit Information Sheet” or “Performance Summary Chart” sheets until any such damage has been repaired and approved by the Contracting Officer.
6. Contractor shall not operate equipment within 30 feet of any marked cultural resources site, and shall
12363N24Q4166 WA Colville NF NPL FIRE Three Rivers Mechanical Pile Page 17 of 51 report the discovery of any unmarked site immediately to the Contracting Officer. Upon the discovery of a cultural site all work shall be suspended in that unit until the Contractor is provided with a written notice to resume from the Contracting Officer.
7. Contractor will be responsible for removing wind fell trees blocking access to units.
8. Contractor will operate on skid trails and operate on slash whenever possible to reduce soil compaction.
9. Contractor will not operate on slopes greater than 40% except on established skid trails without prior authorization by the Contracting Officer.
10. Contractor shall repair any erosion control features i.e. (water bars) that become damaged during operations.
Attachment If applicable, include an Attachment stating Evaluation Factors and significant Subfactors representing the key areas of importance and emphasis to be considered in the source selection decision.
