About this file

This solicitation is for a Blanket Purchase Agreement (BPA) to provide stewardship contracting services across multiple National Forests in the Pacific Southwest Region. The BPA will cover work on federal and local agency lands within 150 miles of 15 National Forests and may include private lands administered by a government entity. The BPA will be used to issue future Integrated Resource Stewardship Contracts with or without required timber product removal, service-based contracts with optional timber removal, and service contracts without timber removal. Examples of work include hazardous fuels reduction through cutting, removal and mastication of trees, as well as road maintenance and restoration activities. The period of performance for awarded BPAs is 10 years with an option to extend up to 20 years. Interested parties must submit technical and pricing proposals by July 15, 2022 following the instructions provided. Awards will be made on an individual National Forest basis. Registration in the System for Award Management is required to be eligible for award. The point of contact for the solicitation is identified.

INSTRUCTIONS FOR SUBMITTING PROPOSAL

Solicitation 12363N22Q4055 – Open and Continuous

Thank you for your interest in the Pacific Southwest (PSW) Stewardship BPA. In order to be considered responsive, you will need to submit a technical proposal AND pricing proposal. Please submit the technical proposal and price proposal in PDF format as separate documents.

Instructions for Submission of Offers are in Section 54 of the solicitation on Page 61 and provides instructions for proposal development. The proposal needs to address the specific evaluation criteria (Key Personnel, Equipment, Relevant Past Performance, and Benefit to Local Community) as stated in the solicitation beginning on Page 61, in addition to pricing. Failure to adequately address these criteria may result in a determination of non-responsive.

Using the Schedule of Items provided on Pages 3-9, provide pricing for ALL items in the Standard Form (SF) 1449 for a given National Forest or group of National Forests that your firm wishes to do business with (Items 2-12, 15-25, 30-40, etc.). The quantities vary to illustrate varying treatment sizes, so price on a per acre/mile basis multiplied by the given quantity for a total. The rates are ‘shelf rates’ that will be used for award evaluation purposes of the basic agreement. However, when we offer work and an opportunity to review a specific project, technical specifications will be provided and Contractors will quote a firm-fixed price for that task, for example on a per-acre or lump-sum project basis.

Contractors are cautioned that awards of a Blanket Purchase Agreement are based, in part, on the pricing proposed herein, and subsequent contractor quotes for specific unit BPA Calls must be representative and reflective of those rates, or they shall be removed from the pool of contractors for that Forest. Therefore, it is imperative that each Contractor provide the Government with their best commercial rate for each activity and that those rates be similar to the quotes on individual BPA calls submitted for future specific projects. Calls/Orders will be made for services that do not include the removal of commercial products; therefore, contractors are still encouraged to provide price and technical proposals for the National Forests with which contractors are interested in performing business.

Multiple awards will be made for this BPA upon technical and pricing evaluations. Future Call Orders for specific projects will be emailed to only the Contractors awarded under this BPA. All Contractors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive.

Registration in SAM is a free service- you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.

Lastly, fill out and include the required representations and certifications (Sections 57-64) that are included in the solicitation beginning on Page 65. We understand this process is new and different, so please let us know if you have any additional questions.
