Statement of Work

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C-1 SCOPE OF CONTRACT

This contract requires tree thinning, chipping and piling of slash on the Mt.

Adams Ranger District in compliance with its terms, specifications and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies and incidentals except those items listed as Government-furnished property. Treatment area covers a total of 147 acres of pre-commercial thinning (PCT) and approximately one (1) mile of slash treatment along roads, which amounts to approximately four (4) acres of chipping and seven (7) acres of piling slash.

Bidders are encouraged to tour and personally evaluate work requirements and conditions. Only by a physical inspection of the work areas can the bidder become aware of existing conditions.

C-2 LOCATION AND DESCRIPTION

A. Location. The locations of project units are shown on vicinity maps and subitem photo/unit information sheets furnished with this solicitation. Adequate information is provided on subitem photo/unit information sheets to locate units with the use of a Mt. Adams Ranger District Map. Unit boundaries such as fire lines, roads, creeks, and timber edges are usually obvious on the ground.

Boundaries which are not obvious will be marked with pink flagging and white unit boundary tags.

B. Access. Most thinning units may be reached by Forest roads that are accessible by standard pickup truck during the normal working season. The Government assumes no obligation to plow snow or do special maintenance to keep roads open. Due to deteriorating road conditions, some units may require walking from Forest Service Roads across country or along closed or deteriorated road.

Contractor shall assume responsibility for determining best access by utilizing subitem photo/unit information sheets, vicinity maps, a Forest map and personal site visits.

1. Motor bikes, all-terrain vehicles (ATVs) and/or pack animals shall be requested in writing by contractor and approved by the Government prior to use.

2. Off- road equipment used in the project is to be cleaned to remove soil, seeds, vegetative matter, or other debris that could contain seeds. Cleaning

Gifford Pinchot NF Mt. Adams RD Pre-Commercial Thinning Page 3 of 69 should be done before entering National Forest lands, and when equipment moves from or between project sites.

3. An inspection will be required to ensure that equipment is clean before work can begin.

C. Boundaries. Boundaries of units are indicated on subitem photo/unit information sheets. Many boundaries are easily delineated by roads, adjacent stands of different ages, streams or other geographical features identifiable from air photos provided on subitem photo/unit information sheets. Geo referenced PDFs are also provided for use with avenza or other gps apps. Contractor is required to be able to accurately interpret air photos and geo referenced PDFs provided in this contract to determine boundaries. Contractor shall mark with flourescent pink flagging any boundary that the Contractor feels is needed to assure accurate following of boundaries by their employees.

D. Density. The density of trees on units vary to a large degree from unit to unit and within units. Only by on-the-ground examination can prospective Contractors determine the work entailed in thinning and slash disposal.

C-4 MOTORIZED EQUIPMENT

A. Use of motorized equipment other than hand held equipment such as powersaws and brush cutters will not be permitted off designated roads in the project area without approval of the Contracting Officer.

C-5 SELECTION OF LEAVE TREES

A. The Contractor shall select leave trees in the following order of priority:

1. Tree Diameters. Leave all trees (both conifer and hardwood), which exceed the maximum dbh cut limit as specified on the unit information sheets. These will count as leave trees unless there are more than the specified number of leave trees.

2. Tree Species. Pacific yew, Western red-cedar, hardwoods (unless specified) and standing dead trees will not be cut. (These are not considered leave trees).

A. If the original inspection results are unacceptable to the Contractor and a second inspection is requested without rework, the same inspection procedure will be used. However, the inspection pattern will be shifted. If the second inspection shows less than 5 percent variance from the first inspection, the Contractor shall bear the cost of the second inspection. The result of the second inspection will be used in determining payment. Requests for reinspection shall be made in writing.

B. If the second inspection shows more than 5 percent variance from the first inspection, the Government will bear the cost of the second inspection. The result of the second inspection will be used in determining payment.

E-5 INSPECTION OF SLASH TREATMENT

A. Slash treatment will be visually inspected for the appropriate treatment specified on the project photo/unit information sheets. Treatment will be determined by lineal horizontal (slope corrected) distance to determine if prescribed area was covered. Slash treatment must be fully completed to unit specifications prior to issuance of payment for any subitem.

Gifford Pinchot NF Mt. Adams RD Pre-Commercial Thinning Page 32 of 69

The following definitions shall apply to these Industrial Fire Precaution Levels:

Cable yarding systems: A yarding system employing cables and winches in a fixed position.

Closed season (Fire Precautionary Period): That season of the year when a fire hazard exists as declared by the responsible agency official.

Contracting Officer: The person executing the contract, permit or license on behalf of the Government and includes that person's designated representative, acting within the limits of their authority or the duly appointed successor to the individuals.

Loading sites/woods site/project area: A place where any product or material (including but not limited to logs, firewood, slash, soil, rock, poles, posts, etc.) is placed in or upon a truck or other vehicle.

Low hazard area: Means any area where the responsible agency representative (WDNR, ORF, BIA, BLM) determines the combination of elements reduces the probability of fire starting and/or spreading.

Gifford Pinchot NF Mt. Adams RD Pre-Commercial Thinning Page 33 of 69

Tractor/skidder operations: include a harvesting operation, or portion of a harvesting operation, where tractors, skidders, or other harvesting equipment capable of constructing fireline, are actively yarding forest products and can quickly reach and effectively attack a fire start.

Waivers, written in advance, may be used for any and all activities. Activities for which waivers may be issued include, but are not limited to:

a. mechanized loading and hauling;

b.road maintenance such as sprinkling, graveling, grading and paving;

c.cable yarding using gravity systems or suspended lines and blocks, or other yarding systems where extra prevention measures will significantly reduce the risk of fire;

d.powers saws at loading sites or in felling and bucking where extra prevention measures will significantly reduce the risk of fire;

e.maintenance of equipment (other than metal cutting and welding) or improvements such as structures, fences and powerlines.

Such waiver, or substitute precautions will prescribe measures to be taken by the Contractor to reduce the risk of ignition, and/or the spread of fire. The Contracting Officer shall consider site specific weather factors, fuel conditions, and specific operations that result in less risk of fire ignition and/or spread than contemplated when precaution level was predicted. Consideration shall also be given to measures that reduce the precaution levels above. The Contractor shall assure that all conditions of such waivers or substitute precautions are met.

Gifford Pinchot NF Mt. Adams RD Pre-Commercial Thinning Page 34 of 69

The Contractor shall obtain the predicted Industrial Fire Precaution Level daily, prior to the start of work, from the appropriate Ranger District headquarters. If predictions made after 6:00 p.m., local time, are significantly different than the original prediction, the Forest Service will inform the Contractor when changes in restrictions or industrial precautions are made.

NOTE:The IFPL system does not apply on lands protected by ODF east of the summit of the Cascades.

Where hauling involves transit through more than one shutdown/regulated use area, the precaution level at the woods loading site shall govern the level of haul restriction, unless otherwise prohibited by other than industrial precaution level system.
