CENTRAL OREGON RESTORATION PROJECT (CORP) STEWARDSHIP BPA
Deschutes, Ochoco, and Fremont-Winema National Forests
Solicitation 12363N22Q4023 Proposals Due February 28, 2022 @ 5:00pm PST
INSTRUCTIONS FOR SUBMITTING PROPOSAL for CORP STEWARDSHIP BPA SOLICITATION
Thank you for your interest in the CORP Stewardship BPA. In order to be considered responsive, you will need to submit a technical proposal AND pricing. Please submit the technical proposal and price proposal separately. Instructions for Submission of Offers are in the solicitation on Page 44, Item 61.
The proposal needs to address the specific evaluation criteria as stated in the solicitation beginning on page 44, and you need to respond to: Relevant Past Performance and Benefit to Local Community.
Additionally, you need to provide for Key Personnel as described on Page 16, Item 24. Describe how you would propose completing the tasks in the schedule of items (Method, Equipment, Key personnel, etc.).
This will help us determine your company’s ability to perform the required work in the evaluation.
Using the Schedule of Items provided on Page 3 for Ochoco/Deschutes and/or Page 4 for Fremont- Winema , provide pricing for ALL items (even though there is language that suggests otherwise) on a per acre basis. The quantities vary to illustrate varying treatment sizes, so price on a per acre basis multiplied by the given quantity for a total. The rates are “shelf” rates that will be used for award evaluation purposes of the basic contract. However, when we offer work and an opportunity to review a specific unit, the work statement will be provided and Contractors will quote a firm-fixed price for that task, for example on a per acre or lump sum project basis.
For road maintenance, assume a moderate effort that includes the specifications that are included in Appendix C. We will evaluate these rates separately from the proposal for price reasonableness. We understand that without actual units/roads to look at that pricing is difficult, but do you your best to price based on the descriptions provided.
Please list all equipment you wish considered for all work items.
Lastly, fill out and include the required representations and certifications that are included in the solicitation under Item 64 beginning on Page 48. We understand this process can be confusing, so please let us know if you have any additional questions.
Please email your offers by 5:00pm PST on February 28, 2022, to Mark Phillipp mark.phillipp@usda.gov and Nikki Layton nikki.layton@usda.gov. If you have questions regarding the solicitation, you may contact Ingrid Anderson ingrid.anderson@usda.gov.
