About this file

This document is a solicitation for non-native invasive plant treatment services across 17 gravel pits located on National Forest System lands within the Medford-Park Falls, Great Divide, and Washburn Ranger Districts of the Chequamegon-Nicolet National Forest in Wisconsin. The selected contractor will use approved herbicides to treat an estimated 52 acres of infestations per year over four annual treatment periods from 2024 through 2027. The solicitation identifies each gravel pit location by name, coordinates, acreage and estimated infested acreage. The contractor must have pesticide applicator licenses and follow all label requirements and safety protocols. The contractor will be provided GIS data and maps of the gravel pit boundaries and will be responsible for treatment documentation and reporting. The best value award will be determined based on total proposed costs per treatment period. The deadline for initial quotes is August 21, 2023.

Scope Of Work

Title: CNF - CON SSCC1319 - West Zone Gravel Pit NNIP Treatment:

Location: Medford-Park Falls, Great Divide, Washburn Ranger Districts Requesting Unit Chequamegon-Nicolet National Forest Job Code: 0913 SSCC1319

Brief Description of the Work Requirement

The intent of this contract is to use Forest Service approved herbicides to control infestations of non-native invasive species occurring within and adjacent to 17 gravel pits on National Forest System lands across the Medford-Park Falls, Great Divide, Washburn Ranger Districts in Bayfield, Ashland, Sawyer, Price and Taylor Counties, WI (see Attachment 1). There will be four treatment years beginning in 2024 thru 2027, treating 144 gross acres and 52 infested acres per year.

Treatment will target all non-native invasive species occurrences within and adjacent to the gravel pits, including, but not limited to, spotted knapweed (Centaurea stoebe (CEST8)), Canada thistle (Cirsium arvense CIAR4)), bull thistle (Cirsium palustre (CIVU)), and common tansy (Tanacetum vulgare (TAVU)). Treatment should occur between the last week in June and last week of August of each year when the majority of species are either in the rosette, vegetative, or bolting/early flowering stages.

Description and Location

Gravel pits are located on National Forest System lands across the Medford-Park Falls, Great Divide, Washburn Ranger Districts in the townships of Shanagolden, Delta, Drummond, Grandview, Eisenstein, Fifield, Emery, Spider Lake, Round Lake, Draper, Hunter, Westboro, and Grover in Bayfield, Ashland, Sawyer, Price and Taylor Counties, WI. Treatment Requirements

Infestations of non-native invasive plants are highly variable depending on the gravel pit and species and can range from small and scattered to large and dense. The gravel pits will need to be traversed and treated in their entirety, as depicted on the attached maps. Gravel pits may be adjacent to non-National Forest System lands with non-native invasive species infestations occurring across multiple ownerships. Treatment of non-National Forest System lands is not part of this contract. Boundary lines are often difficult to locate on the ground, and use of GPS is the only reliable method to determine property boundaries with any accuracy.

NNIP infestations within the gravel pits will be treated with herbicides that have been approved by the Forest Service and include: triclopyr, metsulfuron methyl, aminopyralid, imazapic, and clopyralid. Herbicides are to be mixed in accordance with manufacturer’s instructions and any applicable laws or regulations. The preferred mixture will depend on the species present in the gravel pit. All herbicide mixes must also include a dye to indicate where herbicides have been applied. Site inspections will be conducted during and after contract implementation to check on target species applications.

Depending on the lateness of the spring, previous treatments have occurred from late June to early September, with the early July as the typical treatment window. Treatment shall occur when most species are either in the rosette, vegetative, or bolting/early flowering stages.

Backpack and handheld sprayers, as well as mounted sprayers with tanks and spray wands are acceptable methods of application. Other methods of application may be acceptable with prior approval of the COR. Vehicles can be used on designated routes identified in the Motor Vehicle Use Map. ATVs can be on designated roads and trails. ATVs are to be clean (weed seed-free) if used.

The contractor shall spot spray target non-native invasive species, exercising caution to avoid spraying non-target native plants. Large scale broadcast or aerial spraying will not be allowed. The Forest Service will consider other types of application than those specified but must have approval by COR prior to application.

Contractor must take care to minimize the drift from herbicide application. Under no conditions will contractor allow over-spray of herbicides to drift into more than 10% of the area within 3 feet of the target plant, and no herbicide damage can occur beyond 3 feet of the target infestation.

Performance Requirements

The Contractor and/or whomever will supervise the herbicide treatments must possess a current Wisconsin pesticide applicators license at the time of the treatment. The Contractor must also possess a current Commercial Pesticide Application Business License.

The Contractor and any employees must follow all label safety requirements and recommendations. At a minimum, this would require all applicators and handlers to wear long-sleeved shirts and long pants, eye-protection, chemical-resistant gloves, and close toed shoes plus socks. The Contractor must have clean water and soap for applicators and handlers to be

12363N23Q4241 R-9 Gravel Pit /Chequamegon-Nicolet NF Page 11 of 38 able to wash their hands. The Contractor must also provide enough clean water to provide first aid in case of eye contact with herbicide (enough water to rinse eyes for 15-20 minutes).

Contractor will mix herbicides in accordance with manufacturer’s instructions and any applicable laws or regulations. The contractor is responsible for the cleanup of any spills and will notify the COR immediately of any spills.

The Contractor shall furnish all labor, equipment, herbicides, carriers, herbicide dye, supervision, transportation, supplies, and incidentals. The Contractor shall notify COR or Forest Service Representative at least one day prior to the beginning of each gravel pit treatment. In addition, the Contractor shall periodically report treatment progress to the COR, at a minimum, weekly. A designated Contract Inspector may regularly visit with the Contractor on site, checking that the treatments are progressing and following the specified methods.

The Contractor will keep a daily log of work activities (see Attachment E). The log will include: pit name/number, weather conditions (temperature, wind direction, and wind speed), herbicide used, mix rate, quantity of herbicide used, adjuvants used, approximate acreage covered, and number of man-hours. The log must be submitted with the final bill.

Complete payment will not be made without the daily log.

It is preferred that the Contractor possess a working mobile phone to be able to contact the Forest Service as needed and/or emergency personnel if necessary. The Contractor will need to possess a GPS unit capable of loading gravel pit polygons. Both maps and GPS data will be used to properly identify the extent of the gravel pit and the area to be treated.

The Contractor and all treatment staff must be able to identify non-native invasive species, including, but not limited to spotted knapweed (Centaurea stoebe (CEST8)), Canada thistle (Cirsium arvense CIAR4)), and common tansy (Tanacetum vulgare (TAVU)) at all life stages in the field (see Attachment C).

Government Furnished Resources

The Contractor will be provided a GIS file of the gravel pits to be treated. Copies of specific gravel pit maps and the daily log data sheet can be provided upon request. Complete payment will not be made until the daily log data sheets are submitted. The entrance of the gravel pits will be double flagged with pink flagging.

Security and Other Special Requirements

No special security requirements.
